About this file
This is a Questions and Answers (Q&A) document for Solicitation No. 12FPC326Q0048, titled "Greenhouse Repairs and Electrical Upgrades." The document addresses six clarifications submitted by potential contractors regarding the electrical upgrade requirements outlined in the Statement of Work (SOW).
Key clarifications include: (1) EMT conduit with watertight fittings is acceptable for use inside greenhouses; galvanized rigid conduits are not required; (2) existing electrical loads must be combined to accommodate a new 2-pole 50-amp breaker for a Fast Charger receptacle, rather than replacing the panel; (3) the contractor may disconnect existing power to a service mast connection, with the utility provider (Agricultural Research Service) having the option to perform the connection; (4) conduit and wiring replacement identified during contractor inspections should be completed before government review, with change orders considered if necessary; (5) all existing outlets, including GFCI receptacles, must be replaced with new weather-resistant non-GFCI outlets with GFCI protection provided at the breaker level; and (6) all outlets require in-use receptacle covers and must be stamped as weather-resistant (WR). These clarifications establish specific technical and performance requirements for the electrical upgrade work within the greenhouses.

Solicitation No.: 12FPC326Q0048
Job Name: Greenhouse Repairs and Electrical Upgrades
1. Q. Can EMT conduit with watertight fittings be used inside the Greenhouses or will galvanized rigid conduits be required ?
A. Yes. EMT conduit with watertight fittings meets the requirement; galvanized rigid conduits are not required.
2. The panel described in SOW 3.1.2.1 does not have adequate available spaces to accommodate the 2pole 50amp breaker for the Fast Charger receptacle. Should existing loads be combined to create the space or should the panel be replaced with a new one with additional capacity ?
A. Panel replacement is not in the SOW, so loads will need to be combined.
3. Please confirm that the connection to existing power on pole described in SOW 3.1.3.2 will be connected by the customers Utility provider to the contractor supplied service-mast.
A. Utility provider (Agricultural Research Service) can shut off the power or the contractor can do it (there is a transfer switch and generator that are easily powered off). Then the contractor can hook the existing power to the service mast.
4. Please confirm the replacement of conduit and wiring as described in SOW 3.1.4.2; be treated as a change condition after the inspections by the contractor are completed and reviewed by the government.
A. The intention is to have all wiring functioning properly, we think the contractor should inspect and replace (if needed) the wiring before the government review. A change condition may be appropriate, because we don’t expect there will be many wiring replacements needed, if any.
5. Please confirm that any existing GFCI receptacles should be replaced with duplex type and protected by new GFCI breakers per SOW 3.1.4.1.
A. Yes. All outlets will be replaced including existing GFCI outlets with new weather-resistant non-GFCI outlets. GFCI protection will be installed at the breaker where needed.
6. Please confirm if in-use receptacle covers should be provided for all outlets described in
SOW 3.1.4.1.
A. Yes, in-use receptacle covers should be provided for all outlets described in SOW
3.1.4.1.This is not currently specified in the statement of work. Each receptacle needs to be weather-resistant (stamped with WR), and also should have a cover.
