About this file
This document is a Contractor Solicitation Questions and Answers file for USDA Solicitation 12FPC326Q0029, addressing clarifications regarding a roof re-shingling project at the Plant Materials Center (PMC) in Corvallis, Oregon.
The project involves replacing the existing roof with an estimated magnitude of $20,000–$35,000. Key technical specifications include replacement of plywood roof decking (estimated quantity of less than 4 sheets total), with existing gutters and intake ventilation confirmed as sufficient; no additional ventilation work is required. The Government has indicated that no structural or framing issues are anticipated, but if discovered after tear-off, they will be handled through change order rather than included in the firm fixed price bid. Regarding materials, prefinished gutters matching the existing trim color are unlikely to be standard but may be discussed post-award with the on-site manager. Site visits for prospective bidders must be coordinated through official channels and cannot occur as unscheduled inspections; comprehensive photos of the roof have been provided in the solicitation package, and additional on-site inspections beyond publicly accessible areas may be arranged only after contract award. Bonding requirements are mandatory: both performance and payment bonds are required from the successful bidder due to the facility's location on public property, and bidders must include bond premium costs in their proposals.

Roof Re-shingling Project for
Plant Materials Center (PMC), Corvallis OR
CONTRACTOR SOLICITATION QUESTIONS
LIST OF QUESTIONS:
1. (Q) Can interested offerors conduct a visual drive-by inspection of the property from publicly accessible areas without prior coordination, or does USDA prefer that all site visits be coordinated through the Contract Specialist?
(A) This was submitted as a straightforward minor services/construction project with photos provided showing the entire roof that needs to be replaced alleviating the need for a site visit.
FAR 52.236-27 — Site Visit (Construction):
This clause dictates that site visits must be structured and scheduled officially through the solicitation package. ANYONE JUST SHOWING UP TO THE SITE AND HAVING
INTERACTION WITH THE CUSTOMER IS ON VIOLATION OF THE SOLICITATION
PROCESS.
2. (Q) If an offeror wishes to conduct an on-site inspection beyond publicly accessible areas, can arrangements be made and who should be contacted to coordinate access?
(A) Once awarded, you can arrange on-site inspections with the customer.
3. (Q) Has the existing roof decking been identified as OSB or CDX plywood, or is that information available?
(A) It is plywood.
4. (Q) Has the Government identified an estimated quantity of roof decking anticipated for replacement, or should bidders include their own allowance?
(A) The estimated quantity of roof decking to be replaced is low, (most likely, less than 4 sheets of plywood total). Bidders should visit the site and view the roof condition to assess their allowance.
5. (Q) If concealed structural damage or framing issues are discovered after tear-off, will those be handled through a change order, or are bidders expected to include those costs in their firm fixed price?
(A) No structural or framing issues are expected, if found, they would be handled through a change order.
6. (Q) Are the existing gutters and roof equipped with intake ventilation (soffit vents), or should bidders assume additional intake ventilation may be required to meet current code?
(A) Gutter and intake ventilation is sufficient bidder should not include adding additional intake ventilation.
7. (Q) If prefinished gutters closely match the existing trim color, are they acceptable in lieu of field painting?
(A) The current trim color is not a typical color of gutter; one would be unlikely to find a prefinished gutter that matches. If one is found, it can be discussed with the on-site manager post award, when discussing materials.
8. (Q) Is there an estimated magnitude for this solicitation and what are the bonding requirements if any?
(A) Magnitude would be $20,000-$35,000. And yes, the PMC is on public property, so both performance and payment bonds will be required from the successful bidder. All bidders should add the premium cost for the bonds to their bids.
