About this file

This is a Questions and Answers document for a USDA-NRCS solicitation related to construction work at Dixon McGraw Run in Ohio County, West Virginia. The solicitation number is 12FPC326B0011, dated 06/03/2026.

The document addresses three primary inquiries from potential bidders. First, regarding bidding requirements, a single bid is legally sufficient for contract award despite FAR Part 14 generally preferring sealed bidding with multiple bids. Second, concerning Site 2 access, the landowner's property may be used for access, though land rights permissions for properties north and south of Site 2 are currently pending and not guaranteed. Third, regarding gabion basket specifications, the total quantity is 143 cubic yards as listed on Sheet 2 of the drawings, with detail sheets representing typical sections rather than exact representations; the actual wall layout is shown on Sheet 5 - Site Map 2. For geotextile material, specifications require Class I, non-woven geotextile supplied according to Material Specification 592, as referenced in Construction Specification 95, section G.

Dixon McGraw Run, Ohio County, WV

1. Does there need to be more than one bid for the contract to be awarded? What happens if only one bid is submitted?

A: No, a single bid is legally sufficient. While the Federal Acquisition Regulation (FAR) Part 14 generally requires a reasonable expectation of multiple bids to use sealed bidding, an award can still be made if only one bid is received.

2. How will the site be accessed (Site 2)? What land rights have been acquired?

A: The landowner’s property can be used for access. The property north and south of Site 2 are currently pending land rights access permissions but have not yet been officially acquired. These access points are likely to be available but in no way guaranteed.

3. For the gabion baskets, is there an itemized list of basket sizes? The drawings only show 85 cubic feet of size, but the drawings read that there are 143 cubic feet of basket size. Need the actual number to properly bid on the job. Also, what grade of non-woven geotextile is to be used?

A: Gabion basket quantities have been calculated at 143 CY as listed on Sheet 2 of the drawings. Please note that the detail sheets are typical sections and not an exact representation of the designed wall. See Sheet 5 - Site Map 2 for the actual layout of the wall.

As per Construction Specification 95, section G, geotextile shall be Class I, non-woven, and shall be supplied according to Material Specification 592.
