Site Showing Notes for Windsor Twp EWP Windsor Township-Olney Road &Taylor Hollow Rd 17 July 2025 NRCS staff present: Adrean Evans and Hans Baltzly Note Taker: Hans Baltzly
Contractors at site showing shall pay extra attention to section in yellow as it pertains to extra information that was presented/acquired after the end of the site showing.
7/17/25 10:00am est. -On site of Olney Run Rd Lower EWP project. 4 Persons of Public and 2 NRCS staff on site. See sign in sheet. Adrean Evans, COR. Hans Baltzly inspector/note taker for the showing.
10:04 am - Adrean reviewed solicitation for parties on site. Referred to SAM.Gov for official solicitation updates, current amendments, and bidding instruction.
Noted to the group:
-32 day job performance period.
-10 days to post bid bond after contract award.
-15% equitable adjustment of bid.
-Buy American Act in effect.
-Need for safety plan submittal & safety personnel certifications.
-Bids due July 31 to Mark Domingo CO. 12:00pm Central time as marked on page 30 of solictation.
Adrean then reviewed the following specs that are included for the project.
-Pollution control plan explained
-Need for a porta-potty on site.
-Seeding spec explained
-Mobilization and Demobilization explained
-Noted work limits with staging area to be coordinated between the township, private landowners, and contractor.
-Noted the need for traffic control and provided the township contact info.
-Dewatering plan explained.
-Noted work schedule needs to be submitted to CO prior to commencement of work.
-Excavation spec explained with fill reuse and dumping of material requirements explained as listed in spec.
Question: Does the township have a dumpsite? Resp: Trustee is discussing dumpsite with landowner at upper end of Olney Run Rd. Update will be provided if the site is secured.
-Rockfill / Compaction / Fill specs addressed.
-Riprap spec discussed. Type C limestone rock is specified for the transitions at end of baskets. Nearest 0.1 ton by unit weight will be used for payment calculations.
-Gabion basket and mattress spec explained.
-baskets to be woven wire conforming to ASTM A 975.
-ODOT size D Limestone to be used in filling baskets
-gabions may be built off site if inspector is able to view prior to install.
-Payment will be made by method 1: CuYd of basket fill.
-Quality control personnel needed on site to be provided by Contractor.
Next Adrean reviewed the plans for the Olney Run Lower site and the group walked to length of the project.
-Pages 3 & 4 of the Engineering plans were discussed.
-The group walked from stations 0+00 to 1+43 to give full view of the project to all attendees.
-Riprap and Gabion extents were explained.
-Noted tree marked at do not disturb near 1+25 had washed away.
-Trustees in attendance discussed road closures during construction due to high traffic area. Trustees stated they are ok with daytime road closures. Marking a change from the specifications. Adrean reiterated the need to coordinate any closures with Cynthia Schaad, 7 days prior to planned closure. Trustees then offered their contact information to the group

Question: Are rain days built into the performance period?
Response by Adrean: Yes, performance period does include rain days. CO may allow extras based on local conditions should extensive rain move across the area, but to not plan on receiving them.
-Adrean then also addressed the included holidays that are listed as nonwork days in the solicitation.
-Trustee warned contractors not to park their equipment along the creek due to the lower site being prone to flash flooding.
-Adrean noted overnight equipment parking is to be coordinated between contractors and adjacent private landowners.
-Work schedule was noted as allowing 6, 10 hour days per work week to be agreed upon with CO.
-The solicitation shows the start if the performance period as 9/8/2025, but we will ask the Contracting Officer if there is any flexibility here. (See answer at bottom)
At this point the group departed without further questions on Olney Run Rd Lower Site.
10:55 group arrived at Olney Run Upper site.
Question: Is there an ODOT approved stone quarry list for the area available?
Adrean responded that the list is online and a link to this can be included in the notes.

-The staking of upper site was reviewed and gabion volumes noted.
Question: Contractor asked about the stream bottom material to be encountered.
Township trustee states “a lot of rock on the bottom”
-Adrean followed up the question with noting the pinning detail of the gabions in the engineering drawings should non-rippable rock be uncovered during excavation of sites.
-Adrean addressed the Safety Spec and noted hard hat requirements on equipment and public facing signage requirements.
-Trustees state that ODOT will be closing SR 336 for 90 days beginning July 31. They anticipate Taylor Hollow Rd being local detour and increase in traffic.
-Trustees stated that a trustee’s personal property is close to this site and may be willing to work with them on a spot to park equipment during work on this site.
-Taylor Hollow Rd Gabion plan volumes and distance discussed prior to leaving Upper site.
Group arrived at Taylor Hollow Rd site at 11:22 am.
-Site staking was reviewed and plans for gabions to be abutted to existing gabion repair noted.
Question; Contractor asked if any county water mains are in the work areas or roadways.
Response: Adrean referred to the OUPS Design tickets that had been called in indicating the sites are cleared. Also reiterating that the contractors would need to make their own OUPS calls prior to commencement in accordance with Ohio law. Trustees stated that no known waterlines are on the sites.
-Trustees noted that there is lodging available in the town of Stockport. Contact the trustees for information.
End site showing 11:30am est.
Immediately after the conclusion of the site showings Hans received text messages from Morgan SWCD office that Jerry Voytko was at the Olney Run Lower site at 11:00am est time waiting for the site showing. Adrean then called him and offered to meet him at the lower site and explained that he probably pulled to site showing details prior to their update on SAM.gov indicating and 11:00am Central time.
We met Voytko on site at 12:00pm est. and reviewed the lower site. Discussed the 32 day performance period, and bid bonds.
Question: What is the biggest sticking point with contractors on this type of work?
Response: Hand facing the rock. We hand face the rock on the front of the baskets to prevent bulging and to create an area where any smaller rock behind the face will not be able to escape.
Question: Is this a Davis Bacon pay scale job?
Response: Yes, the rates are listed in the posting on SAM.gov. Certified pay stubs will be collected as listed in the solicitation.
Question: Do we need to acquire permitting by Army Corps?
Response: Permitting is already completed for the project. Equipment is to be kept on road bank and out of the stream whenever possible.
Question: Can we start earlier than 9/8/2025?
Response: We will be checking with the Contracting Officer on that. (See bottom for response)
-Voytko stated all of his questions were answered and that he had previously seen all the sites of the project.
The meeting with Voytko was ended when he left the site at 12:36pm.
Mark Domingo was contacted at 2:25pm to answer with the question: Is there any flexibilities on the performance period starting on 9/8/2025?
Response: I don’t see any issues to start sooner. Solicitation period ends 7/31. If the low bid is acceptable and all documents including bid bond are acceptable, we could possibly award in early to mid-August.
