Question # Question/Comment/Clarification Answer
1 How will the pay structure be set up? Monthly progress billing?
All vendors are required to be registered in the Invoice Processing Platform (IPP) in order to submit invoices and receive payment. Vendors can submit partial invoices as the shelters are completed and delivered to the specified location, once they are accepted by the customer.
Will the contractor get paid only after final delivery to site or can they get paid for materials purchased and progress payments every 30 days?
See answer to question 1 above.
Will there be a single point of contact or a project manager from the government assigned to this project from beginning to end?
Yes, the point of contact will be provided at contract award.
Can the contractor focus on one site at a time using the prioritized list or is there any specified dates within the 356 days that these are needed?
Contractor may focus on delivering shelters to one location at a time as long as all of the constructed panels and parts are delivered within 365 days of the contract award.
5 What material is the Sheet siding specified in the bill of material?
Please see page 7 and 14 of the product specification document. Here is the description of the sheet siding that is required: "Panel 15" is defined as 26ga steel sheet metal atop 1/2" CDX plywood.
On the last page of the drawings there is a notes page that says shelters shall be delivered in panel form with all necessary ancillary items required to fully assemble the shelters on site. Just to be clear, is the contractor just responsible to provide these shelter panels and parts to delivery site in pieces and someone else will be responsible for the building of the shelters onsite using the delivered items?
No assembly of the shelters is required. The vendor is responsible for the delivery of the constructed panels and necessary parts for assembly.
7 Does the contractor have to be covered with a performance bond for this project?
No as this is a supply contract to fabricate, palletize and deliver the shelters to the specified locations, not construction.
8 What kind of insurance coverage is contractor required to have? See FAR 28.306
9 What is the estimated cost for this project?
The contractor shall provide a cost based on the requirements outlined in the RFQ and in accordance with (IAW) the specifications/drawings, Attachment 2.
PANEL 15 – per the SOW – is defined as 26ga steel sheet metal atop 1/2" CDX plywood.
The PANEL 15 commercially made by Citadel is 5/16” plywood with a MUCH thinner ALUMINUM skin.
Is either approved?
Panel 15 is defined as 26ga steel sheet metal atop 1/2" CDX plywood. There are no substitutions for this material allowed.
Last time these were made there was an aluminum angle bar attached at the exterior corners where the panels meet. The drawings now omit these, but the parts list names “2x96 METAL CORNERS” - are these the missing alum angle bar you want on edges? Are they to be kept separate like last time? Pre drilled??
From page 7 of the Product Specification document:
Ninety degree outside metal corner molding shall be provided for installation ofter assembly. No pre-drilling is required. These metal corners are to be supplied as separate parts to be installed during shelter assembly on-site.
