Questions and Answers
Virtual Site Visit – July 1, 2021 – 10 a.m.
EWP Streambank Stabilization – 5 Sites, Hattiesburg, Forrest County, MS
Q1 – Must you be a certified WOSB to submit a bid?
A1 – The CO cannot prevent anyone from submitted a bid. It is the CO’s responsibility to review bids to determine that they are responsive to the solicitation. As such, FAR 19.1503 states that the CO “shall verify that the offeror—(1) Is registered in the System for Award Management (SAM); (2) Is self-certified as an EDWOSB or WOSB concern in SAM; and (3) Has submitted documents verifying its eligibility at the time of initial offer to the WOSB Program Repository. The contract shall not be awarded until all required documents are received.” Award will only be made to a WOSB firm that has met all these requirements for being third party certified.
Q2 – What happens if an Inspector is not available when needed?
A2 – Work schedule should be coordinated with the inspector on a daily basis. In the case where you may have rock being delivered to multiple sites at a time, we can accommodate with additional inspectors provided we receive adequate notification, there are several in close proximity. One day advance notification is expected.
Q3 – Is there a designated area for debris disposal (from clearing)?
A3 – No – it is the contractor’s responsibility to locate and make arrangement for any debris removal whether that be off or on site.
Q4 – Can it be buried on site?
A4 - Not without the permission of the landowner. The removal and disposal of all debris is the responsibility (permission and cost) of the Contractor.
