QUESTIONS and ANSWERS-McGrath EWP site showing-July 7, 2021

Question 1: Does the bid submission deadline “1000 (hour) local time” mean local time at the site of work in McGrath, Alaska or local time at the CO’s office in New York?

Answer 1: Local time at site of work – Alaska Daylight Time, which is 2:00 pm in New York, Eastern Daylight time. Bidders are reminded that they can participate in the virtual bid opening by calling 1-888-844-9904 or 816-423-4261; Access Code: 4401018

Question 2: What is the anticipated award date?

Answer 2: We anticipate an award to be made as soon as possible. The government asks for bids to be valid for 60 days but our goal is to award so that some work can begin this year if possible.

Question 3: Is there a plan-holder’s list and can this list be made available to the other plan-holders?

Answer 3: There is not a plan holder list, as we have no control or knowledge of who downloads the plans from the federal business opportunities website www.sam.gov. Best we can do is provide the list of site showing attendees.

Question 4: Are the clearing limits and work limits the same area?

Answer 4: Not necessarily. The contractor is allowed to clear the entire work limits area but they are not required to clear the entire area within the work limits if the contractor’s operations do not require the entire work limits area(s) to be cleared.

Question 5: Does Bid Item 1, Clearing and Grubbing, include the removal of junk, collapsed buildings and other structures?

Answer 5: Yes. The definition of rubbish in Construction Specification 2 is interpreted to include all man-made items.

Question 6: Is the contractor responsible for surveying the access routes into each of the stream barbs to ensure the access route is on existing right-of-way or easement?

Answer 6: No. NRCS will stake project work limits.

Question 7: Is a professional land surveyor (PLS) required for contractor performed survey work?

Answer 7: Contract does not specifically require a professional land surveyor to perform all survey work; but contractor is reminded that compliance with federal, state, and local laws and regulations is required.

Question 8: Can the excavated material from the stream barb bed keys be side-cast in the river or does it need to be hauled off?

Answer 8: Contractor must conduct operations in accordance with permit conditions set forth by permitting agencies.

Question 9: We are interested in bidding on this project and understand that we are to email our bids. Does this include our bid bond?

Answer 9: Yes is does. Please see and follow the instruction in the solicitation package, page 46.
