About this file

This is Amendment 001 to Solicitation 12FPC126Q0045, issued by the USDA FPAC Business Center (Central Section) on August 6, 2026, for Area Wide Market Analysis Services for the USDA-NRCS Arkansas Field Office.

The amendment addresses three clarifications regarding the Statement of Work (SOW) through a Questions and Answers format. First, it clarifies that no recertification letter is required during the base year; the verbiage "2027" has been removed from the Combined Synopsis/Solicitation. Second, it specifies that Line Item 003 (Amendment Scope) should be priced as a single unit covering any amendment regardless of the number of land uses affected, with pricing to contemplate possible amendments on up to all six land use categories across two market areas. Third, it clarifies that levee delineation significance requirements in SOW Section K.3 refer to the difference between values on either side of a levee rather than the government identifying specific levee systems; separate values are only required if a significant difference exists. The proposal submission deadline has been extended to Monday, August 24, 2026. The period of performance runs from October 1, 2026, to September 30, 2027, with FOB Destination terms. Points of contact include Technical POC Alexis Cook, Contract Specialist POC Paige Appelt, and Contracting Officer POC Kristina Baker.

3 Questions and Answers listed below -

1. Question - Line Item 002 - Base Year Recertification. Lines 002 and 003 are labeled

"2027" in all four option year columns and shown as N/A in the base year, while SOW Section

G.2.a.ii requires a recertification letter on or before July 15. Does the Government anticipate a recertification letter on July 15, 2027, within the base period, or does the first recertification arise on July 15, 2028, within Option Year One? If a base year letter is anticipated, where should that effort be priced?

1. Answer - No recertification for Base Year.

The verbiage 2027 removed on Combined

Synopsis/Solicitation.

2. Question - Line Item 003 - Amendment Scope.

SOW Sections G.2.a.iv and M.2.b limit an amendment to those land uses that changed by more than ten percent. With two market areas and three land use categories each, an amendment could involve one land use or all six. Is Line 003 priced as a single unit covering any amendment regardless of the number of land uses affected, or will multiple units be ordered based on the number of land uses requiring revaluation?

2. Answer - The line should be priced as a single unit. The price should contemplate possible amendments on up to all 6 six land use categories.

3. Question - Levee Delineation. SOW Section K.3 requires separate values for land behind and in front of protection levees where significant.

Will NRCS identify the levee systems it considers significant within the Mississippi River Valley market area, or is that determination left to the contractor?

3. Answer - The significance is not referring to the levee system, but in the difference between the two values. If there is not a significant difference in values on either side of the levee then there does not need to be a separate value.

This could apply to any protection levee.
