About this file
This document is a question and response amendment to a solicitation for a Blanket Purchase Agreement (BPA) for cultural resources inventory services in Iowa. The BPA is a small business set-aside under NAICS code 541620 (Environmental Consulting Services) with an estimated 40 cultural resources investigations required annually.
The amendment revises the pricing structure to separate the Phase IA and Phase IB report writing from the associated fieldwork, and provides updated pricing schedules. The government responds that they have not determined an estimated utilization budget at this time. The average plot size per call is not specified, but the updated price schedule provides quantity and acreage range details. The solicitation requires contractors to submit quotes by October 22, 2024 at 10:00 AM CT.

Cultural Resources Inventory Iowa
SOLICITATION # 12FPC125Q0002
AMENDMENT 0001
Amendment 0001 provides amended solicitation and implements Government responses to questions.
Question 1: The attached pricing structure based purely on acreage is not industry standard. While each individual survey area might vary in acreage, the accompanying report writing is a relatively consistent amount of labor hours. Because of this, it is not uncommon for report writing to take more labor hours than the field work on smaller project areas. Conversely, larger project areas may take more labor hours to survey than the accompanying report takes to write. Is it possible to rework the Phase IA and Phase IB pricing structures to separate out the Phase IA or Phase IB report writing from the associated fieldwork by acreage to better account for this dynamic? How should the proposal be structured?
Response 1: Price schedule has been revised for Phase 1A to reflect quantity of projects.
Phase 1B has been updated to reflect quantity and acreage range per type estimated per year.
Question 2: Would the Government consider revising the price schedule to provide pricing for estimated quantity and acreage range per investigation?
Response 2: Price schedule has been revised for Phase 1A to reflect quantity of projects.
Phase 1B has been updated to reflect quantity and acreage range per type estimated per year.
Question 3: Is there a budget for this BPA? If so, could you share what it is?
Response 3: Estimated utilization has not been determined at this time.
Question 4: What’s the average plot size per call that you anticipate?
Response 4: See updated price schedule.
