B.1.2.4 Cultural Resource Inventory work details are provided in Statement of Work (Section C).

C Statement of Work

C.1 INTRODUCTION

C.1.1 Iowa NRCS requires professional services from a Secretary of Interior (SOI) qualified consultant to assist with cultural resource inventories in Iowa for a period of five (5) years. Government will use Blanket Purchase Agreement (BPA) to fulfill a portion of compliance requirements. See Section C.9.5 for official policy, law, and regulations as applicable.

C.2 Mission

C.2.1 United States Department of Agriculture (USDA), Natural Resources Conservation Service’s (NRCS) mission is to provide leadership in a partnership effort to help people conserve, maintain, and improve our nation’s natural resources and environment. NRCS accomplishes mission by providing technical and financial assistance through several federal and state programs. Some assistance requires NRCS to comply with National Historic Preservation Act (NHPA) through Section 106 evaluations of its practices’ effects on cultural resources.

C.3 Background

C.3.1 Annually, an estimate of up to 40 Iowa planned conservation practices require further investigation due to potential to cause adverse effects on cultural resources. Practices exempt with exceptions and non-exempt practices are included in Appendix A of the Iowa Programmatic Agreement (PA) (See J.1 Appendix A). Project work will include but are not limited to:

C.3.1.1 Saturated Buffers (NRCS Code 604);

C.3.1.2 Grade Stabilizations (NRCS Code 666);

C.3.1.3 Livestock Pipelines (NRCS Code 516);

C.3.1.4 Wetland Restorations (NRCS Code 656); and C.3.1.5 Waste Storage Facilities (NRCS Code 333) construction.

C.3.2 Practices will receive assistance from NRCS through USDA and are considered undertakings subject to review for potential impacts to historic properties under Section 106 of the NHPA.

Identification of cultural resources within Area of Potential Effects (APE) is necessary before remediation can occur. Potential effects are summarized in cultural resources inventory report(s).

Once completed, regulatory consultation with historic preservation commissions and/or other local, state, and federal agencies may be required for a finding of: No Historic Properties Affected – No Properties, No Adverse Effect, or Adverse Effect.

C.3.3 Period of performance will be for five (5) years.
