Goodrich Wetlands Restoration Contractor Questions from Emails and Pre-Bid Meeting
12FPC120Q0034
Question #1:
Does the contractor need to provide any bonding for the project?
Answer #1:
Per Section I.4.5, the contractor shall submit one of the following payment protections:
Payment Bond or Irrevocable Letter of Credit (ILC). Please review page 333 & 34 of the solicitation.
Question #2:
What kind of seed should be used for the critical area planting?
Answer #2:
A conservation seed mix that includes no invasive or noxious plants and meets NRCS standards and specifications.
Question #3:
What kind of mulch should be used?
Answer #3:
Mulch that contains no invasive or noxious plants and meets NRCS standards and specifications.
Question #4:
When during the project is seeding and mulching required?
Answer #4:
Seeding and mulching should be done per the requirements of the stormwater permit for this project. The stormwater permit requires:
Implementation of erosion prevention and sediment control practices required by the Low Risk Site Handbook for Erosion Prevention and Sediment Control.
All areas of disturbance must have temporary or final stabilization within 7 days of the initial disturbance. After this time, all disturbed soil must be stabilized at the end of each workday.
Between October 15 and April 15 all disturbed soil must be stabilized at the end of each workday. The following exceptions apply:
o Stabilization is not required if work is to continue in the area within the next 24 hours and there is no precipitation forecast for the next 24 hours.
o Stabilization is not required if the work is occurring in a self-contained excavation (i.e.
no outlet) with a depth of 2 feet or greater (e.g. house foundation excavation, utility trenches).
The total authorized disturbance is 8.60 acre(s).
No more than 5 acres of land may be disturbed at any one time.
All discharges of stormwater must pass through at least 50 feet of vegetated buffer before reaching receiving waters.
No disturbance shall occur within 50 feet upslope of any stream or river, or 100 feet of any lake or pond (except disturbance for the installation of stormwater treatment facilities or road stream crossing with no reasonable alternative location).
Inspections shall be conducted at least once every (7) calendar days and within twenty-four (24) hours of the end of a storm event resulting in discharge of Stormwater from construction site.
If there is a discharge of visibly discolored stormwater from the construction site or from the construction site to waters of the State, the permittee shall take immediate corrective action.
If, after completing corrective action, there continues to be a discharge of sediment from the construction site to waters of the State, the permittee shall notify DEC by submitting a report within 72 hours of the discharge.
Question #5:
Can woody debris be removed from the spoil pile clearing areas count towards woody debris requirements for the wetlands restoration work?
Answer #5:
Yes, if they meet the criteria noted for woody debris.
Question #6:
How many cubic yards of soil will be moved for the creation of the smaller pit and mound features in the southern part of the easement?
Answer #6:
260 cubic yards of soil total
Question #7:
Looking at the NRCS specs on compaction, I’m unclear as the requirements, what is considered the norm, given the soil types likely to be encountered, treaded in with dozer eg?
Answer #7:
Contractors won't be using organic soil for the ditch plugs or berm. The areas where the depressions will be is generally organic soil.
Regarding compaction, refer to the Vermont standard ditch plug details (in attachment 7 Army Corps Permit Application). Refer to line 7. "Fill shall be placed, spread and compacted in lifts not to exceed (9) inches in thickness, compaction shall be accomplished by (3) passes of equipment over the entire surface."
Question #8:
Can you tell me what the tax status of this project will be, tax exempt or not?
Answer #8:
Offeror must check with state regarding any applicable project exemption status and application process if applicable.
Question #9:
Attachment 5 of the stack of stapled papers that Jim handed out at the pre bid meeting have conflicting quantities of the job. I know the total quantities. Just letting you know that they are low by several thousand cubic yards. It appears to be missing all of the large depressions.
Answer #9:
NRCS and the USFWS reviewed all the design information again and did not find this discrepancy noted by the contractor. More specific information is needed from them if they still think that there is a discrepancy.
