12F43020Q0001 – Q&A

Fire Alarms/Extinguishers/Suppression Systems

12F43020Q0001

Posted: 21 May 2020

Questions & Answers

1. As per NFPA 2001, clean agent Fire Suppression Systems need to be inspected every 6 months. I notice that solicitation focuses on annual inspections. My question is, do we consider semi-annual inspections or annual inspections for clean agent suppression systems?

Provide annual inspections as specified in the solicitation.

2. Fire Extinguishers 6 years maintenance and hydrostatic tests will be part of this solicitation. If it is identified during inspection that maintenance and hydrostatic test is required, shall it be quoted additionally?

Propose a unit price for the “maintenance and hydrostatic test” within the same proposal but as a separate line item.

3. Please provide more information about Fire Alarm Systems, like detectors, pull stations, modules and notification devices quantities. Also will like to know brand and model of existing Fire Alarm panels. Also clarify if inspection testing and maintenance will be only annually.

I. We do not keep a list of the items as described above. However, we are providing the square footage per building for you to use in estimating the amount that should be per building.

IITF:

Headquarters – 14,000 sqft Chemical lab – 7,800 sqft Library – 4,741 sqft Conference center – 2,329 sqft GIS – 2,810 sqft Multi-purpose – 3,325 sqft

Sabana:

Dormitory - 1,822 sqft Multipurpose Building - 3,000 sqft

II. IITF complex includes the following alarms (pictures provided under separate attachments):

a. IITF Headquarters – The fire alarm manufacturer is Honeywell, NFW2-100. The fire alarm panel is located @ the 1st floor, Office 17.

b. Library – The fire alarm manufacturer is Simplex, 4001. The fire alarm panel is located in the “garage”, 1st floor.

c. Chemical laboratory – The fire alarm manufacturer is Edwards System Technology (EST). The fire alarm panel is located in the lobby between upper and lower chemical laboratories.

d. Conference Center – The fire alarm manufacturer is EST, Fire Shield. The fire alarm panel is located in the lobby area between the kitchen and the restrooms.

e. GIS – The fire alarm manufacturer is Honeywell, Firelite MS-5UD. The fire alarm panel is located at the double doors main entrance.

f. Multi-purpose – The fire alarm manufacturer is EST, Fire Shield. The fire alarm panel is located at the apartment.

III. Sabana Field Research Station includes the following alarms (pictures provided under separate attachments):

g. Dormitory – The fire alarm manufacturer is General Electric. The fire alarm panel is located in the living room, to the left when entering the dormitory main entrance.

h. Multi-purpose – The fire alarm manufacturer is General Electric. The fire alarm panel is located in the communications room.

4. Will Rio Piedras and Luquillo be presented as separate quotes?

Line items in the SF1449 are a total cost for the year for both Rio Piedras and Sabana.

However, proposal can be provided per location with a total cost per year.

For example:

- Line Item 01: Base Year: Approximately 11 Jun 2020 thru 10 Jun 2021 (12 months from contract award)

• IITF, Rio Piedras $__________

• SFRS, Luquillo $__________

Total Line Item 01: $__________

- Line Item 02: Option Year 1: Approximately 11 Jun 2021 thru 10 Jun 2022

• IITF, Rio Piedras $__________

• SFRS, Luquillo $__________

Total Line Item 02: $__________

And so forth.

5. In the extinguishers inventory table for IITF mentions 2 fire suppression systems and 3 sprinkler systems. Please advise what systems you're referring to in order to quote the right thing.

Please reference the inventory table, these items are listed on the inventory that was shared.

6. In this proposal it mentions the fire alarms of both Rio Piedras and the Sabana. I want to be 100% sure. There are five alarm panels in Rio Piedras and two in Sabana.

This is correct.

7. I'm working this case, but I have several concerns.

a. The first is to know the brand of the systems by building and if they are Addressable or Conventional. I raise this because there are certain brands that I cannot work with because I do not have access to parts and programming codes.

Attached pictures should clarify these questions. Note to the prospective bidder: once you determine if you have access to these fire alarms parts & related parts, consider sub-contracting if/as needed, if you determine it’s worthwhile.

b. I also want to know if there is an opportunity to quote only the fire extinguishers and suppression systems in case we cannot work the fire alarms.

This is an all or nothing solicitation.

8. What are the two suppression systems at IITF and in which building are they located?

Please reference the inventory table. One is located at the basement of the Headquarters building and the other one is located on the 1st floor of the Library.

9. What are the three sprinkler systems at IITF and in which building are they located?

These are listed in the inventory shared. The three sprinkler systems are located on the 1st floor, Headquarters building, voice/data room.

10. Concerning fire alarms, the document only mentions the two Sabana alarm panels and does not mention the five Rio Piedras panels. Please advise.

Reference question #3 above.

11. SOW on page #1. SCOPE: Request clarification of second paragraph which states:

"Existing fire alarm systems include products manufactured by General Electric, Honeywell, Simplex and Edwards Systems Technology." RFI 01-The above statement list several fire system brands, however upon review of inventory list provided for Rio Piedras & Luquillo sites do not list any fire system components such as; controls, smoke sensors, pull boxes or bells/sirens. Need Clarification on where these components are.

Reference question #3 above.

12. RFI 02-Attachment 1 last page list the existence of a "Kidde Fire System Suppression- Novec 1230" located at the Rio Piedras. Need clarification on where these components are as well as description of each.

This system is located at the basement of the Headquarters building.
