Governments Responses to vendor Q&A for Solicitation 12C0BA20R0006 Lender Placed Insurance Services for Rural Development Agency

1. Is this a new requirement or are there incumbent contracts? See #3

2. Please provide the contract details (such as: Vendor Name, Contract Number, Award Date, Value)? See #3 and 4

3. Is this effort currently performed by PROCTOR FINANCIAL, INC. under Contract #:

4. Is set to expire on December 29, 2020. YES

5. Is an estimated value for this requirement available? The Governments Independent

Government Cost Estimate (IGCE) is not publicly available.

6. Current placements and will the new contractor need to renew and service? Current policies in place are issued on an annual basis and the policies in place will remain active/valid until the annual anniversary of the issuance of the policy. At that time, the Contractor/Awardee will be required to issue/renew coverage if applicable.

7. Please provide losses on the placed programs to date. For the last 12 month reporting period, there have been 738 claims resulting in $4,834,685.21 in claim funds paid to USDA for losses incurred upon RD properties.

8. Locations: are all locations listed for the solicitation on attachment named MFH+Bid +Pricing and SFH+Bid+Pricing? Please provide a full list of locations. The PWS cites all 50 states and US Terrorities. Rural Development’s property portfolio may contain properties in all 50 states and Territories as listed in the PWS. Lender Placed insurance coverage may be required in any/all locations.

9. How will the Government notify/post updates, clarifications, and responses to Contractor(s) questions/inquiries, specific to this Solicitation? Updates/clarifications (Q&A) will be provided via amendment to the solicitation and posted at beta.Sam.

10. How should offerors submit their proposals? Can they be submitted electronically via email to the

Amendment 0001 to Solicitation 12C0BA20R0006 included in your submission – in the event electronic security safeguards strip an attachment – the list will identify missing elements of the proposal.

12. Factor 2, Sub-factor 1 states that an offeror should “identify the necessary key positions and position descriptions which demonstrate requisite education, experience, or special skills needed to perform PWS tasks.” Are offerors required to identify in their proposals only the “key personnel” that will fill the necessary key positions specified in Section 7.1 of the PWS, or all positions that an offeror determines to be “key positions”? Key personnel requested are identified in PWS Section 7 as the Program Manger and the Alternate Program Manager. No other personnel are requested.

13. Are offerors required to provide resumes for the key personnel that will fill the necessary key positions specified in Section 7.1 of the PWS? Are offerors required to provide resumes for any other planned personnel? Resumes are requested for both requested key personnel, the PM an d the APM. Qualifications for PM and APM must adhere to PWS Section 7.2

14. PWS Section 1.2.4 requires the submission of a Continuity of Services / Transition Plan within 30 days after contract award. However, Factor 2, Sub-factor 2, seems to suggest than offeror is required to provide a Continuity of Services/Transition Plan meeting PWS Section 1.2.4 with its proposal. Please confirm whether a Continuity of Services/Transition Plan is required to be included in the proposal, or post-award. Continuity plans are developed post award in coordination with incumbent contractor and/or program office personnel - for the purpose of this solicitation/contract please change to “…within 14 days of contract award….”. Remove the requirement under the evaluation factor 2, subfactor 2.
