Description

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) 12.6, “Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services,” as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; [insert “proposals” or “quotations” or “bids”] are being requested, and a written solicitation document will not be issued.

2. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-03.

The associated North American Industrial Classification System (NAICS) code for this procurement is 221210, with a small business size standard of 1,000 employees. Product Service Code is 6830, Compressed and Liquefied.

3. The United States Coast Guard Training Center Petaluma (USCG TCP), located at 599 Tomales Road Petaluma, CA 94952 has a requirement for the following: Contractor to deliver Liquid Petroleum (LPG) as indicated in the Scope of Work.

The service provider shall provide all labor, equipment, materials, vehicles, and appliances necessary to perform all operations in connection with supplying LPG to eleven (11) Government-owned tanks at various locations throughout USCG TRACEN Petaluma located at 599 Tomales Road, Petaluma, CA 94952-4154. Estimate number of LPG galloons usage is unknown; in a three-month period, usage may vary from 5,000 to 60,000 LPG gallons per month. The Government estimates that it may need 110,000 LPG gallons through the end of the delivery period. All work shall be performed IAM the SOW. SELLER MUST SUBMIT PRICE PER

5. BASIS FOR AWARD

The proposals will be evaluated using a Best Value Trade Off source selection process. The Government reserves the right to make an award to other than the low priced quoter if another superior technical submission, or a submission indicating a reduced performance risk.

The Government will award a contract in accordance with FAR Part 13 resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. the Government will perform a comparative evaluation of the services quoted. The Government will compare quotes to one another to select the service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quote will determine suitability. The following factors shall be used to evaluate offers:

Technical Capability, Volume I – Past Performance and Volume II – All evaluation factors other than cost or price, when combined are approximately equal to cost or price.

DISCUSSIONS: The Government intends to award without discussions but reserves the right to conduct discussion should it be deemed in the Government's best interest.

The following factors shall be used to evaluate offers:

Technical Capability: Technical capability is defined as an offeror’s ability to satisfy the solicitation’s requirements, providing the highest quality service to the specified facilities

a. Offerors must demonstrate a thorough understanding of the requirement and demonstrate the ability to meet the objectives outlined in the SOW in terms of necessary personnel, material, resources, and other supplies/services that may be required to perform the work.

b. Describe proposed plan for performance of services, including the methods used to satisfy all elements described in the Statement of Work.

2. Past Performance:

a. Identify at least three references, preferably federal agency contracts, including contract number, dates of performance, aggregate award amount, points of contact, and telephone numbers, whereby you have provided the same or similar services, of the magnitude in this solicitation. References will be considered in the evaluation process. Relevant past performance information shall portray how well the offeror performed. Offerors without relevant past performance or for whom past performance information is not available, will receive a neutral rating.

NOTE: The Government reserves the right to contact any reference provided by the offeror in evaluating the offeror’s past performance. Furthermore, the Government reserves the right to use any information that comes to the attention of the Government in evaluating the offeror.

3. Price The Government will perform a price analysis to ensure a fair and reasonable price. Examples of such techniques include but are not limited to the following:

1) Comparison of quoted prices received in response to this solicitation;

2) Comparison of proposed prices with prices obtained through market research for the same or similar items.

Offerors must complete annual representations and certifications online in the System for Award Management in accordance with FAR 52.212-3, “Offeror Representations and Certifications– Commercial Products and Commercial Services.” If paragraph (b)(2) of the provision is applicable, a written submission is required.

The following contract clauses apply to this acquisition:

All quoters must submit the following. Submission of a quote that does not contain all items requested below may result in elimination from consideration of award. Offerors must submit each item of quote in a separate electronic attachment clearly identified as described below.

Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each quote.

VOLUME 1

Section A Technical Proposal: Offeror shall submit company's detailed technical approach and methodology for completing all requirements of the Statement of Objective (SOW). The Technical Volume shall not exceed thirty (30) pages in length, minimum 12-point font. Page limitation includes any drawings, charts, pictures, etc., and excludes section dividers, table of contents, figures/tables, glossary of terms and cross-referencing indices and resumes -all of which are not considered content pages.

Section B Key Personnel - Identify all key personnel, experience and qualifications. Provide the Department of Labor Classification for each and identify the labor classification on the include Wage Determination. Provide the Hourly and Overtime Wages for Key Personnel for each contract period of performance.

VOLUME 2

Past Performance Record: Offerors shall provide contract data for two (2) relevant contracts that the offeror is currently performing or has completed during the last five (5) years. The following information shall be included:

Contractor Name and Contract Number; Customer points of contact (minimum of two; provide name, telephone number, fax number and e-mail addresses); Length of contract to include Period of Performance (dates); Initial Contract Price; Description of product/service provided (include sufficient detail to demonstrate similarities and dissimilarities to the requirements of this solicitation) The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition.

VOLUME 3:

Section A Schedule of Services: Pricing shall be submitted as requested in the Schedule of Services.

Total price will be evaluated by the Government. Proposed price should reflect a clear understanding of the requirements, is consistent with the various elements of the offer.

Section B Offerors Representations and Certifications: A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically). An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at www.sam.gov/portal/public/SAM/. All Offerors shall be registered and current in the System for Award Management (SAM) database.

Quotations that reject the terms and conditions of the solicitation may be excluded from consideration.

Submission must be received not later than February 26, 2025 at 1100 EST. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f).
