USDA FOREST SERVICE PROJECT SPECIFICATIONS

SECTION 011100 - SUMMARY OF WORK

PART 1 - GENERAL

1.01

SCOPE

A. MOBILIZATION: This work consists of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

B. Work shall include furnishing and installing new metal roofing and roof panel accessories (incluing, but not limited to trim, copings, corner units, ridge closures, clips, fasteners, flashings, sealants, gaskets, fillers, closure strips, and similar items as well as fascia and sheathing as needed). Contractor shall also be responsible for removal and disposal of all metal roofing components being removed. All building materials removed as part of the existing roof shall become the property of the contractor and shall be disposed of appropriately by the contractor.

1.01 location

A. The Plumas National Forest Mt. Hough Ranger District is in Quincy, CA. From Oroville, CA head north on CA-70 for 5.6 miles and take a slight right towards Quincy, CA. Continue on CA-70 through the Feather River Canyon for 75 miles. Just before you reach the town of Quincy, turn right at the Forest Service Station. The address is 39696 CA Highway 70.

1.02 GENERAL SITE CONDITIONS AND WEATHER

A. The elevation of the Mt. Hough Ranger District Office in Quincy, CA is approximately 3,500 feet above sea level. The construction site at this elevation typically experiences heay rainfall and snow in the months of November through April.

B. USE OF PREMISES:

a) General: Contractor shall have limited use of area surrounding buildings for construction operations, including use of Project site, during construction period. The building will remain a fully-operational government office and public services will continue while work is being performed. Delivery and staging areas shall be approved by the Contracting Officer prior to commensing work.

b) The contractor shall have access to water provided by the government. The contractor shall be responsible for providing all sanitation services for contractor’s employees. Contractor shall be responsible to provide all power necessary in order to perform work.

c) Contractor shall at all times conduct his or her operations to ensure the least inconvenience to the public and employees. Partial building closure may be permitted, when required, upon written approval of the Contracting Officer (CO).

d) Confine storage of materials to areas as approved by the CO.

e) Contractor shall provide adequate signing and barricades and take necessary safety measures to protect the public and government employees during all construction operations. Contractor shall minimize disturbance of all undisturbed areas.

f) Preservation of Natural Features: Confines all operations to work limits of the project. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

1. Provide temporary barriers to protect existing trees and plants and root zones.

2. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with CO and remove agreed-on roots and branches that interfere with construction.

3. Do not fasten ropes, cables, or guys to existing trees.

C. Existing Utilities: Notify CO and utility companies of proposed locations and times for excavation.

1. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.

2. Interruption of Existing Utility Service: Notify CO, 48 hours in advance of any interruption of existing utilities.

MEALS AND LODGING

A. Meals and lodging are commercially available in the Town of Quincy. Meals or lodging will not be available at Forest Service facilities.

A. Free camping in campgrounds will not be permitted.

1.05 construction sequence

A. There is no specified construction sequence or season for this project.

B. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

1.06 Field verification

A. Field verify all new and existing dimensions affecting the work of this contract before ordering products. Dimensions on drawings are approximate.

PART 2 - PRODUCTS (Not Used) PART 3 - EXECUTION (Not Used) pART 4 – mEASUREMENT AND pAYMENT

4.01 Measurement and Payment:

A.

The accepted quantities will be paid for at the contract unit price for mobilization.

B.

Progress payments will be made as follows:

1.

The Government will pay to the Contractor in the first progress payment the total premium paid by the Contractor to obtain bonds. This payment shall not be in addition to the contract price and will be included in mobilization pay item.

2.

When 5 percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization, or 5 percent of the original contract amount, whichever is less, will be paid.

3.

When 10 percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization, or 10 percent of the original contract amount, whichever is less, will be paid.

4.

Upon completion of all work on the project, any unpaid amount for Item 01, Mobilization, will be paid.

C.

The total of all payments will not exceed the original contract amount for mobilization.

SECTION 01 74 23 - PROJECT CLEAN UP

PART 1 ‑ GENERAL

1.01

DESCRIPTION

A.

This section covers the disposal of excess material from building construction or any other operation in which waste is generated.

1.02

MEASUREMENT AND PAYMENT

A.

No separate payment shall be made for work specified in this section. Compensation for this work will be considered included in the payment for the completed project.

PART 3 ‑ EXECUTION

3.01

WORKMANSHIP

A.

The Contractor shall provide refuse containers and proper disposal at weekly intervals for solid wastes generated by Contractor’s employees.

B.

All debris and unused material shall be removed from the site. All debris shall be disposed of off National Forest land in accordance with local regulations. Site shall be restored to as near its original condition as possible.

C.

Burning of material is not allowed.

D.

At substantial completion the building shall be swept clean of all debris and dust. Windows and roof shall be cleaned of all dust and marks.

SECTION 074113 -PREFORMED METAL ROOF

1. Part 1 - GENERAL

1.01 summary

The Plumas National Forest, located in Quincy California is seeking to purchase metal roofing the main office at Mt. Hough Ranger District. The structures and materials are as described below.

Work shall include furnishing and installing new metal roofing and roof panel accessories (incluing, but not limited to trim, copings, corner units, ridge closures, clips, fasteners, flashings, sealants, gaskets, fillers, closure strips, and similar items as well as fascia and sheathing as needed). Contractor shall also be responsible for removal and disposal of all metal roofing components being removed. All building materials removed as part of the existing roof shall become the property of the contractor and shall be disposed of appropriately by the contractor.

1.02 Submittals

A. Submit catalog cuts or brochures, fully describing all materials, and color samples.

B. Wind Uplift: The roof panel manufacturer shall submit a fastening schedule or supporting calculations showing that the roof panels, clips and fasteners comply with CBC Section 1613 wind uplift requirements. System shall be designed for the values supplied on the structural drawing or code required wind load, whichever is greater.

2. Part 2 – PRODUCTS

2.01 Materials

1. Roofing panels: 26 gauge steel, baked enamel, embossed finish

2. The style shall be a concealed fastener metal roofing system with either 12” or 16” wide panels with raised, interlocking ribs.

3. Panels shall be manufactured from rolled steel conforming to ASTM A792, Grade C. Minimum thickness shall be 26 Gauge.

4. Color shall be similar to Federal Standard Color 595B-14109 or AS APPROVED BY THE GOVERNMENT.

5. Finish shall conform to ASTM A792-AZ50, minimum thickness, 1.9 mils.

6. Roofing Felt: ASTM D 226 type 2, unperforated felt paper; 30 lbs./square. Overlap edges not less than 3-1/2 inches

7. Ridge cap: 26 gauge steel, Standard 2 piece interlocking type, formed to match roofing.

8. Fasteners and Accessories:

a. Panel and flashing fasteners shall be as specified by the roofing system manufacturer.

b. Clips and spacers shall be galvanized steel or stainless steel.

9. Felt: ASTM D226 Type I, 15 pounds/square

10. Valley flashing, step flashing,base flashing, gable and eave trim shall be made from the same material as roof panels and prepainted with coil coating minimum of 0.018 inch thick. 26 gauge steel. Self adhering.

11. Minimum dimensions of flashing, drip edge and gable end caps shall be 4” on roof and 4” on vertical leg.

12. Sheathing: If any sheathing is in poor condition it shall be replaced. Contractor shall notify CO as soon as possible if poor substrate is discovered. Existing sheathing is believed to be 5/8”. Roof sheathing shall be installed with face grain perpendicular to the framing members. No piece shall be smaller than 2 feet by 4 feet.

13. Sheathing shall be 5/8” oriented strand board or plywood on all areas not exposed to the elements. Nailing schedule shall be as per the California Building Code.

14. Sheathing on perimeter of roof where any portion may be exposed to the elements shall be 5/8” Plugged and Touch-Sanded CCX plywood.

13. Fasteners and Accessories:

a. Panel and flashing fasteners shall be as specified by the roofing system manufacturer.

b. Clips and spacers shall be galvanized steel or stainless steel.

14. Gutters: Salvage gutters and down spouts and reinstall once all new roofing is complete.

15. Fascia: Salvage all fascia. If any fascia is damaged, replace in kind and stain to match the building.

16. Red Cedar Siding: Salvage existing tongue and groove siding. If any siding is damaged, replace in-kind and stain to match remaining building siding.

2.02 FABRICATION

1.

Fabricate panels in continuous one- piece lengths and fabricate flashings and accessories in longest practical lengths. Flashing joints and locations shall be as shown on approved shop drawings. Additional joints shall be rejected.

2.

Roofing panels shall be factory formed. Field formed panels are not acceptable.

3. Part 3 – Quality Assurance

A. Installer's Qualifications:

1. Installer must be approved by the panel manufacturer in writing prior to work commencing.

2.

Installer shall meet the following:

a.

Successfully applied five metal roofs of comparable size and complexity which reflect a quality and weather tight installation in the region where the work will be performed.

B. Manufacturer's Qualifications:

1. Manufacturer shall have a minimum of 10 years experience supplying metal roofing to the region where the work is to be done.

2. Comply with current independent testing and certification as specified.

3.

Manufacturer shall provide proof of liability insurance for their metal roof system.

C. Regulatory Agency Requirements:

1. Comply with UBC and Local Building Code requirements if more than those specified herein.

2.

Certification of Compliance must be submitted with bid.

4. Part 4 – Warranty

A. Manufacturer's Product Warranty: Manufacturer's 20 year standard coating and performance warranty, as available for specified installation and environmental conditions.

B. Contractor's Warranty: Warrant panels, flashings, sealants, fasteners and accessories against defective materials and/or workmanship, to remain watertight and weatherproof with normal usage for two (2) years following Project Substantial Completion date.

5. Part 5 – EXECUTION

A. Panels:

1.

Follow roof panel manufacturer's directions.

2.

Install panel seams vertically.

3.

Lap panels away from prevailing wind direction.

4.

Do not stretch or compress panel side-lap interlocks.

5.

Secure panels without warp or deflection.

6.

Fully engage battens.

7.

Remove strippable protective film, if used, immediately preceding panel installation.

B. Allowable Erection Tolerance: Maximum Alignment Variation: 1/4 inch in 40 feet.

C. Flashing:

1.

Follow manufacturer's directions and approved Shop Drawings.

2. Install integral metal flashing and sheet metal in accordance with SMACNA

Architectural Sheet Metal Manual.

3.

Overlap roof panels at least 6 inches.

4.

Install flashings to allow for thermal movement.

5.

Flash all roof penetrations.

D. Cutting And Fitting:

1.

Neat, square and true. Torch cutting is prohibited.

2.

Openings 6 inches and larger in any direction:

Shop fabricate and reinforce to maintain original load capacity.

3.

Where necessary to saw-cut panels, treat with galvanic paint.

6. Part 6 - MEASUREMENT AND PAYMENT
