1. DESCRIPTION OF WORK

Scope of Contract

* 7N01 Spicer Road Repair- This project is to repair storm damaged sections of 7N01 (Spicer Road). Work includes reconstruction of failed roadway, road shoulders, drainage features, guardrail replacement and erosion repair. Work consists of removal of unsuitable material, subgrade repair, aggregate placement, hot mix asphalt overlays, as well as erosion and traffic control. This project is divided into 5 sites along Spicer road.

Sites 1 & 5 are base items as shown in Section B. Sites 2, 3, and 4 are considered optional items.

Government furnished material will be provided for sites 2, 3, and 4. See section G for details.

The contractor shall provide all other material, equipment, labor, and logistics to complete the work.

2. PROJECT LOCATION

* Forest Road 7N01 Spicer Road Repair ( MDM: T 7N: R 17E: Sec 26)‐ From the Calaveras Ranger Station located at 5519 State Highway 4, in Hathaway Pines California, travel east on state Highway 4. Travel for approximately 27 miles and turn right on Spicer Reservoir Road (7N01). The project starts at mile post

3-4 Worker's Compensation Insurance

The Contractor shall provide evidence of Worker's Compensation Insurance or a written explanation as to why the Contractor is exempt from the requirement. NOTE: The Contractor working alone is not required to carry the insurance.

3-5 Camping and Housing (see also Section H, Camping Permit Compliance)

Camping is not permitted in US Forest Service campgrounds. Contractor [ ] will [ x ] will not be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right;

permission may be revoked for failure to comply with the terms of the permit.

3-7 Price Range

The Government's estimate is: $100,000 and $250,000.

4. INSPECTION AND ACCEPTENCE

Inspection in accordance with IDIQ.

5. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52.211‐10) (APR 1984)

Estimated Start Date July 9th 2018

Contractor must begin work within 10 days of the effective date of the Notice to Proceed. See Section F for additional information.

FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)

The Contractor shall be required to (a) commence work under this contract within 3 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than 27 days after the effective date of the notice to proceed. The time stated for completion shall include final cleanup of the premises.

Work Timing

Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time.

Winter Shutdown

When winter weather sets in and the continuation of work is impractical, the Contracting Officer may authorize a total suspension until such time as work can proceed. During the period of total suspension, the calendar days elapsed will not be charged against the contract time specified.

Bonds The appropriate bonding shall be provide based upon FAR 52.228-13 or 52.228-15.

FAR 52.236-27 Site Vist (Construction) (FEB 1995)

(a) The clauses at 52.236‐2, Differing Site Conditions, and 52.236‐3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) An organized site visit has been scheduled for – 27 Mar 2018 @11:00am

6. EVALUATION CRITERIA

AWARD DETERMINATION

Award will be made to the offeror whose acceptable offer provides the best value to the government, considering price and the non-price factors listed below. Non-price evaluation factors, when combined, are approximately equal to cost or price.

The selection official will base the award decision on a tradeoff between price and non-price factors, comparing the relative risk to the government of poor or non-performance posed by each of the offerors, and making a judgment as to whether or not reduced risk of performance is worth the additional cost. In some cases this will result in award to a lower-ranked but lower-priced offer; in other cases the result will be award to a higher-ranked but higher-priced offer.

EVALUATION FACTORS

Acceptability of the Offer

The Government will determine the acceptability of each offer on a pass or fail basis. An offer is acceptable when it manifests the offeror's assent, without exception, to the terms and conditions of the RFP, including attachments. If an offeror takes an exception to any of the terms and conditions of the RFP, then the Government will consider its offer to be unacceptable.

Capability of the Offeror

The Government will assess the capability of each offeror on the basis of the following criteria which are of approximately equal value: (1) Organizational Experience, (2) Organizational Past Performance, and (3) Understanding of the Government's requirements. The Government will not assess capability on a pass/fail basis, but will use its assessments of capability as a basis for comparing offerors to determine best value.

(1) Organizational Experience. Experience is the opportunity to learn by doing. The Government will evaluate each offeror's organizational experience on the basis of its breadth, its depth, and its relevance to the work that will be required under the prospective contract. The Government will not evaluate an offeror's organizational experience on the basis of the personal experience of the offeror's key personnel. However, the Government will consider the extent to which the offeror's key personnel have worked together in the past. The Government will evaluate the organizational experience of the offeror's proposed key subcontractors.

(2) Organizational Past Performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, state, and local laws and regulations. The Government will contact some of each offeror's customers to ask whether or not that: (1) that the offeror was capable, efficient, and effective; (2) the offeror's performance conformed to the terms and conditions of its contract (specifications); (3) finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. In evaluating past performance, the Government will contact some of the references provided by the offeror and other sources of information, including, but not limited to: Federal, state, and local government agencies, better business bureaus, published media, and electronic data bases. The Government may evaluate the organizational past performance of the offeror's proposed key subcontractors.

(3) Understanding of the Government's Requirements. The Government will evaluate each offeror's relative understanding of the Government's requirements on the basis of its written submittals addressing the following subfactors:

a) Any information that indicates the extent to which the site for this project was visited.

b) The results concluded from the site visit.

c) The resources (personnel and equipment) which are planned for use on the project, and how realistic that plan is given concurrent obligations.

d) Site-specific safety plan.

e) Plan of work.

f) Where applicable, estimated production rates.

g) The offeror will submit a safety plan for this specific project that will address, among other things, a communications plan, egress of injured workers and protection of the public and

Government personnel.

7. CONTRACTOR FURNISHED CRITICAL ITEMS

The Government will provide the following item(s) of Government property to the Contractor for use in the performance of this contract. This property shall be used and maintained by the Contractor in accordance with the provisions of the "Government Property" FAR clause contained elsewhere in the contract.

The Government will deliver to the Contractor the following listed materials, supplies, property, and/or services (hereinafter referred to as "Government‐furnished property").
