1. DESCRIPTION OF WORK

Scope of Contract

The intent of this contract is to reconstruct approximately 20 miles of multiple Forest Service roads necessary for both commercial removal of commercial timber and future forest management activities. Work includes but is not limited to roadbed reconditioning, construction of rolling dips, construction of water bars, culvert replacements, placement of aggregate base, and water drafting station reconstruction.

The Contractor shall furnish all equipment, signs, supplies, transportation, labor, supervision, and any incidentals necessary to complete the project, except for that which the contract clearly states is to be furnished by the Government.

2. PROJECT LOCATION

Project Location

The project is located on the Eldorado National Forest, Amador Ranger District. To access the project area from Pioneer, CA travel East on HWY 88, approx. 16 miles to Panther Creek Rd (Forest Service Rd 08N05). Project area may also be accessed from Ellis Road (Forest Service Rd 08N25).

Maps showing the general vicinity and/or specific work areas are included in Section J. Maps are general in nature and are not to be considered as definitively identifying locations.

NOTE: Any prospective bidder desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing soon enough to allow a reply to reach all prospective bidders before submission of their bids. Oral explanations or instructions given before the award of a contract will not be binding. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (See Section L, 52.236-27, SITE VISIT.)

3. SPECIFIC WORK REQUIREMENTS

Estimated start date is July 16, 2018.

The Government's estimate is: 500,000 to 1,000,000

Restrictions on Work

Work may be performed at any time during the period of the contract, except as outlined here.

Nothing in this part shall be construed to take away any of the Government’s rights under the Suspension of Work Clause (52.242-14). Restrictions are as follows:

1. In accordance with the fire plan, if included in Section J.

2. When the Contracting Officer (or designated representative) determines that adverse weather has made access too dangerous or that continued vehicular travel would cause unacceptable road damage.

3. A Limited Operating Period (LOP) for California Spotted Owls (March 1 through August 15) restrict activities for the following roads/routes or portions of roads/routes:

08N35, 08N35B, 08N35C, 08N36, 08N71, and 08N71B.

4. A Limited Operating Period (LOP) for Northern Goshawks (February 15 through September 15) restrict activities for the following roads/routes, or portions of roads/routes: 08N71 and 08N71B.

The requirements contained in these specifications are hereby made a part of this solicitation and any resultant contract.

Camping and Housing (see also Section H, Camping Permit Compliance)

Camping is not permitted in US Forest Service campgrounds. Contractor [X] will [] will not be permitted to camp elsewhere on US Forest Service land. Camping on Forest Service land is not a right; permission may be revoked for failure to comply with the terms of the permit.

Worker's Compensation Insurance

The Contractor shall provide evidence of Worker's Compensation Insurance or a written explanation as to why the Contractor is exempt from the requirement. NOTE: The Contractor working alone is not required to carry the insurance.

4. INSPECTION AND ACCEPTENCE

Inspection will be in accordance with CCASA IDIQ.

5. COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK (FAR 52.211-10)

(APR 1984)

FAR 52.211-10 Commencement, Prosecution, and Completion of Work (APR 1984)

The Contractor shall be required to (a) commence work under this contract within _10___ calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use not later than _110__after the effective date of the notice to proceed. The time stated for completion shall include final cleanup of the premises.

Work Timing

Delays due to normal adverse weather, weekends, and holidays have been included in the calculation of contract time.

Winter Shutdown

When winter weather sets in and the continuation of work is impractical, the Contracting Officer may authorize a total suspension until such time as work can proceed. During the period of total suspension, the calendar days elapsed will not be charged against the contract time specified.

Bonds The appropriate bonding shall be provide based upon FAR 52.228-13 or 52.228-15.

FAR 52.236-27 Site Vist (Construction) (FEB 1995)

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

6. EVALUATION CRITERIA

AWARD DETERMINATION

Award will be made to the offeror whose acceptable offer provides the best value to the government, considering price and the non-price factors listed below. Non-price evaluation factors, when combined, are approximately equal to cost or price.

The selection official will base the award decision on a tradeoff between price and non-price factors, comparing the relative risk to the government of poor or non-performance posed by each of the offerors, and making a judgment as to whether or not reduced risk of performance is worth the additional cost. In some cases this will result in award to a lower-ranked but lower-priced offer; in other cases the result will be award to a higher-ranked but higher-priced offer.

EVALUATION FACTORS

Acceptability of the Offer The Government will determine the acceptability of each offer on a pass or fail basis. An offer is acceptable when it manifests the offeror's assent, without exception, to the terms and conditions of the RFP, including attachments. If an offeror takes an exception to any of the terms and conditions of the RFP, then the Government will consider its offer to be unacceptable.

Capability of the Offeror The Government will assess the capability of each offeror on the basis of the following criteria which are of approximately equal value: (1) Organizational Experience, (2) Organizational Past Performance, and (3) Understanding of the Government's requirements. The Government will not assess capability on a pass/fail basis, but will use its assessments of capability as a basis for comparing offerors to determine best value.

(1) Organizational Experience. Experience is the opportunity to learn by doing. The Government will evaluate each offeror's organizational experience on the basis of its breadth, its depth, and its relevance to the work that will be required under the prospective contract. The Government will not evaluate an offeror's organizational experience on the basis of the personal experience of the offeror's key personnel. However, the Government will consider the extent to which the offeror's key personnel have worked together in the past. The Government will evaluate the organizational experience of the offeror's proposed key subcontractors.

(2) Organizational Past Performance. Past performance is a measure of the degree to which an offeror satisfied its customers in the past and complied with Federal, state, and local laws and regulations. The Government will contact some of each offeror's customers to ask whether or not that: (1) that the offeror was capable, efficient, and effective; (2) the offeror's performance conformed to the terms and conditions of its contract (specifications); (3) finished within the contract time; (4) the offeror was reasonable and cooperative during performance; and (5) the offeror was committed to customer satisfaction. In evaluating past performance, the Government will contact some of the references provided by the offeror and other sources of information, including, but not limited to: Federal, state, and local government agencies, better business bureaus, published media, and electronic data bases. The Government may evaluate the organizational past performance of the offeror's proposed key subcontractors.

(3) Understanding of the Government's Requirements. The Government will evaluate each offeror's relative understanding of the Government's requirements on the basis of its written submittals addressing the following subfactors:

a) Any information that indicates the extent to which the site for this project was visited.

b) The results concluded from the site visit.

c) The resources (personnel and equipment) which are planned for use on the project, and how realistic that plan is given concurrent obligations.

d) Site-specific safety plan.

e) Plan of work.

f) Where applicable, estimated production rates.

g) The offeror will submit a safety plan for this specific project that will address, among other things, a communications plan, egress of injured workers and protection of the public and Government personnel.

7. CONTRACTOR FURNISHED CRITICAL ITEMS

The Contractor shall provide all labor, housing, supervision, transportation, tools, and material (except Government-furnished Property) necessary to perform the requirements of the contract.
