Questions and Answers:

Site #1

1. Have the property owners been made aware of this project and the limited road access to the cabins? Yes, the property owners have known of this project for some time now.

The Forest Service does not guarantee access to the recreation cabins. The cabin occupants are aware they shall park at the trailhead and walk-in.

2. Should we (the contractors) anticipate to encounter hostile residents? It’s always a possibility. As mentioned above, the occupants have known about the project for some time and are aware the road will be closed for part of the construction.

3. Will the Forest Service re-cover the control points? The Forest Service will check to see if the control points are still established next week. If they are not, it is the contractor’s responsibility to re-establish the controls per note #20, on page 2 of 14 in the drawings.

4. Will the Forest Service supply a surveyor for the construction? No, this is the contractor’s responsibility.

5. Is there a geotech report/investigation? What you see on site is light geotech, large material, high flow potential and this project was designed for the 100 year flood.

6. Can the overgrown low canopy/hanging branches on Forest Service sections of roadway be trimmed in order to get equipment/structures to the site? Yes, the contractor may limb trees as necessary, not for convenience and with approval from the CO.

7. Does the rock wall remain? According to the drawings the rock wall shall be able to remain without being disturbed, but if necessary may be removed upon approval by the

CO.

8. Does the concrete crossing get hauled off site? Yes, the concrete shall be removed and disposed of off of National Forest Land.

2. Are the cabin residences full time residences? No

3. Can you rent the cabins? No

4. Is there a water source? No water, no power and no cell. Whatever utilities the cabins have, the owners have established them on their own.

5. What limitations are there during high fire season? Contractors shall reference the

Fire Plan included in the solicitation. Every day the contractor shall call dispatch and obtain the Predicted Activity Level (PAL) for the day. Based on the PAL each day, construction activities may be limited.

6. The drawings indicate the sycamore tree shall remain. Yes, the Forest Service would like to save it. We can play it by ear and determine later if there will be root damage.

8. Is there a material borrow site nearby? Possible the material generated from the landslide. The landslide location is in between the volunteer fire station and the trailhead.

9. The Crane will have a pretty big footprint, can the Oak trees be trimmed to accommodate the turning of the crane? Limbing of trees shall only take place if necessary, not for convenience and with approval of the CO.

10. Will the City of San Margarita permit the transport of these large structures on their streets? Unknown, which will be the contractor’s responsibility to find out.

RFI #1

1. May an equal substitution be allowed or required for the precast concrete structure?

The Forest Service will allow or equal bottomless precast arch with a 20’ clear span. Waterway area shall not be less than 115 sf. Elevations of bottom of footing, top of pavement and top of headwall (which is 18” above finished asphalt surface at mid span) shall not change. Pre-fabricated Concrete Structure itself must be equal quality and capable of being set in the timeframe for the road closure requirements.

2. The skew angle identified is more than a standard 8-foot lay length can accommodate on a 20-foot span.

The 18 degree exceeds the capacity of the structure type. The skew angle will be modified for both structure to be 10.5 deg. The first structure will also have a slightly modified alignment.

Revised drawings will be posted.
