RFI NumberRFI QuestionGovernment RFI ResponseNotes
1At Mile Post 2.6, there is water that is running. Does the government want a culvert placed there or how will this be addressed? The seepage source is not very well defined and the road width at this location is limited for a culvert. This area and the area above existing Concrete Low Water Crossing will receive Riprap Class 1 and Aggregate Choke to improve bearing capacity and restore cross slope to shed surface water off the road quickly. Currently the cross slope is no longer there, or insufficient and weak subgrade can’t provide support for pavement leading to asphalt damage. Rolling dip will also be reconstructed to help guide surface water.
2Is there a water source? The Forest Service does not provide water.
3Are we allowed to close the road during construction?Yes, there are gates at the top and bottom of the road.
4Where is the 100 Tons of Aggregate Base (choke) being placed?Related to question #1 above, choke goes on top of larger rocks (Riprap Class 1) and extend past riprap each direction.
5Will the government consider adding extra time to the 30 day POP for base bid?Yes, adding 90-120 days would be no problem. Please submit the required amount of time on your proposal.
6Would the government consider using recycled aggregate base? No, for the purposes of consistent quality control and price evaluation. We don’t have an update/official guidance on Specifications for recycled base.
7Are there more detailed plans or information regarding the paving plans? It is very vague in the maps and SOW. Such as the width, linear feet, depth, thickness of asphalt being placed, will it be an overlay or grind and pave, cold milling, filling potholes, etc? For the pulverization, will the elevations be changing to match a certain thickness? Lastly, are there access to fire pumps? This is a full removal of existing pavement complete roadbed reconditioning therefore it does not have potholes filling, no milling (partial depth) or overlay. Length of base bid is 4.10 mi and option is 3.31 mi., average width 14 ft., existing thickness is estimated at 2 in but could be thicker at some sections. Pulverizing is per Specs section 304, elevation set to achieve complete removal of existing pavement and restore cross section of the road. No water is provided by the government.
8THE EXISTING ROADWAY APPEARS TO HAVE NO BASE UNDER THE ASPHALT.

THE EXISTING SUBGRADE LOOKS TO BE VERY ROCKY.

THE BID SCOPE IS REQUIRING A FULL DEPTH PULVERIZATION TO THE EXISTING ASPHALT AND SUBGRADE.

I DO NOT BELIEVE ANY PULVERIZING MILL WILL GRIND INTO THIS ROCKY SUBGRADE BECAUSE THE ROCKS WILL BREAK OFF THE GRINDING TEETH.

PLEASE ADVISE FOR A POSSIBLE DIFFERENT METHOD OF PAVING. It is common to see paved roads on the forest without base at isolated location or even entire length. These roads have low traffic volume.

Existing base can be rocky in some areas but not entire road.

The full depth pulverization is proposed to completely remove existing thin pavement and re-establish an even driving surface. Other methods for removal of old pavement are acceptable but grading will be required to level the roadbed currently has potholes and depressions.

With above observations, pulverizing provides a few benefits: improve native bearing capacity, reduce grading effort, reduce removal and hauling off of old pavement cost.

Possible other method if breaking of teeth is prohibitive: The contractor can choose to avoid pulverize OR reduce grinding depth at certain isolated areas where they believe the subgrade is rocky. The Forest Service does not have information where it is rocky and is not responsible for their equipment were and tear. If the bidder chooses to remove and dispose off old asphalt entirely it is still acceptable but higher cost will be less competitive.

9Can you confirm that the oil is PG 64-10 (Caltrans) or PG 64-16?Caltrans HMA verification required, or qualified lab test reports showing all Caltrans Specs are met, do not submit only proposed JMF by the supplier.
10Do you have the total square footage and depth for the pulverization?6” depth including existing pavement, Estimated at 495,000 SF for 7.41 miles with average width 12 ft and 5% added for curve widening.
11Can we pulverize and mix the material without hauling away asphalt?Yes.
12Do we need to remove and haul asphalt to a legal dumpsite before addressing the subgrade? This is an option, see question #11 above for the other option.
13a. Sheet C-01 cites 0"-3" aggregate under 2" of paved a/c - please provide the quantity of needed class 2 base and provide the requirements and relevant specification to recondition the existing base due to the embedded .pdf citing subsection 303.03 through 303.06 and said specifications are not included in the current bid documents.
b. How and/or what is the intent of how to bid the item for class 2 base.a. 0" - 3" aggregate implies there may be some aggregate or no aggregate currently present under 2" of pavement (existing pavement could be as thin as half inch but can be as thick as 3+ inches at some areas). Standard Specs FP-14 applies for road reconditioning,

b. The contractor can choose pulverization or full removal of existing pavement, followed by reconditioning of the roadbed. Class 2 aggregate base in the bid item is for approximately 2 inches of base under new asphalt. Option 2 provide additional 2 inches of base over 2 inches just mentioned for a total of 4 inches.

14 a. Please provide clarification to the extent for survey and grading limits with grade lines.

b. Drawing C-01 says "shoulder backing as staked" - please provide the plans showing staking and grading areas with grade lines.

c. Provide plan clarifying the road width(s) and where rolling dips will occur.

d. Clarify how contractor is to bid apples to apples if ditch reconstruction is/is not required as per sheet C-01 leaving this bid item to the discretion of the bidding contractors which can vary from one contractor to the other. a. Provide survey as necessary to maintain existing current configuration: alignment, road width, cross slope, existing rolling dips. There is no heavy ground disturbance or earth moving expected, the expectation is to maintain original configuration, not a new design.

b. Bid with no backing.

c. Maintain existing configuration and drainage.

d. If there is existing ditch then it is required, no new ditch is required. Please note this is a reconstruction project, not a new construction road.

15Is there an anticipated amendment to be issued with additional plans and/or project documents? If yes, will the bid deadline be extended? There will be responses to FRIs but no additional plans expected.
16From the Solicitation, it appears bids are due Sept 2, on Labor Day. Is that correct?Yes, the date is extended to 9/4 by this amendment.
17How many miles is the road and what constitutes the Base, Option 1 and Option 2 in relation to the road work?Base is approximately 4.2 miles starting just before Pine Creek bridge in the South where county road ends (two lane turns into one lane road, 32.85428531551491, -116.52289263581432) , Option 1 is for the rest of the road to Sunrise Highway.
18Is there a plan indicated locations for the 190 tons of riprap and reconditioning of the 17 drainage structures?a.This material will be used to raise the roadbed for about 1’D x 14’W x 100’L for the section above existing concrete low water crossing (32.86418305890893, -116.51864011023433) to address creek overflow. Outsloped 2%. Transition is 40’ back to low water crossing elevation.

b. This material will be used to raise the roadbed for about 1’D x 12’W x 60’L for the section below existing spring water (32.884504119647644, -116.50276438139234) to address weak subgrade. Insloped 2%. Construct rolling dip below the spring, incidental.

19Where is the clearing and grubbing occurring? As necessary where vegetation impedes work/drainage cleaning.
20Where are the 28 Sign Systems, delineators object markers and warning signs going to be installed and are there details, artwork, etc for the signs/markers?Use MUTCD standard:

At transition of County road 2-lane to Forest road single lane, install one curvy road and one narrow road. (2 counts)

At intersection of Dear Park road with Pine Creek road, install one curvy road and one narrow road on Pine Creek road facing traffic entering Pine Creek road from Dear Park road. (4 counts)

At intersection with Sunrise highway, install on Pine Creek road one curvy road and one narrow road. (2 counts)

20 delineator object markers will be installed at 2 sharp turn locations (10 ea.) for better visibility under low light condition.

21Will the road be closed to the public during construction?Yes, the contractor is responsible to accommodate emergency traffic (this is also per Standard Specs)
22Will the USFS provide a water source or will water need to be acquired from the city/county?The USFS is not responsible for water.
23How many base compactions tests under FSSS compaction method D are required? 1 per 500 tons?Yes, while method is in FSSS, test frequency is in FP-14.
24For erosion and sediment control, will a SWPPP be required? If not, what specific erosion control methods are required? References cited (Caltrans and USDA BMPs) are extensive and can be costly if everything listed in these documents is implemented. There are material stockpiles, equipment staging, stream-road crossings where pollution control needs to be implemented and sediment control measures need to be installed.

The project is located outside urban area so there would be no need for wind erosion control or noise control, depending on weather conditions there may no need for tracking control either; there is no requirement for hazardous material or non-storm water management.

25There a couple seeps along the road. Are there any details on how those will be addressed?Improve subgrade strength with riprap rocks for potential high groundwater table, drain surface water quickly off the road with rolling dip.
26What specifically are the requirements for temporary traffic control? Will this require flaggers at the 2 ends of the road?MUTCD applies.
27Is aggregate class two base required? Or can recycled class two be used provided it meets Caltrans specs with 3/4”?Yes, aggregate class two base required. For the purposes of consistent quality control and price evaluation please provide quotes for both recycled and non-recycled material.
28What area will be designated for a contractor laydown area? How large will this area be? Will it be on USDA FS property or other? Please adviseExisting parking area (32.894233214105306, -116.50508035956354) about 45’ x 75’. There are scattered open areas available (but not all, advance permission by the government is required before use) at intersection with spur roads.
29What is the closest source of water and there are any restrictions on construction water quantities taken per day? Please adviseThe government is not responsible for water.
30Base Bid Item 30102 indicated placement of 100 Tons, however, no locations or detail is provided to install the "choke". Where is this item to be incorporated into the work? Please adviseThese aggregate to be used with larger riprap rocks to improve subgrade strength in one wet areas and one low area. This is associated with 190T riprap rocks.

a. This material will be used to raise the roadbed for about 1’D x 14’W x 100’L for the section above existing concrete low water crossing (32.86418305890893, -116.51864011023433) to address creek overflow.

31Base Bid Item 30102a indicates placement of 2886 Tons, however per finish section detail plan C-01/sht4 shows 3” AC/Pulverization AC&Base. Where is the aggregate base to be utilized? Is it to be incorporated into the roadway section or placed on the shoulders as backing? Please adviseExisting road has no base while pavement as thin as half inch in most sections, aggregate base will be added after pulverization.
32Base Bid Item 60710 indicates that there are 7 drainage structures that will require reconditioning, however, there are no details or descriptions provided on what the reconditioning will consist of. What is the scope of work or expectation for reconditioning of the drainage structures? Are there any details or cross sections that can be provided of what was originally installed? Please adviseThese are culverts and overside drain need cleaning inlet/outlet from very minor hand shoveling to completely plugged. The culverts are flagged.
33Option 1 Bid Item 30102 indicates placement of 2331 Tons, however per finish section detail plan C-01/sht4 shows 3” AC/Pulverization AC&Base. Where is the aggregate base to be utilized? Is it to be incorporated into the roadway section or placed on the shoulders as backing? Please adviseBase Item has its aggregate base to be incorporated into the roadway with pulverized material. This is for the lower section of the road (South) for approximately 4.2 miles while Option1 has aggregate also to be incorporated into the roadway, this section is for the rest of the road, for a total of 7.45 miles.
34Option 2 Bid Item 30102 indicates placement of 5117 Tons, however, it is not clear where this item of work is to be incorporated. Where is Option 2 to be incorporated? What are the limits of work? Is Option 2 to be utilized in lieu of any scope provided for in Option 1? Please adviseOption 2 increase more aggregate for the roadway further for entire road given there is no aggregate currently present.
35Along certain sections of the existing road, there is asphalt berm. The bid documents and SOI do not address this in the scope of the project, is the berm to be protected in place or removed and reinstalled? Please adviseThere is limited amount of berm and damaged sections will be removed and replaced, the contractor choose to protect sound sections or remove and replace. This is incidental, no pay item listed.
36There is no information provided in the bid documents for the bridge on Pine Creek Rd., Bridge #14S05, what is the bridge capacity/weight limit for construction trucking and equipment? Please adviseThis bridge has no load limit means a highway legal load that is not required permit by state of California can use this bridge, all other load/vehicle that is not highway legal OR that is oversize/overweight will need to apply for load permit from Forest Service Regional Bridge engineer, provide load + tractor combination weight and configuration for load analysis 2 weeks in advance for review.
37Given the restrictive nature of the limits of the existing roadway prism, can a portion of the pulverized roadway be utilizing for shoulder backing? Please advisePulverized material typically may not provide much backing capacity but can be incorporated into the roadway to reduce hauling cost.
38Given the restrictive nature of the edge of roadway of the existing road, where there is no shoulder and no room to install a shoulder, is it the USDA Forest Service's intent to match the existing limits? or is the expectation to add shoulder where possible? There is only one cross section for the entire project provided. Please advise. Please maintain existing road configuration, there are isolated areas where paved shoulder exist, replace in-kind. We basically rebuild the same road, add some aggregate base and improve subgrade at one wet location and one low section (see other question). It is critical to limit construction and activities to existing limits, absolutely no new disturbance is allowed.
39What will the replacement thickness of the new asphalt be?3 in.
40The option for class 2 base will that require complete removal and haul off of the material or will it be added to the pulverized material?Option new Class 2 aggregate base to be added to pulverized material.
41How thick will the class 2 need to be?Base quantity is approximate 2 in., (option adds another 2 in.)
42What time of day will the job walk/site meeting be on August 16th?No escorted visit is scheduled
