About this file

This document is a Pre-Solicitation Notice for an Architect-Engineer (A-E) task order to provide road repair design services for the Stanislaus National Forest. The U.S. Forest Service intends to issue a solicitation for these services through the Interagency Department of the Interior (DOI)/Forest Service (FS) Geotechnical Multiple Award Task Order Contract (MATOC).

The key details are: the proposed solicitation number is RFP 12970224R0057; the work includes a topographic survey, geotechnical site investigation, and design of structures and the road; the work must be performed by a Professional Engineer licensed in California; the anticipated period of performance is 120-180 days from the notice to proceed; and the anticipated award date is January 22, 2024. The Forest Service is requesting feedback, comments, and questions from interested vendors who have an active Interagency DOI/FS Geotechnical MATOC Contract for California and are registered in the System for Award Management (SAM). Responses are due by August 14, 2024.

Damage Details Inspection Date:05/01/2023

Description and Cause of Damage:

Due to a series of heavy atmospheric river storms and extreme runoff across the state of California starting March 9th, 2023 this site sustained very heavy soil saturation and above normal rain runoff. Oversaturated soils in the cut slope caused a slide of approximately 150 tons of material onto the road surface. This caused a large amount of rain runoff to flow across the road and saturate the fill slope, which then also failed.

Scope of work:

Repair the cut slope failure (approximately 105' x 140' x 8' deep slide) by regrading to match surrounding topography, placing rolled erosion control system to revegetate cut slope.

Repair the fill slope failure by constructing a reinforced soil slope, remove 150 tons of slide debris from road surface, and replace road surfacing material and reshape ditch lines through this section.

Comments:

After evaluating the slope geometry and volumes, we concluded that constructing a reinforced soil slope, using geogrid and simple backfill material would be the least cost alternative for this site. See attached justification sheet.
