B.1 SCHEDULE OF ITEMS

B.2 SCHEDULE NOTES
1. Offeror must fill in the UNIT price (highlighted in yellow) and offeror info ONLY. Spreadsheet is formatted to auto populate all pricing totals. Do NOT edit any other fields. Please return the schedule of items in Microsoft Excel.
2. A bid bond is required for this contract. The Successful awardee that receives the contract shall provide the bid bond as part of the proposal response package. The digitally signed payment and performance bonds are due within 10 calendar days post contract award.
3. Responses for quantities less than those listed in the numbered items or missing (without) prices for each item and/sub-item may be rejected.
4. Mobilization. No additional payment will be made to the contractor for any travel incurred while being on the site for the duration of the project. This includes pre-bid and pre-construction meetings and field observations as planned throughout the timeline of the project.
5. Bonding. Provide the anticipated reimbursable cost for bonding. The schedule reflects bonding cost should the Government only award base items or base + option items. The base and option bonding line items represent the range the flat rate for reimbursable bonding costs is not anticipated to exceed in the performance of this work with the exception of modifications for differing site conditions.
6. Base Items 0002-0005. Reference items in the Drawings (Sheet G-002) specified as “BASE” and Corresponding Specifications. The work in the base bid items include all work related to the construction of the fire station building including all structural, mechanical, electrical, plumbing, and utilities as specified on the drawings. Site work will include all excavation, over-excavation, retaining walls, sidewalks, as well as utilities as stated in the “Base” items. Work will also include the waterline base items, water tank, fire pumphouse, parking lots, utilities for the fire station, and sewer pits. A critical element of this project will be the coordination of utility service from Los Angeles Department of Water and Power (DWP) for temporary water source and Southern California Edison (SCE) for temporary and permanent power.
7. Option 1001. Reference items in the Drawings (Sheet G-002) specified as “OPTION 1” and corresponding Specifications. The work in this option bid item includes all incidental work related to the BARRACKS building including all structural, mechanical, electrical, plumbing, and utilities as specified on the drawings. Site work including all excavation and over-excavation, retaining wall, as well as utilities as stated in the “Base” items including those in the vicinity of the barracks building are still included in the Base bid.
8. Option 1002. Reference items in the Drawings (Sheet G-002) specified as “OPTION 2” and corresponding Specifications. The work in this option bid item includes all work specified in the L sheets including landscaping, planting and irrigation as specified in the drawings and specifications.

9. Option 1003. Reference items in the Drawings (Sheet G-002) specified as “OPTION 3” and corresponding Specifications and Supplemental Specifications for the new well system. The work in this option bid item includes all incidental work related to a new vertical well and extension of the waterline construction north of the Bouquet Aqueduct and as shown on the drawings. Contractor will construct a vertical groundwater well near the new fire station and barracks administrative site. This option item will determine the availability and quality of groundwater for drinking at the new fire station and barracks location. The work will include test drilling, construction of individual drilled water wells, completion of water analysis, well logs, and test pump reports, capping successful wells and abandoning wells that do not meet production and quality requirements. A hydrogeologic assessment report will be conducted and made available to the Contractor upon its completion which will identify a primary and secondary well site.
Test Drilling Primary Site / Secondary Site. This bid item includes all labor, equipment, and materials associated with drilling a new groundwater well to a depth of 200 feet. The bid item also includes installing the new casing and sanitary seal; capping successful wells; and properly abandoning wells that do not meet production or water quality requirements. Water quality will meet all state of California and Los Angeles County requirements. Production requirements will be a minimum of 10 gallons per minute.
The new groundwater well work will be performed by a well driller licensed by the State of California.
The Contractor will obtain all required California and Los Angeles County permits for the new well; pay all fees; and provide a copy of this documentation to the Contracting Officer. The Contractor will submit to the Contracting Officer a copy of all documents submitted to the state of California and Los Angeles County; well logs; and as- constructed documents. The new well will be drilled as near as possible to locations recommended in the hydrogeologic assessment report.
Upon completion the new wells will be used to supply drinking water to the proposed fire station. The work area will be delineated and secured with signage and caution tape. The design of the wells will be the same, as specified in the following:
• The bore holes for the wells will be 8.5 inches in diameter, in accordance with the contract specifications.
• The well casing will be constructed using 6-inch, with thickness and perforations in accordance with the contract specifications.
• The upper 50 feet of the well borings will be widened to 12.75 inches to provide for a 3- inch, Class II Type II, cement annular seal, in accordance with the contract specifications. The well design parameters are graphically depicted on Figure 1. To protect water quality, the well will be capped after well drilling is complete until the pump is in place and the well head is secured.
Additional Drilling Primary or Secondary Site. This bid item includes all labor, equipment, and materials associated with drilling the new well beyond 200 feet. Work beyond the 200 foot depth will only be done if no water is encountered. Price will be per linear foot of additional depth. No well will be drilled more than 400 feet deep. California and Los Angeles County requirements will also apply to the additional well drilling.
Drill Cuttings Pit BMPs Primary or Secondary Sites. This bid item pertains to cuttings (native rock, sediment, and mud) from the well drilling process. Cuttings will remain on-site contained in a shallow pit.
The pit will be no more than 3 feet deep with sloped sides. The location of the pit will be flagged prior to construction activities and accepted by the Contracting Officer. After well drilling and testing is complete, the pit will be covered with native materials that were removed to make the pit. Standard BMPs will be installed to prevent pollutants from being discharged into the environment.
Well Development Primary or Secondary Sites. This bid item includes all labor, equipment, and materials associated with developing and test pumping the new well and water analysis. The Contractor will submit a copy of test pump reports and water analysis. Well development, test pumping, and water analysis will be done according to California state and Los Angeles County requirements.

Extend Water Distribution Line 1500 linear feet. This bid item relates to the base 3 item to connect the well site to the alignment in the drawings.
Development of Well Building or Enclosure The new well system will include an enclosure for safeguarding and to maintain operability at all times of the wellhead, valves, pump, water meter, gauges, switches and other equipment needed to provide continuous operation of the well system. The well building will also have a meter with dedicated power coming from SCE or a solar option to be mounted in a secure location away from commuters and the public.

SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.1 DESCRIPTION OF WORK
The USDA Forest Service Region 5 Angeles National Forest has a requirement to build a new fire station (and potentially a new barracks) on an existing administrative site. The project includes multiple option items that may or may not be awarded in FY24.
C.1.1. Optional Items. Optional items are those that are not required and may not be included with the base award items. If exercised, optional items may be awarded at the time of award of the base contract or at another time specified during the contract period of performance, subject to the availability of funds. During the solicitation period, optional items are evaluated with the base items in accordance with the solicitation evaluation procedures identified in Section M. Optional items not awarded with the base award items must be exercised via written contract modification and a Notice to Proceed (NTP) for this contract. The Contractor must guarantee pricing throughout the duration of the contract period of performance.
C.1.2. Background. During the past 30 years, there have been numerous fire-starts in proximity to the proposed site. The ANF needs safe, efficient fire response facilities to effectively respond to wildland fire incidents. The purpose of this project is to construct a new fire station and barracks on an existing administrative site within the ANF to protect resources and ANF assets by consolidating two deficient fire stations into one centrally located fire administration site that would effectively support wildland fire response and suppression efforts.
There are two fire stations in the vicinity: San Francisquito Station and Green Valley Station. San Francisquito Station is downslope of an extremely unstable hillside that cannot be economically stabilized. During severe weather events, employees and equipment have been forced to evacuate to avoid the landslide hazard. The Green Valley Station’s foundation is failing and beyond feasible repair. The combined size of the two existing stations is approximately 7,215 square feet.
Given the changed conditions in the wake of the Powerhouse fire that burned through the area and burned more than 30,000 acres in 2013, there is a critical need to replace the two fire station structures at risk of becoming uninhabitable due to these safety hazards. A safe and efficient fire station with barracks is needed to house fire personnel in a facility that meets current safety codes and standards.
The new proposed fire station is located approximately two miles up the road from the Los Angeles Department of Water and Power (LADWP) hydroelectric Power Plant 1 in Santa Clarita. The proposed site had a residential building and a detached garage owned by the LADWP that were both demolished in 2022, prior to starting the new construction. The demolition included testing for lead and asbestos which came back negative for any hazardous materials.
The design for this contract was completed by the United States Army Corps of Engineers (USACE) through a separate action. All design deliverables are furnished as attachments through this solicitation, including 100% plans, specifications, and compiled design analysis. Upon award of the contract, additional documents will be provided.
C.2 SCOPE OF CONTRACT
The new fire station is a single-story building of approximately 7,000 square feet and includes bay space for up to four fire engines and 15 full time employees. The new barracks will be a single-story building of approximately 3,500 square feet and will provide housing to 2 engine crews, including 8 bedrooms for 15 residents. The proposed landscaping would use drought-tolerant plants and recycled water to assist with irrigation. The contract package would also include hazmat remediation, decommissioning and demolition of the existing residence and detached garage, along with the removal of all trees and plants
Angeles National Forest Page 11 of 48 within the fire station project area.
A new waterline would be installed below ground to provide potable water to the administrative site. The location of the waterline would follow along Runner Road and continue along the shoulder of the south side of San Francisquito Canyon Road to where it would connect to the LADWP Aqueduct with an LADWP-constructed wet-tapped waterline, a use meter, and a concrete pad on the berm near the large thrust block and within the LADWP right-of-way. An optional bid item would add a new vertical well and extend the waterline beyond the point of connection from the wettapped location near the aqueduct.
The location of the new well will be provided upon completion of a hydrological assessment through a separate action, to be performed by others and completed before bids are due.
C.2.1. Contractor and Subcontractor Requirements.
The contractor shall:
- Be licensed and possess the necessary permits issued by the State of California, as applicable to the work performed. (e.g. The new groundwater well work in Option 3 will be performed by a well driller licensed by the State of California.)
- Ensure that all subcontractors performing work under this contract are licensed and possess the necessary permits issued by the State of California, as applicable to the work performed.
- Be certified in SAM.gov under the NAICS specific to this project.
- Document and provide all submittals for review and approval in accordance with the technical specifications in Section J, Attachments.
- Participate in a weekly progress meeting with the Government.
C.3 TECHNICAL SPECIFICATIONS
The contractor shall adhere to the technical specifications and shop drawings provided as attachments in Section J of this contract. Carefully review all tasks in the Specifications, Drawings and Schedule of Items (SOI) under Section J of this solicitation.
452.211-72 Statement of Work/Specifications (FEB 1988) The Contractor shall furnish the necessary personnel, material, equipment, services and facilities (except as otherwise specified), to perform the Statement of Work/Specifications referenced herein.
452.211-73 Attachments to Statement of Work/Specifications (FEB 1988) The attachments to the Statement of Work/Specifications listed in Section J are hereby made part of this solicitation and any resultant contract.

This project is located in the Angeles National Forest on the Los Angeles Gateway Ranger District near Santa Clarita City in Los Angeles County, CA. Reference the project map provided in Section J.

Option Item 2: 90 calendar days Option Item 3: 120 calendar days
The Government’s intent is for all items to be accomplished concurrently (as much as possible), to not exceed 540 calendar days, provided the optional work can be awarded under the base award of the contract. The contract period may be flexible if this is determined to be in the best interest of the Government. The base items work is expected to begin within 10 calendar days of the NTP effective date, anticipated 16 September 2024. This contract performance period includes delays for weather, locating and transporting supplies and materials, mobilization, and final site cleanup. All work for the base and exercised option items must be completed by 24 April 2026, unless otherwise approved by the Government.
C.5.1. Work Hours. Work hours are from 7:30 am to 6:00 pm local time, Monday through Friday.
Both the contractor and subcontractor(s) are required to adhere to a work schedule during these standard hours of operation to mitigate the effects of construction noise on adjacent residents on Runner Road.
Weekend equipment work is not allowed at any time during this contract unless agreed to by the COR and approved in writing by the CO.
C.6 MAGNITUDE OF CONSTRUCTION PROJECT
It is anticipated that the range price of this contract will be (FAR 36.204):
More than $10,000,000.00.
C.6.1. Bonding Requirements. Bonding is required for this project. See Section G herein for more details.
C.7 BIO-BASED / SUSTAINABLE PRODUCTS PROGRAM
The contractor must comply with the Agriculture Act of 2014; the Food, Conservation and Energy Act of 2008 (FCEA), 7 U.S.C. 8102; the Farm Security and Rural Investment Act of 2002 9FSRIA), 7 U.S.C.
8102; the Federal Acquisition Regulation; Executive Order (EO) 13514, “Federal Leadership in Environmental, Energy and Economic Performance”, dated October 2, 2009; EO 13423, “Strengthening Federal Environmental, Energy and Transportation Management”, dated January 24, 2007; and Presidential Memorandum, “Driving Innovation and Creating Jobs in Rural America through Biobased and Sustainable Product Procurement,” dated February, 2012 to provide biobased products. All supplies and materials shall be of a type and quantity that conform to applicable Federal specifications and standards, and to the extent feasible and reasonable; include the exclusive use of biobased and recycled products.
In the performance of this contract, the Contractor shall make maximum use of biobased oils and lubricants that are designated by the United States Department of Agriculture unless the product cannot be acquired: (1) Competitively within a time frame providing for compliance with the contract performance schedule; (2) meeting contract performance requirements; or (3) at a reasonable price.

The Federal Acquisition Regulation (FAR) requires Contractors to report the purchase of biobased products under service and construction contracts during the previous Government fiscal year (October 1 thru September 30) and to submit this report no later than October 31 of each year during contract performance and at the end of contract performance (as applicable). C.8 GOVERNMENT FURNISHED PROPERTY
Except for the materials specifically stated within the awarded contract, the contractor shall be expected to provide all the tools, equipment, and materials necessary to carry out this work in accordance with Sections C.1-3 herein, and any associated attachments. There is currently no Government furnished property, supplies or materials anticipated for the performance of this contract. Any anticipated Government furnished information will be discussed in the Specifications provided in Section J, Attachments.
C.9 SUBMITTALS
Submittals required under this contract are identified in the Specifications and Supplements provided in Section J, Attachments. All submittals for this project shall meet Section 508 compliance requirements. See Section H.
C.10 DELIVERABLES
All deliverables for this contract pertain to the anticipated objectives of the statement of work, specifications, schedule of items and drawings associated with this work.

SECTION D--PACKAGING AND MARKING
D.1 PACKING AND MARKING
All shipments of materials, equipment and/or supplies shall be addressed to the Contractor and not to the Government.
D.2 PROJECT LABELING FOR OFFICIAL CORRESPONDENCE
The Government singularly identifies each project with a contract number at time of award. The contract number is a unique identifier to purposely and permanently represent an awarded project. The Government issued contract number is to be referenced on all official communication starting upon notice of award.

SECTION E--INSPECTION AND ACCEPTANCE
E.1 GENERAL
All work shall be conducted under the general direction of the Contracting Officer or designated representative(s) and is subject to Government inspection and testing at all places and at all reasonable times before acceptance to ensure strict compliance with the terms of the contract.
E.2 FINAL INSPECTION
A walk-thru inspection shall be scheduled PRIOR to the final inspection so major discrepancies found can be corrected prior to the scheduled completion date. SECTION G--CONTRACT ADMINISTRATION DATA
G.1 GOVRERNMENT REPRESENTATIVES
The Contracting Officer (CO) for this contract is Klenise Wallace. The Contracting Officer has full warrant authority and will be the signatory as well as point of contact for all further communication for administrative matters during the solicitation and post contract award until otherwise stated.
The contract technical point of contact/Contracting Officer Representative (COR) is Ricardo Lopez. The COR delegated authority, responsibilities and contact information will be defined on a delegation letter issued after contract award.
G.2 INVOICES
All invoices are to be submitted via the electronic Invoice Processing Platform (IPP) System. Payments will be made from the Contractor’s invoice(s).

G.2.2. Certified Payrolls. Certified payrolls for Construction: certified payrolls must also be uploaded as an attachment. Contractor and all subcontractors, through the contractor, shall furnish all certified payrolls covering payments to laborers and mechanics for on-site work.
G.2.3. Final Payment. Following completion and acceptance of the work (including return of Government-furnished property and site cleanup), Final payment will made within 30 calendar days after presentation of a properly executed invoice and if required by the contract, a release of all claims against the Government, other than claims arising under this contracted, in stated amounts, which the Contractor specifically accepts from the operation of the release.

G.3 BONDING
The bid bond shall be submitted for 20% of the overall project costs.
Performance and payment bonds are required for 100% of the project costs, which includes base and option items. Reference Section I for the applicable FAR Clauses identifying the amounts and percentages applicable for these bonds.
G.4 LABOR INTERVIEWS
The Government (via the Contracting Officer (CO), Contracts Specialist (CS) or Contracting Officer Representative (COR)) will conduct periodic interviews with workers on the job using the Stand Form (SF) 1445, Labor Standards Interview, which may be validated against submitted payroll data.
G.5 CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS)
Contractor Performance Information and Contractor Performance Assessment Reporting System (CPARS) will be used by the Forest Service for evaluating contractor performance. CPARS is the single USDA-wide system used to collect, maintain, and disseminate contractor performance evaluations to the Past Performance Information Retrieval System (PPIRS). Past performance reporting is required by FAR
42.1502 and 42.1503. The contractor will be notified by email to review evaluation information submitted by the Agency. The contractor will have 60 days to submit comments, rebutting statements, or additional information to the Assessing Official before any evaluation is considered final.
G.6 DEFINITIONS AND CONTRACT ADMINISTRATION DATA
Administrative Contracting Officer (ACO) - The ACO is a warranted Contracting Officer that has authority for the administration of the contract and may handle matters beyond the authority of the COR in the absence of the Contracting Officer (CO)). Generally, this includes the day-to-day administration of the contract, to include changes in contract price and time.
Changes (Modifications) The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract and notwithstanding any provisions contained elsewhere in this contract the said authority remains solely with the Contracting Officer. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof.
Contract Award A written award or acceptance of offer mailed or otherwise furnished to the Contractor shall result in a binding contract without further action by either party.
Contracting Officer (CO) Has full authority for the administration of the contract and will personally handle all matters beyond the authority of the CS and COR. Contracting Officers are agents of the Government and are the only officials authorized to enter into any contract or agreement that binds the Government. If you are asked to perform additional work, or make changes not specified in the contract, DO NOT perform the work but immediately notify the Contracting Officer. A Contracting Officer holds a legal warrant, which is a designation of authority to bind the Government.
Contracting Officer’s Representative (COR) The Contracting Officer’s Representative (COR) is the person most responsible for technical advice. The COR is also responsible for maintaining property records, outlining work, material approvals, inspecting work in progress, estimating completed work for partial or progress payments, and conducting pre-final and final inspections. In addition, the COR
Angeles National Forest Page 20 of 48 oversees administrative matters (e.g., submittals, etc.). Also ensures elements of contract requirements are met in accordance with terms and conditions. The COR is NOT authorized to direct changes or bind the Government to any contractual agreement. NOTE: The COR Designation form outlines functions the COR can and cannot perform.
Contract Specialist (CS) - The CS has delegated authority from the Contracting Officer for the administration of the contract and will handle all matters beyond the authority of the COR. Generally, this includes the day-to-day administration of the contract, except for matters pertaining to changes in contract price and time. Any contractual documents that bind the Government must have Contracting Officer approval and signature.
Designation of Authorized Representative of the Contractor The Contractor shall assign a member or employee who will act as Project Manager during the course of this contract or during the course of this project. The official shall be responsible for affording liaison between the contract forces and the contracting offices. This designation shall be in writing and a copy furnished to the Contracting Officer.
Designation of Contracting Officer’s Representative (COR) Designation will be made upon contract issuance and a copy of the designation letters will be furnished to the Contractor. Limits of authority are described in each designation letter.
Government Technical Monitor (GTM) A Government Employee may be designated in writing to assists the CO and/or COR as a technical advisor/inspector to monitor contractor performance and answer basic contract questions. This person exists only to shadow or advise the COR in his/her area of expertise.
A GTM has no contractual authority.
Inspector(s) An Inspector may be assigned to the contract by the CO in writing authorized to inspect the progress and certify completion of work on behalf of the COR. The inspector is the most likely person to coordinate with on matters involving conduct of work within the scope of the contract. If a disagreement or dispute arises, the contracting officer must be notified immediately for resolution of such issues. The Contractor will receive a copy of the inspection designation (form R6-6320-32, or equivalent).
Notice to Proceed (NTP) The Contractor shall commence work upon receipt of a properly executed Notice to Proceed.
Unauthorized Instructions from Government or Other Personnel The Contractor shall not accept instructions issued by any person employed by the U.S. Government or otherwise other than the Contracting Officer, or the authorized representative of the Contracting Officer acting within the limits of his/her authority.
G.7 CLAUSES
452.215-73 Post Award Conference (NOV 1996) A post award conference with the successful offeror is required. It will be scheduled after the date of contract award. The conference will be held at a date/time to be determined post award and coordinated with the Contracting Officer Representative and Contracting Officer.

SECTION H--SPECIAL CONTRACT REQUIREMENTS
H.1 KEY PERSONNEL
(a) The Contractor shall assign to this contract the following key personnel: Contract Representative, Foreman/Forewoman, and Inspector. The personnel listed may fulfill multiple roles in the performance of this work. At minimum, all personnel named as key personnel must be able to read, write and speak English fluently.
(b) During the first ninety (90) days of performance, the Contractor shall make no substitutions of key personnel unless the substitution is necessitated by illness, death, or termination of employment. The Contractor shall notify the Contracting Officer within 15 calendar days after the occurrence of any of these events and provide the information required by paragraph (c) below. After the initial 90-day period, the Contractor shall submit the information required by paragraph (c) to the Contracting Officer at least 15 days prior to making any permanent substitutions.
(c) The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the Contracting Officer. Proposed substitutes should have comparable qualifications to those of the persons being replaced. The Contracting Officer will notify the Contractor within 15 calendar days after receipt of all required information of the decision on substitutions. The contract will be modified to reflect any approved changes of key personnel.
H.1.1. Additional Key Personnel Requirements. Contractor Key Personnel must be able to meet the following requirements throughout the performance of this contract, regardless of role:
a. Possess the experience, technical knowledge, and skill to support the requirements of this contract.
b. Possess any applicable credentials and/or certifications required for the performance of specialty work for every role he/she/they fulfill in the performance of the work on this contract.
c. Possess the capacity to participate in required meetings and provide technical inputs as needed throughout the duration of this contract.
H.2 WAGE DETERMINATION
The applicable Davis Bacon Wage Determination for this project is WD CA20240022, Revision 7, Dated 05/24/2024.
H.3 SAFETY
H.3.1. Safety, Emergency Communications and Evacuation. Contractor is responsible for the safety (protection of the lives and health of contractor employees and prevention of property, materials, supplies and equipment damage) of the Contractor’s employees including Subcontractors employees, Government employees associated with the project, and any visitors to the site both Government and private to avoid work interruptions. The Contractor shall submit a project safety plan to the CO and COR for review prior to commencement of Work.
H.3.1.1. OSHA Standards. The Contractor is responsible for all hazardous conditions arising under this contract. Occupational Safety and Health Administration (OSHA) regulations, as well as this contract, impose the responsibility upon you to ensure that the working conditions are not unsanitary, hazardous, or dangerous to your employees’ health and safety. Forest Service employees will not inspect or accept the
Angeles National Forest Page 22 of 48 work under conditions that are hazards or unsanitary, that has not been mitigated to the extent required by OSHA. Any subcontract entered into pursuant to this contract shall similarly provide a work environment that is sanitary and not hazardous. The project safety plan shall comply with the appropriate California OSHA and Federal OSHA rules and regulations and must include a medical evacuation and emergency communications plan.
H.3.1.2. Accident Reporting. Maintain an accurate record of all work-related accidents resulting in death, injury, occupational disease, or damage to property, materials, supplies, or equipment.
H.3.1.3. Injury Notification. Injuries to workers will be reported promptly to the COR, CO and appropriate contractor personnel. Emergency care for workers while on the job site is a contractor responsibility.
H.3.2. Fire Prevention and Control. Fire prevention and control is the responsibility of anyone performing work on this project. Contractors will be expected to adhere to the conditions of the Fire Plan provided in Section J attachments.
H.3.2.1. Fire Prevention and Fire Reporting. Fire prevention shall be exercised at all times during the performance of this contract by the Contractor and his/her employees. All combustible materials shall be used and stored in a safe manner. The Contractor shall immediately notify the Government (report to the COR/CO and local Forest Service District Offices in the vicinity) of any fires hazards or fires sighted on or in the vicinity of the work site, and if possible, correct them.
The Contractor may be held liable for all damages and costs incurred by the Government for labor, subsistence, equipment, supplies and transportation deemed necessary to control or suppress a fire set or caused by the Contractor or the Contractor’s agents/employees.
Local, State and Federal agencies have combined fire restriction information on one website at:

At any time during the work week, the main Angeles ECC switchboard at 661-723-3620, can direct you to a wildfire specialist, law enforcement officer, etc. as necessary. A list of Forest Service contacts can be found in Section F of the Fire Plan available in Section J, Attachments.
H.3.2.2. Open Fires. In accordance with State and local regulations and pursuant to 36 CFR 261.50a, the following is prohibited on each National Forest or National Grasslands:
Operating or using any internal or external combustion engine on any timber, brush or grass covered land, including trails traversing such land, without a spark an-ester, maintained in effective working order, meeting either:
(i) Department of Agriculture, Forest Service Standard 5100-1 a; or
(ii) the 80 percent efficiency level determined according to the appropriate Society of Automotive Engineers (SAE) recommended Practices J335 and J350.
Violation of this regulation and the general prohibitions of 36 CFR 261.3 to .20 is punishable by a fine of not more than $500 or imprisonment for not more than 6 months or both.
H.3.2.3. Smoking. Smoking is prohibited while operating tractors or open-type vehicles, or while walking or working in an area with flammable fuels.
H.4 SECURITY

There are no special Security requirements that are required for this project as there will be no access to existing Government facilities.
The Contractor is responsible for the Contractor’s equipment and materials owned or supplied to the site.
Lost, damaged, or stolen equipment or materials shall be replaced at the contractor’s expense. All equipment not equipped with a key lock system shall be secured in such a manner as to make it inoperable to the average person at the end of each working day. All hand tools and other equipment shall be secured at the end of each working day. On Fridays (or at the end of the work period each week), all construction debris, trash, and refuse shall be properly stored in dumpsters or trash bins or removed from the site.
H.5 CAMPING
Contractor may use a self-contained travel trailer or recreational vehicle to camp on National Forest System lands near the project sites subject to the approval of the District Ranger or Forest Supervisor. Coordinate requests through the Contracting Officer Representative. All waste material must be transported off-site to a station equipped to handle such waste.
H.6 OTHER SPECIAL CONDITIONS AFFECTING THE WORK
H.6.1. Section 508 Compliance. All electronic submittals and deliverables must be provided in a format such as .pdf and/or Word, ready for electronic posting and/or printing hard copy documents if needed for distribution. Electronic versions must comply with Section 508 of the Rehabilitation Act of 1973 as amended, to ensure that documents are accessible to people with disabilities and by the visually impaired using assistive technology such as screen readers and refreshable Braille displays. Work plans must describe ow the required delivered electronic documents will meet Section 508 accessibility standards, including but not limited to:

H.6.2. Physical Conditions. The indications of physical conditions on the drawings and in the specifications are the result of site investigations and surveys performed by the Government.
H.6.3. Equipment Cleaning. Contractor shall thoroughly clean all equipment prior to delivery to the project site to remove weeds, mud, grease, and/or oil buildup from the tires, wheels, tracks, engines and/or engine compartments, and other surfaces. Disassembly of equipment components or specialized inspection tools is not required. Contractor and COR agreement on methods of cleaning, locations for the cleaning, and control of off-site impacts, if any.
H.6.3.1. Off-Road Equipment. “Off-road equipment” includes all equipment operating off paved roadways. Contractor shall clean off-road equipment prior to moving between project areas, employing whatever cleaning methods are necessary to ensure that off-road equipment is free of noxious weeds.

Measures taken to ensure that “off-road equipment” is free of noxious weeds will be identified.
Contractor shall certify in writing that off-road equipment is free of noxious weeds prior to each start-up of operations and for subsequent moves of equipment to other project areas.
Equipment shall be considered free of soil, seeds, and other such debris when a visual inspection does not disclose such material.
Unless the entire project area is already infected with noxious weeds, the contractor shall ensure that prior to moving on to another part of the project area, that all off-road equipment last operated in areas known by the Forest Service to be infected with noxious weeds, is free of soil, seeds, vegetative matter, or other debris that could contain or hold seeds has been cleaned and inspected. Contractor shall notify Forest Service at least 24 hours (unless otherwise agreed by FS COR) prior to moving to different areas. Notification shall include the location of the equipment’s most recent operations and anticipated forward operating location.
H.6.4. Weather. Reserved.
H.6.5. Burning Permits. Should burning be required in the performance of work, the Contractor is subject to all rules and regulations governing the onsite burning of slash and other debris. Contractor shall obtain a burning permit from the jurisdiction having control over burning. The Contractor shall comply with Fire Plan for Construction and Service Contracts included in the Contract.
H.6.6. Highway Permits. Contractor is responsible for securing any overload or over width limit permits required for the transport of materials or equipment to the project site. The Contractor is responsible for conducting a thorough reconnaissance of all routes leading to the site.
H.6.7. Spills. Reserved.
H.6.8. Traffic Control. Reserved.
H.6.9. Toilets. No toilet or shower facilities are available on site. Contractor shall provide toilet facilities for its employees.
H.6.10. Animals. Non-documented service dogs and/or pets of any kind are not allowed on the project site at any time.
H.7 CLAUSES
452.228-71 Insurance Coverage (NOV 1996) Pursuant to FAR clause 52.228-5, Insurance-Work on a Government Installation, the Contractor will be required to present evidence to show, as a minimum, the amounts of insurance coverage indicated below:
(a) Workers Compensation and Employer's Liability. The Contractor is required to comply with applicable Federal and State workers' compensation and occupational disease statutes. If occupational diseases are not compensable under those statutes, they shall be covered under the employer's liability section of the insurance policy, except when contract operations are so commingled with a Contractor's commercial operations that it would not be practical to require this coverage.
