Project Name:
Batterson & Jerseydale New Construction Sierra National Forest

1.0 INTRODUCTION

As a result of the 2020 Creek Fire, many facilities at various locations throughout the forest were destroyed. During the planning process, it was determined to expand other Work Centers versus rebuilding at the burned sites. The Batterson Work Center and Jerseydale Work Center would be expanded with new construction. These new buildings would be located at the Bass Lake Ranger District.

Batterson Work Center: This project is to design and construct;

One 6-Person Barracks with office layout and connect to existing utilities in the area. Construct a new prefab metal building 100ft x 100ft, 20ft height with pull though access (2 rolling doors on each side 14ft wide & 16ft tall) with two restrooms on concrete foundation, (fully insulated, connect to existing utilities water/electrical, and design a new a septic system).

Construct a new prefab metal building 60ft x 40ft, 16ft height (4 rolling doors on one side 12ft wide & 14ft tall) with two restrooms on concrete foundation (fully insulated, connect to existing utilities water/electrical/sewer.

Provide pave parking area for the new barracks & prefab building (parking area to connect to the existing asphalt road).

Furnish and replace the entrance sign for the work center with foundation.

Fully reconstruct access road; demolish/grind and repave 4” compacted in-place.

Jerseydale Work Center: This project is to design and construct;

One 6-Person Barracks and connect to existing utilities in the area. Demolish and disposed of existing barracks.

Construct a new prefab metal building 20ft x 30ft, 16ft height (one rolling door on one side 12ft wide & 14ft tall) with two restrooms on concrete foundation (fully insulated, connect to existing utilities water/electrical.

Furnish and replace the entrance sign for the work center with foundation.

Fully reconstruct access road/parking area; demolish/grind and repave 4” compacted in-place. Parking area/open areas to be resigned for proper elevations/drainage and repave.

The design portion of this project includes a third-party value analysis report.

Provide outdoor small, shaded steel structure (picnic area/ benches) where the barracks (batterson) and metal buildings (jerseydale & batterson) would be constructed.

1.1 Project Location Background

Batterson Work Center: 43060 Highway 41, Oakhurst, CA 93644.

Jerseydale Work Center: 6440 Jerseydale Road, Mariposa, CA 95338.

2.0 PROJECT INFORMATION

2.1 Summary of the NEPA Analysis

Project environmental analysis was completed during FY23, a signed Categorical Exclusion was completed and is included as an Appendix to this document. The following are a summary of the findings:

A. Hydrology Use standard best management practices and other soil management practices, as described in agency technical guides and handbooks, to minimize adverse impacts to soils and water resources during the planning and implementation of national forest management activities.

B. Cultural Resources When any changes in proposed activities are necessary to avoid heritage resource sites (such as, project modifications), these changes would be completed prior to initiating any activities. Monitoring during project implementation, in conjunction with other measures, may be used to enhance the effectiveness of protection measures.

If any unrecorded cultural resources (artifacts, features or sites, including areas of traditional use, concern, or significance for the local Native Americans) are encountered as a result of project operations, all treatments in the vicinity of such finds will immediately cease pending an examination by the forest or district archaeologist. The cultural resources would be recorded, clearly delineated, and protected.

To the greatest extent possible, proposed treatments, facilities, improvements, and disturbances shall avoid National Register of Historic Places eligible or unevaluated cultural resource sites. “Avoidance” means that no project treatments that may affect cultural resource sites would occur within a site’s boundaries, including any defined buffer zones. Portions of the project may need to be modified, redesigned, or eliminated to properly avoid cultural resource sites. In areas where avoidance is not a reasonable option, the site would be protected by any other means necessary to preserve the integrity of the site.

C. Invasive Species Equipment (Forest Service and contracted) that moves off established roads or parking lots must be clean before moving into each administrative site. Equipment will be considered clean when visual inspection does not reveal soil, seeds, plant material, or other such debris. Education and prevention measures will be provided to contracted and Forest Service workers outlining ways to prevent weed spread by keeping vehicles, clothing, boots, and field equipment be inspected for propagative materials (regularly and especially after working in infested areas) and cleaned as needed.

Minimize the movement and spread of contaminated soil before, during, and after construction by avoiding mapped invasive weed locations. A georeferenced pdf map of weed locations to be avoided will be provided to CORs and contractors and when needed boundaries will be marked with orange and black “noxious weed” flagging. For the most heavily infested administrative sites such as Batterson and North Fork, a Forest Service botanist will participate in the pre-work meetings and be available during implementation to resolve any needs that are unclear in the field (e.g., ensure invasive weeds are not present in areas used for storage of demolished material, laydown areas, and travel areas outside roads and parking lots).

2.2 Development Considerations

Site development plan: To be developed as part of the design.

Consultation and coordination with County and State Authorities for access routes in and out of the site.

3.0 GENERAL INFORMATION

3.1 Design Requirements

A. Minimum Design Standards: See Attachment B Region 5 Design Standards, current version and reference provided.

B. USDA and Forest Service Space Utilization Policy and Regulations, current version.

3.2 Sustainable Design Requirements

A. Designs shall meet all applicable FAR regulations.

B. Onsite Renewable Energy Generation, minimum standard: Incorporate the Solar Ready standards from the National Renewable Energy Laboratory (NREL) into the site and all new buildings.

3.3 Utility Provider Information

Utilities and locations must be independently verified by the Design-Build Contractor. Coordination will be required with County/State Entities and Utility providers in order to evaluate planned location of utilities.

A. Telecommunications: To Be Determined by DBC to provide the most efficient, reliable and viable source of internet.

B. Electric: Pacific Gas & Electric C. Water: There is existing water from wells (forest service) on those sites.

D. Sewer: To be developed as part of the design for the metal building 100ftx100ft at Batterson. The other buildings would be connected to the existing septic’s on site.

4.0 SITE DEVELOPMENT

4.1 General

A. Height limitation: do not exceed 40’ above grade for any constructed features.

4.3 Site Access

Site access points may require coordination with County.

A. Primary Entry and Exit: From County Roads/State Roads.

4.4 Site Layout

A. Metal building 100ftx100ft building requires pull through access for primary vehicles, 2 bays on each side.

B. Metal building 60’x40’ and 20’x30’ would have pull in-out access bays.

C. Barracks buildings shall have maximum separation from other work areas.

4.5 Site amenities

A. Forest Service Work Center Signs: Provide Forest Service standard sign with stone base and nighttime lighting. Locate near primary entrance to sites.

B. Site lighting: Comply with Dark Skies requirements for Lighting on the new construction parking areas.

C. Water filling station: Two 2.5 inch NPT freezeproof hydrants with hose connection to fill fire engines. Locations at metal building 100’x100’ batterson, metal building 20’x30 jerseydale.

D. Antenna for radio communications: An antenna that can be attached to the buildings (barracks w/ office layout and metal building 100’x100’). Conduit chase from antenna mount into the building is required.

E. Provide outdoor small, shaded steel structure (picnic area/ benches) where the barracks (batterson) and metal buildings (jerseydale & batterson) would be constructed.

F. Dumpster pad screened with artificial materials. Adjacent to metal building 100’x100’ batterson, metal building 20’x30’ jerseydale on the back.

4.6 Security

A. Access Control: electronic key, or mechanical key for the new buildings (barracks).

5.0 BUILDINGS

5.1 General

A. Special Performance Requirements

a. Design WiFi network (not publicly accessible) to cover barracks footprint. Provide cabling and mounting infrastructure for FS provided access points.

B. Designs Provided by the USFS Region 5

a. R5 Barracks Construction Drawings and Specifications – 90% Construction Document drawings & specifications to be provided by the Government prior to the 35% deliverable Due Date. These drawings will include Architectural, Electrical, and Mechanical. A&E Firm will be responsible for reviewing drawings and completing the missing components for the complete design. Completing structural calculations and design of all elements including Structurally Insulated Panel (SIP) components, fire sprinklers, completing geotechnical for foundation design with calculations for a complete Construction Drawing Package. The A&E firm will be responsible for stamping the final set for construction and providing all construction administrative services with this design.

C. Architectural Character:

a. Follow USFS Region 5 design standard materials, colors, and character to create a cohesive design palette throughout Region 5 new facilities.

D. Metal Buildings:

a. Desing and construct a new prefab metal building 100ft x 100ft, 20ft height with pull though access, (2 rolling doors on each side 14ft wide & 16ft tall) with two restrooms on concrete foundation, (fully insulated, with utilities including a new septic system. Parking spaces as mentioned above.

b. Desing and construct a new prefab metal building 60ft x 40ft, 16ft height, (4 rolling doors on one side 12ft wide & 14ft tall) with two restrooms on concrete foundation, (fully insulated, with utilities water/electrical/sewer).

c. Design and construct a new prefab metal building 20ft x 30ft, 16ft height, (one rolling door on one side 12ft wide & 14ft tall) with two restrooms on concrete foundation (fully insulated, with utilities water/electrical).

d. DBC will be responsible for Geotechnical Engineering required for a site- specific foundation and associated civil design work consisting of but not limited to: connection of utilities, site access, parking, grading and paving.

E. Hazardous Materials:

a. Hazardous materials storage shall be commercial prefabricated cabinets and placed on the outside of the new buildings.

5.3 Barracks

A. General Need: (2) 6-person barracks with all associated infrastructure using Region 5 Standard Barracks Designs. (see site maps).

B. Location: Barracks shall be located throughout the sites. (see site maps).

C. Special Considerations:

a. DBC will be responsible for reviewing Government provided drawings, completing structural calculations and design for all building elements including Structurally Insulated Panel (SIP) components such as walls, ceilings, roofs and floors.

b. DBC will be responsible for Geotechnical Engineering required for a site- specific foundation and associated civil design work consisting of but not limited to: connection of utilities, site access, parking, grading and paving.

c. DBC will be responsible for the design and engineering of sprinklers/fire Protection and any associated infrastructure as required for the barracks building. The minimum code requirements for fire protection shall be met.

d. DBC will be responsible for providing discipline stamps on final construction document set for the barracks building.

e. DBC will be responsible for construction administrative services and submittal reviews for the barracks design.

D. Fixtures, Furnishings and Equipment – DBC contractor shall provide FF&E in order to turn over a move-in-ready barracks space upon substantial completion.
