· Contract may be terminated for repeated deficiencies.

For all tasks, the incentives for high quality performance are:

· Contractor will receive a good performance rating;

SECTION VI – TECHNICAL SPECIFICATIONS

Range Fence Specifications

A. LINE CLEARING

The fence line shall be cleared of all vegetation to create a corridor that is 3 feet wide on each side of the fence. Tree and brush stumps shall be no higher than 4 inches above ground with the angle of cut as close to 180 degrees as possible (no stawbs allowed). Trees shall be pruned if their branches interfere with the fence wire at the time of construction or if they are likely to interfere later on as they grow. Trees shall be trimmed so that any branches removed are pruned flush with the main branch or main trunk of the tree. All slash created shall be lopped and scattered to a maximum height of 18 inches. No wood from the project shall be sold or removed from the site.

B. FENCE CONSTRUCTION SPECIFICATIONS

1.

The fence shall be a four-wire fence built to wildlife specifications, consisting of three upper strands of barbed wire and one bottom strand of smooth wire. The top wire shall be no more than 42" from the ground, and shall be spaced 12" above the second wire (from top to bottom). The second wire shall be 6" above the third wire, and the third wire shall be 6" above the bottom wire. The bottom wire shall be smooth wire spaced 16" above the ground. (See Exhibit 2)

2.

T-posts shall be 5.5 feet in length, and for the Border Fence project, spaced no more than 16 feet apart with fence stays placed at approximately 5-foot intervals. The contractor is encouraged and expected to utilize the T-posts already installed for the old fence; however, T-posts shall be removed and not reused if there is corrosion below ground that compromises the post’s anchoring capability. T-posts above ground that have had the paint burned off from the fire event shall be removed and not reused.

3.

Using live trees as posts is discouraged; however, this may be done upon prior agreement with the Project Inspector where using a tree is unavoidable or if the existing fence utilizes a mature living tree. No tree less than eight inches in diameter and four feet in height shall be used. Only those trees in the direct path of the fence line from corner to corner may be used. All trees used shall have nailers applied to the tree before wire is added. Trees shall not be girdled and only trees with straight trunks shall be used. Live trees used should be of a sound and long-lived nature. Mesquite trees, for example, are unsuitable and should always be removed from the fence line corridor.

4.

Steel T-posts shall be used for line posts and shall be set a minimum of 18 inches in the ground, in a vertical position, with the flat side on each post on line toward the wire side of the fence. Angle iron posts, or an equal or better iron product, shall be used for corners, angles, gates and braces. Angle iron posts will be seven feet in length and shall be set a minimum of 30 inches deep, straight, and against the wire. Posts and braces shall be set in concrete.

5.

Each corner shall require iron posts. Welded steel pipe, 2.5 inch angle iron, or an equal or better iron product, cemented in, may be used on corners.

6.

There shall be one brace for each 1/4 mile of fence, or at each point where the fence changes angle or a significant change in the vertical is encountered. (See exhibits for details on fence bracing).

7.

The fence on both sides of all gates shall be terminated with a brace.

8.

Gates shall be installed where indicated by the government. (This shall be done by the use of blue flagging to mark the desired location for each gate.). Gates shall be 4-strand barbed wire "rider" or "Texas" gates, a minimum of 8 ft. wide unless otherwise specified. A pry bar or "cheat stick" shall be on the gate to assist in opening and closing the gate. Smooth wire shall be used for closure loops. Wood from nearby trees may be used for gate supports, but the tree branches must be trimmed off flush with the main branch or trunk of the tree. Where required, pedestrian walk-through gates will be constructed as per Specification 15 below or by a method approved by the Project Inspector or Contracting Officer.

9.

Water gaps shall be installed in all drainages where water flow could damage the fence. Fence shall be ended at both sides of a stream or deep ephemeral gully, and suitable water gap installed. (See exhibits for construction standards for fences across depressions and ephemeral stream channels).

10. Straddle jack use shall be kept to a minimum and utilized only where the use of holes and steel posts is impractical. No more than seven consecutive straddle jacks shall be used between braces. The drilling of holes for post placement shall be the method for installing posts in extremely rocky areas when feasible.

11. If a straddle jack is constructed the post shall conform to the standard line posts in material and diameter. The length shall normally be 5'6", but must be adequate for the situation on the ground.

12. Tie-downs shall be utilized in all dips, so that the wire is always placing downward pressure on the T-posts.

13. Line wires shall be cut and dead-ended on all corners, angle, gate or stretch brace posts, and the wire wrapped back on the stretched wire. The tie shall be made on the centerline of the post to avoid turning and slackening tendency of a face tie. The top wire shall be stapled down to the dead-end brace bars. Not more than 1/4 mile of wire shall be stretched at one time.

14. Angle iron H-Braces shall be used to construct pedestrian crossings along the fence line in locations where pedestrian trails obviously bisect the existing fence line. While these trails are not established or maintained by the Forest Service, the intent is to discourage pedestrians from cutting or otherwise damaging the wire fence in order to pass through the fence. The passageway created must not allow the passage of livestock, but should accommodate a pedestrian with a backpack.

15. Staples shall be driven deep enough to snug the wire to the post, yet loose enough to allow wire to slip through when expanding or contracting. The wire must not be kinked by excessive driving of the staple.

16. Staples shall be driven so that each point penetrates a different longitudinal grain of the post.

17. If staples do not hold, the wire shall be fastened to the post by the use of No.14 gauge galvanized stay-wire.

18. Care shall be taken in placing fence post clips or fasteners on the wire so that they are not tightened enough to kink the wire.

19. If wire is used in place of clips, 2 wraps shall be made around the post and line wire.

20. If approved by the government, any wooden posts used shall be cut off 6 inches above the top wire or 48 inches above the ground.

21. The attached Exhibit 2 are Forest Service suggested applications and solutions and should be utilized where appropriate. Deviations from these suggested applications are negotiable; however, any deviations not approved by the government prior to beginning work are subject to re-working or correction at no expense to the government should the unapproved deviation prove inadequate or inappropriate.
