Amendment 1 08/07/2020

RFP no. 1291S820R0062 Fence and Gate Installation

Corona and Temescal Fire Stations Cleveland National Forest

Requests for Information [RFIs] and answers.

1. To be clear about Alternative Bid Item C, specifically the required Cantilever gate: The gate is intended to be installed in place of the swing gates at the back of the property correct. Per the Photo below it will not be possible to install the gate at the front of the property because space and current layout does not allow for it.

ANSWER:

Location of automated gate - this is correct – automated gate would be installed at back of property off 7th Street.

Corona and Temescal Fire Stations Cleveland National Forest

2. Currently at the front of the property there are new freshly planted plants next to the fence line where demo work will be required. Is the contractor responsible for transplanting these plants, or will the Station take care of this?

The Forest Service will be removing the existing vegetation across the front fence line.

Corona and Temescal Fire Stations Cleveland National Forest

3. With regards to “Grading and Earth work” “All areas covered by the project, including excavated and filled areas and adjacent transition areas, shall be uniformly graded so that finished surfaces are at the elevations AS SHOWN ON THE DRAWINGS” Provided drawings do not have grade or elevation data.

Does the USDA expect to have the Contractor provide shoring and raise the existing grade to higher level or can fencing follow the existing grade?

The new fence shall be installed per manufacturer’s recommended installation instructions and if within manufacturers recommendation could follow the existing grade as long as the gap between the bottom of the pickets and the existing ground is not more than two inches. Posts may have to be adjusted. The Forest Service does not intend for contractor to complete shoring or raise existing grade elevation.

Corona and Temescal Fire Stations Cleveland National Forest

4. With the Fire Department relocate their personal property away from where the work is to be performed prior to Contractors expected mobilization?

ANSWER: The Forest Service will relocate the government property (picnic table, bench, connex, shelving, etc.) away from the existing fence line to provide a working area for fence installation.

Corona and Temescal Fire Stations Cleveland National Forest

5. Landscaping and irrigation: There are no provisions for landscaping and irrigation. The fence line at the front of the property has a lawn and irrigation, as well as tress which will need to be cut back to allow for the installation of the 7’H or 8’H fence. Also there are current damaged sprinklers, will these be repaired prior to commencement of work or is the Contractor responsible for these? Is there an allowance for this since it is not covered under the “Earth Work” scope?

The Forest Service has repaired all broken sprinklers and will flag all sprinklers for better visibility.

Contractor shall use caution around sprinklers. The trees have been trimmed to allow for the new fence.

6. Regarding the specifications, there are many references to “AS SHOWN ON THE DRAWINGS” however the provided drawings have no data to support the specification noted:

PLACEMENT OF FIBER ROLL - AS SHOWN ON THE DRAWINGS

PLACEMENT OF GEOTEXTILE - AS SHOWN ON THE DRAWINGS

FINISH SITE GRADING - AS SHOWN ON THE DRAWINGS

Excess suitable material shall be used throughout the project - AS SHOWN ON THE DRAWINGS

Disposal of unsuitable material will be - AS SHOWN ON THE DRAWINGS

Trench shall be prepared and backfilled with specified materials to the depths - AS SHOWN ON THE

DRAWINGS

Aggregate base course material shall be placed to the depth and width - AS SHOWN ON THE DRAWINGS

Please advise.

ANSWER:

Fiber roll – not needed unless in the event of inclement weather then the swppp shall be followed.

Geotextile – not needed for this project.

Finish site grading – shall be reasonably smooth, compacted, and free from irregular surface changes, and shall match the adjacent surrounding area.

Excess suitable material – shall be used throughout the site if possible and will be as designated by the Contracting Officer based on quantity and type of excess materials. If not useable then the materials shall be removed from the site and disposed by Contractor.

Disposal of unsuitable material – the disposal will be as designated by the Contracting Officer and will be determined based on the type and quantity of unsuitable materials. If no need for the materials then the materials shall be removed from the site and disposed by the Contractor.

Utility trench requirements shall be included in proposed design for automated gate, if this option is awarded.

Aggregate base material requirements will be dependent on the proposed automated gate design, if this option is awarded.
