Site Visit Questions and Answers 1-9 follows:
1. Would contractors be able to fill water for water trucks / fire wagons at Forest Service Fire Station on Palomar?
ANSWER: Yes, this has not been a problem in the past to simply fill a fire wagon tank or truck once or twice over the term of the contract.
2. The road out to the units has low clearance due to shrubs and road is not maintained. Does Forest Service plan to conduct maintenance prior to contract commencement?
ANSWER: A portion of the road (2 out 3 miles) runs through private ownership for which the FS does not have a formal easement to maintain. FS is in talks with landowner to perform roadside brushing prior to contract commencement, however surface treatments such as blading and erosion control features will most likely not occur prior to contract commencement.
3. Can windrows be created out of pulled shrubs and snags or only piles?
ANSWER: Piles are specified in the contract and are preferred by FS. If conditions necessitate the construction of windrows, they must be built along contour no greater than 50 feet in length and 25 feet in width. A break of at least 25’ must occur prior to constructing another windrow. COR shall approve the use of windrows prior to construction.
Morgan Hill, Cleveland National Forest
4. Can Contractor remove additional snags poising as hazards to contractors operations and along the road?
ANSWER: While not specified in the contract, Contractor may remove additional snags posing hazardous to contractors operations, including roadside hazards or hazardous snags in the interior of the units that may have counted towards required snags per acre. Safety of workforce is paramount.
5. Clarification. Contractor is just plucking shrubs, no pulling or cutting of natural regeneration in areas where stocking may be met, conifer or hardwood? And do smaller shrubs such as buckwheat (< 2’ in height) need to be pulled as well?
ANSWER: Correct, contract specifies only the plucking of shrubs. Damage to natural regeneration of hardwood and conifer trees would be avoided by contractors operations. If, in areas where natural regeneration is dense and piling locations are needed, then on a case by case basis, FS will authorize the cutting or pulling of tree species to create additional piling locations. Additionally, low lying shrubs such as buckwheat are not part of the targeted shrub species as envisioned by FS to completing the contract in a satisfactory manner. Primarily Palmers ceanothus followed by coffee berry, and sour berry are the targeted shrubs to manage in the contract. Other large shrubs not mentioned but present in the site are included as well.
6. Can a contractor bring out a road grader to blade the road during the term of the contract?
ANSWER: Forest Service has not specified road maintenance in the contract and does not have additional funds to pay for these services. That being said, if the contractor wanted to do this to increase level of comfort on road for their own use, the COR would work with FS Road Manager to specify approved road maintenance tasks and quality standards for which to maintain road by. Road Maintenance would be limited to segments of road entirely on NFS lands administered by the Cleveland National Forest.
7. A contractor may be interested in camping on site due to time to reach units, can this be allowed?
ANSWER: The District Ranger will allow camping to occur on National Forest System lands within the contract/project area under contractor’s execution of the Cleveland National Forest’s Long Term Camping Permit – which is outside the bounds of the contract. Under the Permit Contractor shall comply with all permit requirements which includes, but is not limited to: trailer or recreation vehicle for housing all employees, proper sanitation requirements (toilet or porta-potty), access to fresh water, regular trash removal, additional fire precautions if camping area is separated from equipment staging area, and site restoration of camping site upon completion of contract and prior to final payment. Section C.11 is revised. RFP replacement page 14 is attached.
The Forest Service shall unilaterally cancel the Permit if contractor is found to be in non-compliance during any point of the contract term.

8. Contract has quality assurance plan for Forest Service inspection. Does FS work with contractor to see specifications are met throughout term of contract?
ANSWER: COR will be present on site three to five days a week until contractor and COR are in agreement on what completed and accepted acres look like. At that point, COR inspections would probably be reduced to two to three times a week for the remainder of the contract term. This is dependent on contractor’s rate of production and quality or work.
9. During plucking of shrubs, does FS envision contractor pulling shrub out from base or digging into soil to uproot shrub?
ANSWER: Contractor should have an attachment to allow them to pull shrubs up from ground at root collar with minimal impact to soil resources. Shrubs would be shaken over hole after plucking to settle soil back into disturbed area limiting the loss of top soil and dirt in piles. Contractor should not be digging into soil to remove shrubs. Contract specifies for shrubs that cannot be plucked, contract shall run over shrub with excavator.
