RFQ # 12905B24Q0185 - INTERIOR PAINTING OF (2) 24’ x60’ MODULAR BUILDINGS (HILO, HI)
Amendment 1
Questions and Answers
1. On the statement of work in the pictures it looks like most of those walls have paneling on them or they look like some type of wood grained material. I wanted to know if that was going to be removed and replaced with new sheetrock or if you guys wanted that paneling painted?
a. ANSWER: The walls are smooth wood paneling. The paneling will NOT be replaced.
They will be prepped and painted over.
2. Project description states that one of the buildings has (8) eight 12x12 offices, the other building says there are (2) two. Is that correct or a typo?
a. ANSWER: For clarification: That is correct. One building has (8) eight offices with hallways and one building has (2) two offices with (2) two large open rooms.
3. From the pictures, none of those walls are painted, they are stained surfaces. Do you want them to be clear coated with a lacquer or were you actually wanting all surfaces to be painted?
a. ANSWER: We want all walls painted.
4. Are the doors and jambs metal or wood? They look to be wood.
a. ANSWER: All of the interior office doors jambs are wood. The 4 entrance doors are metal.
5. If it is a coat of clear coat you want applied, the products are not zero VOC and are toxic to breathe. Could work be performed outside of operating hours as breathing in the product is harmful?
a. ANSWER: All walls to be painted; no clear coat. All work shall be performed during normal work hours.
6. Because the stained surfaces will be painted with a latex acrylic paint, there are certain steps that need to be taken to ensure proper adhesion, skipping crucial steps will result in the paint failing. When going from a stained surface to a painted surface, the wood needs to be first sanded removing the clear coat as well as abrading the surface so the primer and paint has more to grab to. After sanding it needs to be primed with an oil based primer, or shellac based primer blocking out tannins and resins that would otherwise bleed through wood (a water based primer will not work). After priming then paint can be applied. Oil based primers and shellac based primers pose a fire hazard so ventilation is paramount.
People working would need to wear charcoal respirators so as not to breathe in the toxic fumes.
Will the solicitation be updated to encompass that process? Otherwise bids will vary drastically between doing it the right way with the right prep vs just throwing paint up on un-prepped stained walls. Want to make sure I’m bidding on the same process as everyone else.
a. ANSWER: The solicitation and Statement of Work will not be updated for this question.
