REQUEST FOR QUOTATION (RFQ)

Database Developer for GrainGenes Database Project (Albany, CA)

Amendment 1

Questions and Answers

1. The RFQ states in section 8.0 Primary Area of Contract: Western Regional Research Center (WRRC) Albany, CA 94710. May this work be performed remotely from contractor facilities outside of California or must it be performed on site at the address above?

Answer: Performance is required on-site at WRRC in Albany, CA.

2. Are the database and web service going to be hosted on premise?

Answer: Some on the premise, others in two other states.

3. Does the USDA IT personnel mentioned in Section 4 provide any level of application/server/database support? I would like to determine if I will be resolving all incidents and /or if the USDA IT team will require technical support training.

Answer: All the incidents related to the GrainGenes IT infrastructure will be resolved by the contractor in collaboration with USDA IT personnel.

4. Are there any requirements to use any specific database such as MySQL, PostgreSQL, MSSQL or others?

Answer: Yes; MySQL, PostgreSQL, and Mongo DB.

5. Is the contractor allowed to host the service on Open Source Software like Ubuntu Server?

Answer: Yes.

6. Is the contractor allowed to use Open Source Software to monitor the health, resource utilization and performance of the webservice?

Answer: Yes.

7. Do you have an estimate of the current number of users and visitors? I am trying to determine the amount of resources required to meet current and future needs

Answer: Approximately 30,000 per year.

8. Is this a New Contract? Is there an incumbent on the contract? If yes, could you please let us know the incumbent name and spending done on contract so far?

Answer: This is a follow-on contract to an ended one. Prior contract number is 12905B20P0100.

The contractor was Steve Michel (UEI: SHL1JM5UPJK1). The prior contract was a 12-month base period with one 12-month option period. The period of performance was 6/5/2020 to 7/31/2022. Total obligation for this period was $248,234.40.

9. What is the Start date and Award date for this contract?

Answer: See page 2 of RFQ Terms and Conditions - Section AGAR 452.211-74 Period of Performance. (Feb 1988)

10. Is Resume required for this contract, If yes please specify.

Answer: Read “RFQ_12905B22Q0104 Terms and Conditions” section INSTRUCTIONS on pages 16-18 for a list of what information must be included to be considered. Evaluation section on pages 18-19 describes how quotes will be evaluated.

11. How many key personnel are required and what are the position names and their level of efforts.

Answer: See Attachment I Statement of Work for description of contractor’s responsibilities.

12. Is there any separate pricing sheet for this contract.

Answer: No. See solicitation Description on SAM.gov - Section v for list of five (5) CLINS to price.

13. I don't see any info related to price and the number of resources to be used. Just saw LPTA. Can I at least know what type and how many resources are needed?

Answer: The CLINS are located on the main page of posting on SAM.gov. See part “v.” of the “Description” section. There are five CLINS; offerors must price each one. Vendors must determine what resources are needed to perform the requirements described in Attachment I Statement of Work. Pages 16-18 of the RFQ Terms and Conditions describes what is needed to submit a responsive quote.

14. What is the current website address that need to be enhanced?

Answer: https://wheat.pw.usda.gov.

15. Who developed the current website?

Answer: USDA personnel and non-government collaborators; including the incumbent contractor.

16. Is this all onsite work?

Answer: Yes.

17. Is this considered to be small , mid or large contract ?

Answer: This contract is a Total Small Business set-aside. The project magnitude will not be disclosed.

18. Is this a new requirement or an existing requirement?

Answer: See question 8 above for details that answers this.

19. How many incumbents are there performing this work?

Answer: One contractor.

20. What are the incumbent names, contract #s, and revenues received under the incumbent contract?

Answer: See question 8 above for details that answers this.

21. How many FTEs were on the previous contract?

Answer: FTEs on the prior contract is not required to be disclosed for the purposes of this solicitation.

22. Has the PWS Changed?

Answer: No.

23. What did you like about the previous contract? Dislikes?

Answer: Past performance information of prior contract is not required to be disclosed for the purposes of this solicitation.

24. What are your KPIs?

Answer: Please see the “RFQ_12905B22Q0104 Terms and Conditions” section INSTRUCTIONS on pages 16-18 for a list of what information must be included to be considered. Evaluation section on pages 18-19 describes how quotes will be evaluated.

25. If we have a teaming agreement with a subcontractor, does the subcontractor's experience count as experience for the prime?

Answer: Technical Capability and Past Performance of a subcontractor may count for aspects of the prime contract should the subcontractor perform major or critical aspects of the requirement. Offerors shall make sure to include in their Technical Proposal all the needed information and explanations of this.
