5.1. Background

The North Zone of the Salmon-Challis National Forest requests a quotation to collect Timber Stand Exam Data in accordance with the US Forest Service Common Stand Exam (CSE) protocols. The purpose of this contract is to provide the Government with natural resource information of forested vegetation within the Williams Farm Bill project area where silvicultural treatments may occur.

5.2. Scope of Contract

The Forest Service proposes to contract for technical forestry services to conduct the field phase of a stand exam project. The stand exam will provide the Government with natural resource information for forested and other lands at an intensity required for management decisions.

The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as Government-furnished), incidentals, and perform all work necessary to conduct stand examinations in compliance with terms, specifications, conditions, and provisions of this solicitation.

5.3. Location and Description

The project is located on the Salmon-Cobalt Ranger District on the Salmon-Challis National Forest.

See Attachment 1 and 2 for project area vicinity maps. Individual stand locations shall be delineated on contract work maps, which shall be furnished to the successful offeror at pre-work meeting.) Copies of aerial photos or computer generated images shall be provided upon contractor request.

PA site list of plots to be surveyed, arranged by location and stand number, is included as Attachment 3 and 4.

Work will consist of locating, establishing, measuring and recording data for sample points. A map of the general inventory area, and locations is included in the attached exhibits.

5.4. Accessibility

The Contractor shall be responsible for obtaining all necessary permission to gain access across private land to sample locations on Forest Service land. If the Contractor cannot obtain permission to access a sample location, the Contractor must notify the Government in writing.

Forest Service travel management plan, including yearlong or seasonal closures to motor vehicles, as illustrated in the exhibits, unless authorization is obtained. Maps and photos may indicate that a road goes to the stand, however, vehicle access may be difficult or restricted. Stand locations may necessitate that Contractor walk to the stand or acquire some other means of travel.

5.5. Boundaries

Project boundaries may be identified by topo maps furnished by the Government and physical features shown on vicinity maps.

6. TECHNICAL SPECIFICATIONS

6.1. Stand Examination Instructions

Plot Location Procedure.

Any off-set plot centers must be GPSed and lat/long identified. Note in plot remarks why plot was off-set and directions to adjusted plot center.

2. The Contractor shall identify sample plot centers with wire flags, wooden stakes, or natural stakes, as agreed upon at the prework conference. Upon inspection, the point where a wire flag or natural stake intersects the ground or the top center of a wooden stake shall be used as plot center. Sample plot center markers shall be firmly secured in the ground. Flagging (color agreed upon at pre-work) shall be tied above the plot center on two sides. Re-inspection must be requested in writing within 48 hours after receiving written notice of the inspection results. Re-inspection will be accomplished within five working days after receipt of the contractor's written request.

The same sampling and inspection procedures will be used, but new samples will be taken. The inspection pattern will be shifted so that new samples will not overlap previously inspected samples. Results will be rounded to the nearest whole percent.

If re-inspection results are within five percentage points of the first inspection, the original inspection result will be used in determining acceptability and payment. If re-inspection results are greater than five percentage points above or below the first inspection, the re-inspection results will be used.

If the re-inspection results are within five percentage points of the first inspection, the Contractor shall pay the actual costs of the re-inspection.

Re-inspection after Rework. Where rework after a failed inspection may improve the inspection results, the Contractor may rework the area and request (in writing) a second inspection. The Government will charge to the Contractor the cost of this additional inspection. Re-inspection will be accomplished within five working days after the notice is received. The results of the second inspection will be final, and no further rework will be permitted. Areas not ready for re-inspection at the time specified by the Contractor will not be re-inspected, and the results of the first inspection will be final.
