A-E REQUIREMENT
PRE-SOLICITATION QUESTIONS/ANSWERS
1. Question: Can you help clarify if this is a 40-page double sided submittal? It states that Part I cannot exceed 75 pages, but we assumed that still applies toward the 40-page double sided maximum.
Answer: Part 1 is limited to 75 pages, while the entire submittal is limited to 40 double sided pages (80 pages total)
2. Question: On page 4 of 5 there is a sentence that talks about the disciplines, but the sentence ends at a comma. Do you have the discipline information that it was referring to?
a. “Professional Qualifications necessary for satisfactory performance of required services; the selected firm must have, either in-house or through consultants, the following disciplines,” Answer: Architecture, Landscape Architecture, Civil Engineering, Structural Engineering, Mechanical Engineering, and Electrical Engineering. Additional disciplines which may be required for some projects include professionals who are registered or certified in the primary geographic area and who are experienced at practicing A-E Services in the following disciplines: Construction Management, Cost Estimating, Dam Safety, Environmental Engineering, Fire Protection Engineering, Geotechnical Engineering, Historical Preservation and Rehabilitation, Surveying.
3. Question: Just to clarify the submittal requirements, do we submit 2 or 4 paper copies along with the electronic submittal? Do we email you the electronic submittals or do we mail a CD to you along with the paper copies?
Answer: Two paper copies and all must be EMAILED, NOT MAILED.
4. Question: For the subs, we understand it as follows – let me know if we have interpreted it incorrectly:
a. Part I includes the prime and sub information
b. Part II to include all sub SF330’s (individual for each sub) as well as each branch office of the prime firm Answer: That is correct
6. Question: Under submission requirements, it also states Resumes in Section E and example projects in Section F shall not exceed on page. Please clarify, do you mean shall not exceed 1 page?
Answer: 1 page is correct
7. Question: Do you have specific project types that would be included under this contract?
Answer: Examples of future projects are provided.
8. Question: Is a firm able to submit as a prime and be a subconsultant on another’s team?
Answer: No
9. Question: Does the following sentence apply to subconsultants as well? Or do all services need to be performed in-house? Prime contractors who do not demonstrate the experience and capacity to perform these services in-house will not be eligible for award.
Answer: The prime contractor must be able to perform either: mechanical engineering, or architectural, or civil engineering in house.
10. Question: Does the USDA/Forest Service prefer this project to be led (primed) by an architect (NAICS Code 541310) or and engineering firm (541330)?
Answer: The project may be led by either an architect or engineering firm, however the majority of anticipated task orders will be engineering specific.
