ARCHITECT ENGINEER (A-E) CONTRACT FOR THE USDA/FOREST SERVICE INTERMOUNTAIN REGION (R4)
The Intermountain Region (R4) is soliciting for a Non-Personal Architect-Engineer (A-E) Services in accordance with Federal Acquisition Regulation (FAR) Subpart 36.6.
This announcement is being solicited as a small business set-aside pursuant to FAR 19. The North American Industry Classification System (NAICS) code for this action is 541330 and the small business size standard is $15M.
As a result of this announcement, the Forest Service (R4) intends to award up to two (2) or more Indefinite Delivery-Indefinite Quantity (IDIQ) contract that will be for five (5) years from the date of award to include Options to be exercised at the discretion of the Government. The total amount for the contract(s) shall not exceed $5M.
These anticipated awarded IDIQ contracts will have a guaranteed minimum of $2,500 for the first year of the contract(s). Firm-fixed priced task orders will be issued, as the need arises during the course of the contract period.
PROJECT INFORMATION: The Architect-Engineering (A-E) Contractor shall provide A-E services for the United States Department of Agriculture, Forest Service Intermountain Region (Region 4) on an Indefinite Delivery Indefinite Quantity (IDIQ). The level of work may be Title I, Title II, or Other-Services, or any combination of these as described in this contract. Specific project requirements will be outlined in the individual task order descriptions and in subsequent pre-design meetings.
(Title I) Professional services of an architectural or engineering nature, as defined by State law, if applicable, that are required to be performed or approved by a person licensed, registered, or certified to provide those services;
(Title II) Professional services of an architectural or engineering nature performed by contract that are associated with research, planning, development, design, construction, alteration, or repair of real property; and
(Other A-E Services) Those other professional services of an architectural or engineering nature, or incidental services, that members of the architectural and engineering professions (and individuals in their employ) may logically or justifiably perform, including studies, investigations, surveying and mapping, tests, evaluations, consultations, comprehensive planning, program management, conceptual designs, plans and specifications, value engineering, construction phase services, soils engineering, drawing reviews, preparation of operating and maintenance manuals, and other related services.
The work required under this IDIQ contract consists of furnishing all services, materials, supplies, support, labor, transportation, and performing all work necessary for production of facility and recreation design and project management of construction projects. All references to “A-E” or ”Firm” apply to the architectural, engineering construction management and planning services contractor and all consultants and/or subcontractors hired by the Firm. All other references to the “contractor” refer to the entity that is or will be performing the associated construction efforts.
The lead firm(s) selected for contract award(s) will be predominantly an architectural-engineering firm specializing in Mechanical Engineering, Civil Engineering or Architecture and possess other architecture and engineering capabilities identified.
LOCATION: Projects will be located within the Intermountain Region/Region 4 (Utah, Southern Idaho, Western Wyoming, Eastern California and Nevada). Please see United States Forest Service (USFS) Home Page for Regional information- www.fs.fed.us.
SELECTION CRITERIA: The selection criteria are listed below in descending order of importance (first by major factor and then by each sub-factor).
PER FAR 36.602-1, FIRMS WILL BE EVALUATED ON THE FOLLOWING FACTORS, LISTED IN DESCENDING ORDER OF IMPORTANCE:
1. Past Performance (FAR 36.602-1(a) (4) Demonstrated experience and capacity of the prime contractor to perform either: mechanical, architectural, or civil engineering. Demonstrate successful experience with Federal Contracts in rural and or remote settings representative of facilities and infrastructure found in the forest service. Demonstrated ability to prepare quality work, cost control, compliance with performance schedules, prepare plans, calculations, and specifications that have minimal design errors or omissions and are well organized and result in few change orders or claims. The consultant shall have the ability to provide design solutions that result in facilities that are highly successful in performance, low maintenance, operation, and function. Prime contractors who do not demonstrate the experience and capacity to perform these services in-house will not be eligible for award. Principals, Project Managers, and Senior Level Personnel shall have a minimum 10 years of experience in these services.
The Firms quality control system has effective requirements for quality control. It should have a demonstrated review process of deliverables at stated stages of development or production. A review process should include metrics to ensure all contract materials submitted for inspection are in compliance with contract specifications, accuracy and completeness.
Established project management systems and procedures resulting in meeting established schedules and budgets. Demonstrated experience and record of performance of the proposed team in working together to provide projects that were successful with respect to the following:
(a) Cost control. Ability to produce accurate project cost estimates and to control total project costs within established budgets.
(b) Compliance with schedule. Ability to plan and complete projects on established schedules and to provide accelerated/fast tracked completion of projects. Capacity to coordinate and perform multiple task orders simultaneously.
Demonstrating Past Performance the offeror should include at a minimum, a list of contacts, points of contact and phone numbers for references and any letters of recommendation/appreciation. The contractors’ past performance will also be evaluated to assess performance risks associated with the contractor’s ability to complete the proposed project. The Government may also use past performance information obtained from other than the provided sources identified by the offeror. Information obtained from the Past Performance Information Retrieval System (PPIPRS) database located at http//www.ppirs.gov is one of the sources that will be utilized.
2. Specialized Experience & Technical Competences (FAR 36.602-1(a) (2)) Integrated design team: Demonstrated experience with integrated design with an emphasis on coordination of multi-disciplinary teams, establishment of upfront project goals, and follow through. In addition to the prime contractor's capabilities as stated in Factor 1, the prime consultant must also propose a team of professionally licensed subconsultants in the following specialties: architecture, landscape architecture, historic architecture, mechanical engineering, electrical engineering, land surveying, geotechnical engineering, environmental engineering, construction management, interior design, LEED consultant, Green Globe consultant, Value Analysis/Engineering, and cost estimation. The prime consultant must be licensed to perform within the state of Utah, Nevada, California, Idaho and Wyoming; and be capable of attending frequent meetings with very little advanced notice at the regional office in Ogden, Utah. Principals, Project Managers, and Senior Level personnel of the prime contractor shall have a minimum 10 years of experience in coordinating multidisciplinary teams. The team of subconsultants shall be located within the 5 states of Region 4 and have appropriate professional licenses to perform. The team must also be able to obtain professional licenses in any state as required by individual task orders.
3. Capacity to accomplish the work (FAR 36.602-1(a) (3)) Compliance with schedule. Ability to plan and complete projects on established schedules and to provide accelerated/fast tracked completion of projects. Capacity to coordinate and perform multiple task orders simultaneously.
The contractors’ past performance will also be evaluated to assess performance risks associated with the contractor’s ability to complete the proposed project. 4. Professional Qualifications (FAR 36.602-1(a) (1)) Demonstrated experience in LEED certification, Green Globe Certification, sustainable design practices, Guiding Principles for Federal Leadership in High Performance and Sustainable Buildings, and technical competence in preparing, developing, and finalizing designs for facilities that minimize the environmental impact on the earth's renewable and nonrenewable resources (forest, grasslands, water, solar energy, wind energy, etc.). This includes, to the maximum extent practicable, specifying the use of recycled content material and recovered materials, and providing designs for construction that promote energy conservation and use of renewable energy, pollution prevention, indoor air quality, lighting quality, water conservation, and use of resource-efficient building products. Consultants proposed to fulfill these services shall have Principals, Project Managers, and Senior Level personnel with a minimum 7 years of experience.
5. Geographical Area of the Project and Knowledge of the Locality: (FAR 36.602-1 (a) (5) The prime consultant must be licensed to perform within the state of Utah, Nevada, California, Idaho and Wyoming; and be capable of attending frequent meetings with very little advanced notice at the regional office in Ogden, Utah. Principals, Project Managers, and Senior Level personnel of the prime contractor shall have a minimum 10 years of experience in coordinating multi-disciplinary teams. The team of subconsultants shall be located within the five states of Region 4 and have appropriate professional licenses to perform. The team must also be able to obtain professional licenses in any state as required by individual task orders.
The prime consultant and team of subconsultants must have a successful record of completing design/ studies / investigations of facilities and infrastructure in rural and remote areas where extreme climate conditions are prevalent.
Acceptability under other appropriate evaluation criteria (FAR 36.602-1(a) (6)) The majority of the work will be coordinated through the Regional Office located in Ogden, UT. The prime consultant will be required to attend meetings with short notice at the regional office.
· Prime consultants with the ability to respond quickly, within 4 hours, will be rated as Exceptional.
· Prime consultants able to respond within 12 hours and within the geographical area of Region 4 will be rated as Better.
· Prime consultants located outside of Region 4 will be given an acceptable rating.
Selection criteria outlined in Federal Acquisition Regulation Part 36.6 and Brooks Act provisions apply. This acquisition is set-aside for small business contractors. Firms that have the qualifications to perform the services described above and wish to be considered for these contracts should submit four copies of Standard Form (SF) 330, parts I and II, as well as responses to the five evaluation criteria. Each evaluation criteria shall be addressed in Section H of the SF 330. Copies of the SF 330 are also required for each of the required subconsultants. All documentation will be in an 8.5" x 11" format. Put contractor name and page number on footer. Part 1 is limited to 75 pages, while the entire proposal shall not exceed 40 double-sided pages (80 pages total). Offerors shall submit 2 paper copies. On page 1 of the proposal, offerors shall state one DUNS number that must match the name of the Prime contractor. All offerors must be registered at www.sam.gov.
Professional Qualifications necessary for satisfactory performance of required services; the selected firm must have, either in-house or through consultants, the following disciplines, Architecture, Landscape Architecture, Civil Engineering, Structural Engineering, Mechanical Engineering, and Electrical Engineering. Additional disciplines which may be required for some projects include professionals who are registered or certified in the primary geographic area and who are experienced at practicing A-E Services in the following disciplines: Construction Management, Cost Estimating, Dam Safety, Environmental Engineering, Fire Protection Engineering, Geotechnical Engineering, Historical Preservation and Rehabilitation, Surveying.
SUBMISSION REQUIREMENTS: Interested A-E firms having the capabilities to perform this work are invited to submit an electronic copy of their SF 330 (A-E Qualifications) to the Contract Officer listed below. The current SF 330 must be used and may be obtained from the following web site: http://www.gsa.gov/portal/forms/download/116486
All fonts shall be at least 10 pitch or larger and pages shall be 8 ½” x 11”. PART 1 OF THE SF 330 SHALL NOT EXCEED 75 PAGES. The Organization Chart required in Section D and the Matrix required as Section G, PART 1 of the SF 330 may be presented on a sheet up to 11” x 17”. If an 11” x 17” is used it shall be folded to meet the 8 ½” x 11” requirement, bound in the SF 330 at the proper location, and counted as one page. Blank sheets and/or Tabs separating the sections within the SF 330 will not count in the page-count maximum for PART I, Section F. Resumes in Section E and example projects in Section F shall not exceed on page. When listing projects in PART I, Section F, an Indefinite Deliver Contract (IDC) or IDIQ contract with multiple task orders as an example, is not considered a project. A task order executed under an IDC/IDIQ contract is a project. In Block G-26, along with the name, include the firm with which the person is associated. A PART II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract.
THIS IS A PRESOLICATION NOTICE AND IS NOT A REQUEST FOR PROPOSAL. Submittals must be received no later than 2:00 P.M. Mountain Time (MT) on 30 July 2020. Regulation required that the Selection Board not consider any submittals received after this date and time. Please email all required submittals to Becky Martinez at rebecca.martinez@usda.gov.
NOTE: To avoid a conflict of interest, any contractor proposing as a prime may not have a subcontractor who is also proposing as a prime.
The proposed acquisition listed herein is a total small business set-aside with a NAICS Code of 541330; small business size standard is $16.5M. All interested A-E firms submitting a qualification package must have an active and valid registration in the System for Award Management (SAM) database; https://www.sam.gov/portal/public/SAM.
As required by acquisition regulations, interviews for the purpose of discussing prospective contractors’ qualifications for the contracts will be conducted only for those firm considered most highly qualified after submittal review by the selection board. Interviews will be in person and will be scheduled no later than 45 days after receipt of submittal packages.
Phone calls and personal visits for the purpose of discussing this solicitation with contracting/project management and/or engineering personnel are not allowed.
