About this file
This file is a Questions and Answers document providing clarifications and amendments to a BPA Call Order for Disaster Relief Invasive Treatments on the Payette National Forest in Adams County, Idaho. The document addresses four key inquiries from potential contractors regarding project scope, application requirements, and billing procedures.
The solicitation involves herbicide application services across three treatment areas: Lava Point (both roadside and ground application) and Limepoint (both roadside and ground application). Maps for all treatment areas are available in the referenced attachments. Application requirements specify that roadside treatments must extend 25 feet on either side of the roadway. A previously stated requirement for applicators to spray 40-100 acres per hour has been removed from the contract, allowing contractors greater flexibility in equipment selection including UTVs, truck sprayers, or backpack sprayers. The contract timeline extends from July 1, 2026, through November 2027, with the actual schedule dependent on the award date. Billing may be submitted upon completion of one-third of the Lava Fire ground treatment, completion of all roadside treatments for both Lava and Limepoint areas, and completion of one-third of the Limepoint ground treatment, rather than requiring per-acre, monthly, or end-of-season billing structures.

Questions and Answers
1. There was only 1 map attached, the Lava Point Roadside map. Are there maps for the Lava Point Ground Application, Limepoint Roadside and ground Application?
See C05d Attachment 5 Current Invasive Acres 1284LM26Q0090, C05e Attachment 6 Current Invasives Lava Payette NF 1284LM26Q0090, and C05f Attachment 7 Current Invasives Limepoint 1284LM26Q0090.
2. Is there a designated distance off the roadside that needs to be applied?
25 feet from roadside on either side of roadway.
3. The contract states that the applicator needs to be able to spray 40 - 100 Acres per hour. That seems like a lot from a UTV, truck sprayer or backpack as mentioned in the contract. Is that a hard line expectation?
This requirement has been removed. See C05c Amended LMIR BPA Call Form 1284LM26Q0090.docx.
4. The contract states that it starts July 1, 2026, and goes through Nov 2027. Is the expectation that one area would be sprayed this year, and next year the second area? How does that work for billing? Would a contractor bill per acre sprayed? Monthly? At the end of the season?
Timeframe will depend on the date of the award of the order. Billing can submit billing upon completion of 1/3rds for the lava fire ground, all of the roadside for lava and lime point and 1/3rds of the lime point.
