About this file

This file is a Questions and Answers document for USDA Forest Service Flathead National Forest Equine Winter Boarding solicitation 1284LM26Q0067. The document addresses two key technical requirements clarifications submitted by potential bidders. Regarding shelter requirements, the Government does not mandate man-made structures but requires that the pasture provide natural shelter such as trees or coulees. For acreage requirements, the Government specifies a minimum of 30 acres to accommodate potential stock growth over time, though it notes that 20 acres could initially suffice for current operations. This Q&A was incorporated into Amendment 0001, which extended the quotation due date to June 12, 2026, COB. The solicitation is a small business set-aside for equine winter boarding and supplemental feeding services within 200 miles of the Flathead National Forest Office in Kalispell, Montana, with a small business size standard of $11 million under NAICS code 115210.

Questions and Answers

1. Can you advise on the type and minimum square footage of shelter deemed technically acceptable for this solicitation? As far as shelter the Government does not require any man-made shelter but the pasture should have some level of natural shelter i.e. trees or coulees.

2. Can you advise on the minimum amount of acreage that would be deemed technically acceptable for this solicitation?

20 acres would suffice but if we bought more stock over the next few years, 30 acres would be more appropriate. So, the site should have at least 30 acres to accommodate potential stock growth.
