CONTINUATION OF SF30, BLOCK 14 Amendment: 1 / RFQ: 1284LM22Q0101 Moscow Reroofing Project / Page 2 of 3

Moscow Roofing Pre-Bid Conference

9/15/2022 @ 1300 Mountain Time

Question1: Regarding inconsistencies between the extended warranty as an optional bid add vs the base bid.

Discrepancies regarding warranty between specs and drawings.

A: Specifications. Refer to J-4 amendment 1 attached and the Specifications under paragraph 1.9 Warranty (A. and B.)

for changes that apply to this requirement. Reduced warranty from 30 year manufacture warranty to 20 years. At a minimum, the Contractor shall provide a workmanship warranty for 5 years under the base bid. Contractors shall extend the warranty length for up to 20 years under the optional bid-add.

Changes made to page 20 of 35 (Specifications)

1.9 WARRANTY

A. Manufacturer’s Warranty: Manufacturer's standard form, without monetary limitation, in which manufacturer agrees to repair or replace components of membrane roofing system that fail in materials or workmanship within 20 years from date of Substantial Completion. Failure includes roof leaks.

B. Workmanship: Contractor shall provide a minimum of 5 years workmanship warranty against all leaks.

Workmanship warranty duration shall be extended to 20 years under an optional bid add.

Question2: Regarding the Composition of the existing decking.

A: Existing decking consists of 4x6 T&G wood planking.

Existing insulation below the membrane?

A: Existing insulation is ½ - 2” Polyiso board

Question3: About the possibility of utilizing low-rise foam vs mechanically fastened membranes

A: Government would accept offers to utilize low rise foam as adhesive so long as it complies with manufacturer’s recommendations and does not void warranty.

(End)

Question: I cannot locate the required R value for the new flat rigid insulation that is to be installed for the above referenced project. The drawing does provide an R value for the tapered insulation, but again, neither the specs nor the drawing indicate an R value for the flat rigid insulation. Please advise.

A: Since the roof replacement will go down to the deck, the Contractor must comply with IECC minimum R-values for insulation above the roof deck for ASHRAE climate zone 5. The total insulation and membrane R-value must be at least R-30ci.
