About this file

This is a Request for Proposal (RFP) for janitorial services at two locations for the Idaho Panhandle National Forests within the USDA Forest Service. The solicitation covers janitorial services for the Fernan Office (located in Coeur d'Alene) and Silver Valley Office (located in Smelterville), involving three total buildings spanning approximately 16,741 square feet. The contract period is from August 1, 2025, to March 31, 2030, with a base year and four option years, and allows for potential awards to one or two contractors.

The solicitation requires year-round janitorial services including daily cleaning of fixtures, floors, waste containers, walls, appliances, furniture, and other building elements. Contractors must use biobased cleaning products, submit detailed inspection checklists, and comply with specific performance standards. The procurement is set aside as unrestricted for small businesses, with a wage determination specifying minimum wage rates. Quoters must submit technical and price proposals by July 3, 2025, at 5:00 PM Pacific Time, with site visits scheduled for June 25th and evaluation based on past performance, biobased product usage, and pricing.

All three buildings will require year-round janitorial services. One of the buildings is located at the Fernan Office and two of the buildings are located at the Silver Valley Office.

This work is being solicited as a performance-based service contract. There shall be no additional cost to the Government based solely on an error or variation in the square footage or other similar miscalculation listed. The descriptions that follow are the areas that are intended to be covered by the resultant contract.

B.2.1. FERNAN OFFICE

The Fernan Office is a three-level building comprised of a Lower-Level, Main-Level, and Upper-Level. The Lower-Level is a partial walkout. Each level has a drinking fountain as well as an exterior door on the east side. The Lower-Level exterior door is off the hallway while the Main-Level and Upper-Level exterior doors are off small, tiled foyers. Smaller appliances such as microwaves and mini refrigerators are located throughout the building.

There is an elevator that is functional for all three levels as well as a stairwell. The stairs are wood with rubberized tread on the steps and landings. The stairwell has a metal handrail with open metal sides on the interior. There are covered, suspended light bars on the Main- Level and Upper-Levels. The lower level is approximately 4,527 square feet, the main level is approximately 6,020 square feet, and the upper level is approximately 4,444 square feet for a total of approximately 14,991 square feet.

• Fernan Office – Lower Level The Lower-Level is comprised of two large conference rooms, one office with multiple desks, a Mother’s Room, one Shower/Locker room and two Restrooms. The two conference rooms have multiple tables and chairs that can be rearranged, and the rooms can be divided using a fabric room divider. There is also one ceiling mounted screen, one large display monitor on a stand, and one large TV monitor on a table. Conference room “A” also serves as a breakroom and has a small sink and cabinets with countertops. There is one full-size refrigerator, a microwave, and a toaster oven. The break area flooring is a newer type of sheet vinyl than what is located in the hallways, Shower/Locker Room, and Restrooms.

The Shower/Locker Room has multiple metal lockers, a wooden bench in the middle of the lockers, one sink, and three individual shower rooms. The shower rooms have rubberized flooring with a plastic shower insert and shower curtains. The walls have ceramic tile halfway up the wall and either painted concrete or painted drywall for the upper half of the walls. Flooring is older tile vinyl.

The women’s restroom has two toilets and two sinks. The men’s restroom has one urinal, one toilet, and two sinks. Flooring for both restrooms is older tile vinyl.

The ceiling is a suspended panel ceiling with foam core type panels. Overall, flooring for the Lower-Level is 50% carpet and 50% vinyl.

• Fernan Office – Main Level The Main-Level is mostly an open office concept with cubicles throughout. It is also comprised of a reception area, one large conference room, four offices, and two restrooms. One office has a small meeting room as a pass-through. The conference room has a large table, one small sink, and a microwave. The reception area has a display cabinet built into the wall, a large, plush Smokey Bear, and an elk mount.

Behind the reception area there is a bank of cabinets with countertop workspace as well as filing/storage cabinets. There is a small sink next to the drinking fountain in the hallway. Flooring is carpet throughout the staff area and two different types of stone tile in the reception area.

The women’s restroom has two toilets and one sink. The men’s restroom has one urinal, one toilet, and one sink. Flooring in both restrooms is small, square, stone tile.

The ceiling area above each corner of the building is open up to the Upper-Level ceiling with exposed beams and trusses. Otherwise, the ceiling is suspended panel with foam core type panels. Overall, flooring for the Main-Level is 80% carpet and 20% stone tile.

• Fernan Office – Upper Level The Upper Level is mostly an open office concept with cubicles throughout and is also comprised of two offices, and two restrooms. The footprint of the Upper-Level is smaller than the Main-Level with each corner of the Upper-Level overseeing down onto the Main-Level work areas. The center of the Upper-Level has an atrium and large skylight with exposed wood beams and trusses, and planks throughout for the ceiling.

Cleaning the atrium/skylight will not be part of the services required. The interior of the atrium has exposed concrete block walls that run down to the Main-Level floor.

The women’s restroom has one toilet and one sink. The men’s restroom has one urinal, one toilet, and one sink. Flooring in both restrooms is small, square, stone tile.

Overall, flooring for the Upper-Level is 90% carpet and 10% stone tile.

B.2.2. SILVER VALLEY OFFICE
