RFQ #1284LLQ0074

Amendment 0001

a. The following are prospective offerors’ questions and the Government’s response to those questions:

Q1: Do we need a Lift Gate?

A1: No, a lift gate is not required for delivery.

Q2: Who will unload the trucks?

A2: Forest Service personnel are able to unload the trucks if the delivery company does not have the capability to do so.

Q3: Is each destination truck accessible?

A3: Yes. The delivery locations are accessible to a truck.

Q4: Do you have a color preference for the seats?

A4: Seats should be brown. The same as the tops.

Q5: Do you want items where no assembly is required for the Government, or do you want the deliverers to assemble all items?

A5: Tables can come unassembled. Previous orders have arrived with the seats, table tops and bases separate with little work to construct the final product. Final assembly can be done by the

Forest Service. Fire rings should come fully assembled except for the anchor pins.

Q6: Images of the Fire Ring and Picnic Table: Could you provide images or technical drawings of the specific fire rings and picnic tables that meet the required specifications? This will help us ensure that our proposed products align with the solicitation’s requirements.

A6: Attachment 3 – Picture of Table and Fire Ring is hereby incorporated to this solicitation.

Q7: Incumbent Information: Is there an incumbent currently providing these services?

A7: No. We have received tables and fire rings from a number of vendors/suppliers over the years.

Q8: Tables: #3 of the Technical Specifications states minimum 1420 lbs per sq ft snow load rating. Those are available and specified by us as the “V” type. You have always gotten our “D” type, which are commercial duty and heavier than competitor items. We assume these have worked well for you in the past.

A8: We, indeed, want the “D” type commercial duty picnic tables. We are very happy with these type tables based on our experience with them.

Q9: Tables: #9 of the Technical Specifications states “D” type table. Is this the same type that you received previously?

A9: Yes. See our response above (A8).

RFQ #1284LLQ0074

Amendment 0001

Q10: Fire Ring: #8 of the Technical Specifications states, “Grate is a single level, hinged cooking surface that swings outside the ring…” This is our FSW grate, and you always got the

FS grate which flips back out of the fire ring. We are assuming you want the FSW because it is

ADA.

A10: We want the FS grate that flips back out of the fire ring and NOT the grate that swings.

This was an error in the Technical Specifications; accordingly, this specific aspect described in

Fire Ring #8 of the Specifications is hereby changed to reflect the grate that flips back out of the fire ring.

Q11: We suggest putting in the Specs the statement: “Samples May Be Required.”

A11: This is actually already a submittal requirement in the Combined Synopsis/Solicitation.

See Page 2 under Technical Proposal, which states the following:

Factor 1 – Qualifying Product – Provide a technical sheet and picture (if available) for each item on the Schedule of Items, demonstrating what you are offering to us. Load rating must be provable. You must include the test results of your load testing for the items requiring it. Also, include your proposed delivery date for each line item.

Q12: Price Validity: Could you confirm the period for which the proposed prices should remain valid?

A12: 120 days

Q13: Additional Information: Are there any other details or insights that could assist us in preparing our bid? This may include past performance data, specific evaluation criteria, or any other pertinent information.

A13: Please address or respond to the proposal submittal requirements specified on Pages 1 through 5 of the Combined Synopsis/Solicitation. Additionally, the offeror must provide unit pricing on all of the line items in Attachment 2 – Schedule of Items. Do not merely provide a lump sum amount as your price quote for this requirement. Be advised that your offer may not be considered if you do not provide a unit price for each line item in the Schedule of Items.

Past Performance is Factor 2 and discussed on Pages 2 and 3 of the Combined

Synopsis/Solicitation.

b. As authorized in FAR 13.106-2(b), evaluation of technical proposals may be conducted using adjectival ratings pursuant to FAR 15 Contracting By Negotiation. As part of its comparative analysis of the technical proposals, the Government may establish a ranking of proposals based on each proposal’s final adjectival rating.

c. The offeror’s Price and Technical Proposal, in response to this solicitation, is now due at 5:00 p.m. Central Time on August 9, 2024 via email to mary.harding@usda.gov. If you have any questions pertaining to any aspect of this solicitation or its attachments, please email Contract
