RFP 12844718R0002 Q&A Updated 3/23/2018

Question 1 Is it acceptable to collect the imagery using two cameras (one RGB and one NIR) and combine the bands during the orthomosaicking process to create 4-band orthomosaics?

Answer 1 The RGB and NIR must be captured using a single camera. Please refer to Attachment 3, Paragraph 1.4: “The camera shall capture, as a minimum, natural color (approximately 440– 850 nm) and near infrared color (approximately 780 – 850 nm) channel data simultaneously or near simultaneously using a single camera (near simultaneously is defined as less than 500 milliseconds). Additional multi-spectral bands may be collected with a secondary or auxiliary camera and/or system.”

Question 2 Are non-image areas, either white space or black space, permissible beyond the buffer in the ortho tiles? Can imagery acquired beyond the buffer be included in the ortho tile?

Answer 2 Section C-3.3(a), is amended to provide clarification, as follows:

“The tile shall not contain any borders, artifacts, or other non-image items. Due to the shape of the easements, ortho tiles may contain non-image area(s) consisting of black pixels, as long as the image buffer requirements are met. Imagery captured beyond the boundary due to the footprint of the camera may be included in the tile, but is not required.”

Question 3 Does the 51% rule under a small business set-aside apply to both the imagery acquisition and the processing?

Answer 3 Under the small business set-aside portion of this contract, at least 51% of the work must be performed by the prime small business contractor. The NAICS code for this requirement is considered a service by the SBA, so the 51% rule would apply to both the acquisition and processing portions of the contract.

Question 4 Will there be only one small business award?

Answer 4 While there may be only one small business award under the set-aside portion of the requirement, there may be other small business awards made through the source selection process for the non-set-aside portion of the requirement.

Question 5 Could you provide information on previous award pricing for this requirement?

Answer 5 This requirement was previously awarded as mostly film and some digital delivery orders for SLI easements under the listed five-year IDIQ contracts (note the contracts also include the NRI film requirements). The award information for the following contracts may be found at https://www.fpds.gov/

AG-8447-C-13-0004

Question 6 Can this imagery be acquired with drones?

Answer 6 It is unlikely the camera systems most efficiently utilized for this requirement could be supported by drones. Also, the flights are typically conducted in restricted airspace due to the scale/ground sample distance of the imagery.

RFP 12844718R0002 Q&A Updated 3/23/2018

Question 7 Wage Determination WD 95-0222 was revised 1/10/2018 (Rev. 44), does the update apply to this solicitation?

Answer 7 Yes, the solicitation is amended to include WD 95-0222 (Rev. 44), Revised 1/10/2018

Question 8 Is the response date being extended?

Answer 8 The original answer to this was no, and it would remain 3/26/2018; however, since that is a Monday and source selection schedules permit an extension, the response date is being extended to Wednesday, March 28, 2018.

Question 9 Will digital signatures be accepted on the proposals?

Answer 9 Yes, digital signatures will be accepted on the proposals.

Question 10 Section F-2, indicates Government approval is not required for the flight plan. Isn’t the reason for submitting the flight plan five days prior to notice to proceed to allow for approval?

Answer 10 The flight plan is requested five days prior to the notice to proceed for review purposes only. The review may result in feedback or questions; however the contractor is responsible for ensuring the flight plan provides required coverage.
