RFP 12844718R0001 Q&A 4/9/2018
Question 1 Section 3.1(d) on page 7, First Photo Period is referenced, but we are not given dates for these in the solicitation.
Section 3.2(a) the First Photo Period is referenced, but at no other location than these two spots.
Can the first photo period counties be flown during the state photo period without an extension?
Answer 1 The First Photo Period is established for certain counties within a state to allow for collection of the imagery upon notice to proceed, prior to the start of the state photo period. The location of these counties is generally reflected as white areas in the project map in Attachment 3. The exact locations will be provided in a text file upon award, as this information is subject to receipt of the non-disclosure form provided in the solicitation. While the Government preference is to have these counties flown prior to the state periods, they may be flown during the state photo period without an extension.
Question 2 In the past, Texas and California have been divided into multiple sections with their own starting periods. Can you confirm whether this requirement has been removed?
Answer 2 Texas and California have multiple photo periods that are reflected in the map provided in Attachment 3. These periods will also be included in the text file provided upon award.
Question 3 Does the 51% rule under a small business set-aside apply to both the imagery acquisition and the processing?
Answer 3 Under the small business set-aside portion of this contract, at least 51% of the work must be performed by the prime small business contractor. The NAICS code for this requirement is considered a service by the SBA, so the 51% rule would apply to both the acquisition and processing portions of the contract.
Question 4 Will there be only one small business award?
Answer 4 While there may be only one small business award under the set-aside portion of the requirement, there may be other small business awards made through the source selection process for the non-set-aside portion of the requirement.
Question 5 Could you provide information on previous award pricing for this requirement?
Answer 5 This requirement was previously awarded as mostly film and some digital delivery orders for SLI easements under the listed five-year IDIQ contracts (note the contracts also include the NRI film requirements). The award information for the following contracts may be found at https://www.fpds.gov/

Question 6 Can this imagery be acquired with drones?

RFP 12844718R0001 Q&A 4/9/2018
Answer 6 It is unlikely the camera systems most efficiently utilized for this requirement could be supported by drones. Also, the flights are typically conducted in restricted airspace due to the scale/ground sample distance of the imagery.
Question 7 Wage Determination WD 95-0222 was revised 2/08/2018 (Rev. 45), does the update apply to this solicitation?
Answer 7 Yes, Amendment 1 of the solicitation includes WD 95-0222 (Rev. 45), Revised
2/08/2018
Question 8 Please confirm that scanline TIFFs, not tiled TIFFs, are required.
Answer 8 Tiled TIFFs are required. Amendment 1 of the solicitation removes the conflicting language in Section C-3.4(b).
Question 9 Will digital signatures be accepted on the proposals?
Answer 9 Yes, digital signatures will be accepted on the proposals.
Question 10 Please confirm that approved film cameras must have a calibration date no older than five years prior than the solicitation response date, given the closure of the USGS OSL.
Answer 10 Amendment 1 of the solicitation adds the option to Attachment 6 for Contracting
Officer approval of cameras for which the calibration reports are older than five years, based upon recently demonstrated viability of the camera for accuracy and photo quality.
