SOL. 12837918Q0017 - EVALUATION FACTORS FOR CONTRACT AWARD

BASIS FOR AWARD

Award will be made using the Best Value continuum. The Government intends to award a single contract resulting from this solicitation to the Offeror: (1) whose response/offer is acceptable for all non-price factors, and (2) whose non-price/price relationship is the most advantageous to the Government. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. Award may not be made to the lowest price offeror. The Government may reject any or all offers if such action is determined by the Contracting Officer to be in the best interest of the Government.

The following factors will be evaluated in the determination of a contract award.

➢ FACTOR 1. Past Performance and Organizational Experience

➢ FACTOR 2. Technical Capability to Perform Tasks in Scope of Work

➢ FACTOR 3. Safety

➢ FACTOR 4. Price for Project.

All non-price factors combined are approximately equal to price. Responses to this RFQ shall address:

1. Past Performance and Organizational Experience—please provide a detailed description of each of your past relevant projects and the work that your firm performed. Describe your company’s ability to perform the scope of work contained in this solicitation. The Offeror must submit a list of references for all similar, relevant work. Include any letters of commendation or recommendation from past jobs.

Include the following information for each contract and subcontract representing your company’s past performance:

1. Name (Govt. agency or company you performed work for) and location of contracting activity)

2. Contract Number

3. Contract Type

4. Total contract value

5. Contracting officer and telephone number.

6. Program manager and telephone number (the person that has direct knowledge of your project)

7. Discuss any problems associated with the project and how you resolved them.

2. Technical Capability to Perform Tasks in the Scope of Work— Detailed explanation of the equipment, tools, transportation, supplies, and personnel at your firm’s disposal to perform all tasks in the Scope of Work. As a minimum, the Offeror must demonstrate acceptable technical capability to perform all the tasks listed in the Scope of Work. Indicate what training your key personnel and employees have completed, and submit a Quality Control Plan that addresses the work of this contract.

3. Safety—Include your firm’s standard Safety Plan for working on construction projects.

4. Price—Include your final price for each of the schedules of items including all applicable taxes.

Prices will be analyzed for realism to determine if the proposed unit prices are realistic and representative of the work called for in the solicitation and consistent with the Government estimate.
