Criteria is mandatory.

A.) Questions posed by prospective contractors and their answers are listed below:

1.) What is the High Clearance roads supposed to look like once completed? Answer: High clearance vehicle roads, like passenger car roads, must be in a condition appropriate for the traffic served. Passenger car roads must be suitable for passenger cars. High-clearance vehicle roads must be suitable for high-clearance vehicles. The proposed contract does not mention maintenance levels.

2.) FSRD 144 is in terrible shape does this road need to be brought back to a level 3?

Answer: Road 144 is listed as a passenger car road. It must be in a condition appropriate for passenger cars.

3.) If rock is found on a road to large for a dozer to remove is it required to bring in a rock hammer to remove the rock? Answer: Subsection 303.05 requires “remove all organic, deleterious, or oversize material larger than 6 inches from the top 6 inches of roadbed.”

4.) Once rock is removed from the road bed and a large hole is left does it fall on the contractor to supply material to fill in this hole and compact? Answer: Subsection 303.05 requires “fill incised areas, remove surface irregularities and shape to provide a uniform surface.”

5.) Are the culverts required to be cleaned out free to flow? Answer: Subsection 303.03 requires “. Remove all slide material, sediment, vegetation, and other debris from the existing ditches and culvert inlets and outlets. Reshape ditches and culvert inlets and outlets to achieve positive drainage and a uniform ditch width, depth, and grade.”

6.) Will trees have to be cut and removed that are in the bar ditches and on the roadway?

Answer: Subsection 303.03 requires “remove all slide material, sediment, vegetation, and other debris for existing ditches and culvert inlets and outlets.”

7.) Per the solicitation documents will we be required to complete all work within 6 months?

Answer: No. The period of performance is from contract award to December 31, 2019.

8.) Section 303, specifically 303.05, Roadbed Repair; This section states, “Remove all organic, deleterious, or oversize material larger than 6 inches from the top 6 inches of roadbed. Dispose of waste according to Subsection 204.14. Fill incised areas, remove surface irregularities, and shape to provide a uniform surface. Compact according to

Subsection 204.11.” After touring all of the roads, several have been identified which have significant rock protruding from the roadbed surface. Specifically, Roads #8, #11, #632, #113 as well as several others are heavy with rock with really no way to cut them to drain, without making them deeper which will turn them into conveyers of water, causing additional erosion/maintenance issues. Is your intent to us aggregate fill to make these drivable and shape the surface(s) to drain.? Answer: This contract is for roadbed repair only and NOT for aggregate placement. Disposal of waste has been changed to “dispose of waste legally off the forest.” Compaction of aggregate surfaces has been changed to

“compact by operating equipment over the full width of the road.”

9.) Can we go outside the foot print of existing roadway to generate material for fill on any of the roadways? Years of maintenance appears to have left many of the road ways in a depressed condition, causing the roadbed to be too low to achieve positive drainage, in effect leaving nowhere for water to go to, except down the road. Answer: If fill material is needed, we cannot go outside the road footprint without getting a Heritage (archaeological) clearance for that area. We prefer that material from the road be used to fill in the road. If that is not possible, we will have to deal with each problem on a case-by-case basis.

10.) At road 324 there are several roads next to each other. It appears the lower road is the main road. If correct, this road will take a substantial amount of fill to improve the roadbed, as it is currently a conveyer of water. Please confirm which road would you like to address.

Additionally, if the lower road is the correct road, would imported aggregate be the acceptable method for filling to correct drainage? Answer: In any situation where there are

“bypasses” along the road, the one that we choose for blading will be done on a case-by-case basis.

11.) Road way #100, #103 and several others are in good shape. Are we correct in interpreting Section 303, your intent is to just supplement these road ways in spots were they are bad, or is there a certain elevation/cross slope, etc. you like to achieve? Answer: If the portions of the roads are in “good shape” at the time of the work and specific portions do not need any work, we do not expect the contractor to work on that portion of the road. If, however, when the road is inspected, if the skipped portions are not adequate the contractor will need to work on those portions.

12.) On several roads, there are large rock, some perhaps bedrock, protruding above roadbed.

Would you like to cap these and create a smooth transition over these or is the intent to try and remove them from the top 6 inches of the roadbed. Removing them may create a substantial issue with regards to cost to remove and dispose of. However, adding aggregate may change the road classification? Historically, under USFS contracts, the direction has been to use what existing ditch cleaning material we can generate, and do “the best you can” with these roads. How will the Santa Fe Forest desire these types of situations corrected?

Answer: We do not expect the roads to be plated to make a smooth surface. If the rocks can be removed, then remove them. If the rocks cannot be removed, then leave them in place. If the road is down to bedrock, leave it there.

13.) Water is in short supply in this area in general, especially earlier in the season. Currently, the USFS maintenance crews are not adding water to road projects. Is it your intent for the contractor to fully moisture condition all roads, or utilize moisture from later season rains when they occur to the extent possible? Answer; We do not require the contractor to use water for this project.

14.) Is there an engineers’ estimate for this project? Answer: Yes. The engineers estimate is confidential.

15.) For roads currently not graveled, but having existing poor surfacing (i.e, protruding rocks, erosion/gullying, severe rocky surfaces), is imported aggregate surfacing the preferred method for creating an acceptable surface? Answer: This project does not include ANY aggregate placement.

16.) Road 133, Jemez District, appears to be a paved road. Is the intent to only clean the ditches and culvert ends? Answer: Road 133 is a paved road and has been removed from the project.

17.) I am preparing a proposal for the Santa Fe NF Forestwide Blading Road Maintenance

Project and having problems locating some of the roads listed. Can you recommend a map or series of maps that could be used to find ALL the roads---and where can I get copies of the map? Answer: Yes, it’s in the solicitation. On the second page, item 7 under

“Important items applicable to a contract resulting from this solicitation.” It’s a link to all the maps on our website.

18.) Construction water – can this be obtained onsite, from adjacent streams (submersible pump). Answer: We are not requiring any water for this project.

19.) Base Course ( or Surface Course). The work involves blading and reshaping the existing road. Are we adding any material to what’s there or only working with the surfacing present at a site? I’m not sure how to determine a quantity if we’re required to truck in surfacing material. Answer: This project does not require any aggregate placement.

20.) Clearing – can we waste material generating from clearing operations onsite? Answer:

There should not be enough of this to make much of a difference. Large logs can be cut up and stacked on the side of the road so that people can take them for firewood if they want.

Smaller pieces can be scattered on the forest.

21.) Testing – are densities going to be taken. Is the Contractor responsible for the cost of testing. Answer: No. Testing is not required in this project. Please see the changes to the specifications.

22.) Is any Traffic Control needed ? Answer: Yes, traffic control will be necessary, but it usually involves placing warning signs before the work area. These signs will be required

23.) We are assuming that no surveying is required for the performance of this work. Is that assumption correct? Answer: Correct, no surveying is required.

24.) Is a road accepted when the grading is done, meaning, is the work accepted area by area, and not when the last road is done. The concern is severe weather damaging a road that was completed. Answer: The road will be accepted when the work on the road is completed.

25.) Each bid package has a Contract Time – some as little as 30 days to blade 146 miles of road. The bid documents say all work must be completed by end of December 2019. Do the

Contract Times listed on the individual bid schedules govern, because they are quite tight, especially given that we will have in excess of a year to complete the work. Answer: The timelines on each individual schedule have been removed. The period of performance, from contract award until December, 2019 shall govern.

26.) Is the intent of the project to require 12” subgrade compaction throughout, or to blade and reshape the roadway for driveability and safety, with a minimal compactive effort required?

What level of smoothness is required for the High-clearance Vehicle Roads? Answer: We do not have a compaction specification for this project. The specifications are clear on what is required. Please see Subsections 303.05 and 303.06. The description of work states that the work must provide a level of smoothness appropriate for the traffic served. The types of roads are listed in each of the bid schedules.

27.) What tax rate will be used on this contract? Answer: The tax rate applicable will depend on the NM County in which the work is performed.

28.) End of Q&A B.) Due date/time for response to this solicitation has been extended to 5:00 PM MDT, Thursday, August 09, 2018.

C.) Prospective contractors shall submit their responses/quotations via e-mail at: jvaroz@fs.fed.us

D.) All other Terms and Conditions of the solicitation remain in full force and effect.
