RFI’s
1) Can we withdraw water from Bartlett Lake to use for dust abatement and compaction on the road?
Contractor is not authorized to withdraw water from Bartlett Lake. Contractor shall arrange for an alternative method to address dust abatement.
2) One of the culverts that is proposed to be cleaned out, has also been squished. Should we replace the culvert?
Contractor shall bid the project with no change to the schedule of items and/or specifications.
3) Can the erosional debris that we remove from the roadway and ditches stay onsite or does it need to be hauled offsite?
The debris can stay onsite.
1) How large are each of the Qty 70 gabion baskets?
The solicitation package calls for 70 cubic yards of gabions. The size of the gabion baskets or gabion mattresses will vary depending on the individual site conditions. The contractor will determine sizes for the baskets/mattresses that most effectively stabilize the eroded embankments.
2) Of the six areas that call for gabion baskets in Exhibit 3, how many gabion baskets are required at each location? Or can we decide as we progress?
The number of gabion baskets or gabion mattresses will vary depending on the individual site conditions (per the Gabion Wall Detail included in the package). The contractor will determine the number of baskets/mattresses needed that most effectively stabilize the eroded embankments.
3) What areas will require an engineer onsite for compaction testing? Essentially how many compaction test results are you looking for?
One test per soil type is required.

4) There is only one illustrated page for FSR459A. The dark area directly below the “Administrative Road” states “Repair erosion, fill and compact. Restore and stabilize embankment.” This appears to be next to the culvert pipe that has a 10-12 foot drop below it from erosion. Due to that we feel, though it isn’t called out, gabion baskets would be required in that area to not have erosion wash it all out again at the next rain. Could we dedicate a few of the Qty 70 gabion baskets for this location?
The solicitation package calls for 70 cubic yards of gabions. Contractor is to bid on the quantity. If it is determined that more or less of that bid quantity is necessary, changes will be field coordinated.
5) How long of a warranty is the USDA Forest Service requesting on this work? I ask because areas that don’t have gabion baskets, some other reinforcement, or water diversion created, will have a tendency to erode again.
Per federal acquisition regulations, contractor work is typically warranted for a year. However, if additional work is required due to natural erosion, not stemming from contractor’s negligence or poor workmanship, than the contractor shall not be held responsible then. (Verify with CO) This correct (CO)
1) Is the Forest Service the Authority Having Jurisdiction over the roads?
Yes
2) Can we pump water out of the Lake for use in dust control and compaction?
Contractor is not authorized to with withdraw water from Bartlett Lake. Contractor shall arrange for alternative method to address dust abatement.
3) As for traffic control, do you want a full flagger/pilot car setup through the work site?
Pilot car may be unnecessary. Overall intent is to ensure safety and convenience of the public, while keeping roads open. See Statement of Work_Requirement/Specification_ Forest Service Supplemental Specifications_Section 156. Contractor to provide temporary traffic control plan
4) Can either of the roadways be closed to traffic during working hours, or must they remain open?
Traffic must be allowed to flow in both directions during work hours. At least one lane of traffic must remain open and maintained per approved traffic control plan.
5) Will weekend work be allowed?
Request for authorizing work on weekends will be evaluated at time of request after award.
6) Are we required to keep our equipment on the pavement, or can we set them up off road?
Contractor staging area will be field coordinated after award at location close to work area. Both roads are required to be open at the end of each shift.
7) What areas are available to stage equipment and materials?
Contractor staging area will be field coordinated after award at location close to work area.
