CONSTRUCTION RFP SOLICITATION PACKAGE SOL NO: 12817319Q0013
UNIT: APACHE-SITGFREAVES N.F
PROJ NAME: REPLACE ROOF CLIFTON RANGER STATION
SECTION M – EVALUATION FACTORS FOR CONTRACT AWARD
M1.0 BASIS FOR AWARD: BEST VALUE – TRADEOFFS
Evaluation: Contracting officer will form a Technical Evaluation Panel to evaluate each offer. Two (2) evaluation factors will be rated: Technical and Price.
Technical – May rate up to 50 percent for this factor: technical proposal which is based on how well and complete the offeror addresses the following:
Up to 10 percent. Alternate technical proposals. Alternate technical proposals offered in addition to the “more” standard roofing system are encouraged. In particular, those that offer technical innovation leading to energy savings or using “green” products will be evaluated and considered later in the process for Best Value Trade Offs. An alternate technical proposal that eliminates the need to remove the existing roof would also be considered by the team in Best Value Trade Off discussions.
Up 5 percent: Length of warranty - The longer the roof is warranted is an advantage.
Up to 10 percent: Professional Qualifications - Offeror to provide documentation of professional qualifications for the licensed mechanical engineer
Up to 25 percent: Contractor’s Past Performance: The offeror must provide documentation of previous roofing contracts using same or nearly the same type roofing system in the offeror’s proposal. The offeror may provide as much information as needed to convey their knowledge, skill, and ability to complete roofing projects. The offeror should provide details on recently completed contracts (within the last 3 years). This documentation should include the name and number of a customer point of contact familiar with the work performed.
Price – May rate up to 50 percent. Pricing will assist with the “tradeoff” portion of the evaluation process. Best value will be determined by the offer, which meets or exceeds the requirements contained herein, for the best price (not necessarily the lowest price).
