Water Handling Questions as of 4/5/2019

Q1. I was filling out the Individual Employee Training Verification Form and confused about course I-

100. None of the certificates have this number on it. We have ICS-100. Is it the same?

A.1 There is an error on the Verification Form. The correct course number is ICS-100. This has been brought to the attention of the VIPR program office for a template update.

Q2. On the water handling solicitation on Page 19, on baffles, it says " the distance between walls and baffles should not exceed 52", 52 what? inches?

A2. It should be 52 inches. This has been brought to the attention of the VIPR program office for a template update.

Q3. Can I having given the Annual Fireline Safety Refresher Course to my employees, sign my own certificate for said 2019 Annual Fireline Safety Refresher?

A3. Unfortunately, RT-130 is not a self-study course (p. 282 of the Red Book) and self-certification is not listed as an approved training method in the National Incident Management System: Wildland Fire Qualification System Guide dated Oct 2018. You are not able to sign your own certificate for this training.

Q4. Exhibit N - Do the fifteen operational periods on three separate wildland fires need to be met every year or over a five-year period?

A4. There is not a time frame; this requirement has to do with qualification. For example, stated another way: in order to qualify as FFT1, the trainee must have documented satisfactory performance for a total of fifteen (15) operational periods on three (3) separate wildland fire incidents in addition to the PMS 310-1 requirements.

Q5. If my D.O.T. number is still being processed before my inspection date, does this cause a set back for inspection?

A5. If the DOT number is still being processed, we can inspect the vehicle for the solicitation requirements. You will need to provide documentation that the DOT number has been requested at the time of inspection. If the vehicle is otherwise compliant, it will be suspended until the DOT number is received.

Q6. Do we need to have full personnel at the inspection (type 6 must have 3 qualified folks during the inspection, or 1 person with copies of quals during inspection)?

A6. You do not need to have your entire crew present at the inspection. For records verification procedures, please read D.16.3.

Q7. Do we need to register with DOT (USDOT carrier number)?

A7. Per D.2.2.3, the motor carrier’s identification number preceded by US DOT is required to be marked on both sides of the vehicle. You need to contact DOT to ensure you meet the local, state, and federal requirements necessary to operate in the capacity of being contracted with the USFS.

Q8. When we go to inspection what agreement do we need with the resource?

A8. You do not need to bring an agreement for these inspections since there will not be awards prior to the inspection. We will confirm that you have submitted a quote in VIPR. If you do not submit a quote prior to the deadline, your inspection time will be cancelled.

Q9. My tires are top of the line but can I use them since they don’t say “mud & snow?”

A9. There is a mistake on the Tactical Tender checklist in Exhibit M. Be sure to read D.2.2.1 – Tire Requirements for the correct tire requirement. This has been brought to the attention of the VIPR program office for a template update.

Q10. Does having the company name on top of the boxes on bed portion of the fire truck fulfill the requirements of D.2.2.3 or does the name actually has to be on the cab of the vehicle on both sides?

A10. The requirement for paragraph (a) is that “the company name and unique ID shall be on each side of the cab.” Please reference D.2.2.3 for all vehicle identification requirements.
