Water Handling Questions as of 3/27/2019

- If my equipment is still being built and can’t make inspection, will it just be suspended?

o No. If it does not get inspected it will not receive an award.

- If I have equipment that is dual-typed do I need one or two inspection slots?

o You just need one inspection slot, but be sure to provide all times you are available for inspection on the web forms in D.16.3.

- Will you accept inspections from other Regions?

o No. All equipment must be inspected during the centralized inspections described in D.16.

- If I did not put all available times on the inspection form and just selected one desired inspection time, should I submit it again?

o You may submit it again with all of your available times. The last form you submit will be used when creating the schedules.

- How are red cards done in Region 3? Does a training or records MOU provider need to sign?

o We do not have these types of MOUs in R3. The instructions for contractor qualifications (including red cards) are in Exhibit N. All documentation must meet the requirements.

- How many sets of qualification paperwork do we need to see?

o We need to verify there are the appropriate number of qualified employees to operate the equipment as described in the solicitation. If an otherwise eligible resource is lacking personnel at the time of inspection, it can receive an award but will be suspended until the qualifications are received and verified by the Government.

Verification that does not occur during the scheduled inspections will be at the convenience of the Government. The solicitation has been updated to reflect this.

- Will there be any % variance on weight, flow and pressure to compensate for differences in scales and gauges?

o Weighing- there will be an allowable 1% +/- tolerance in weights. We are using LP600 Intercomp Scales that are certified to be within 1% accurate and the scales are calibrated and certified yearly.

o Flow and pressure testing procedures already have variance built into the testing methodology with minimum pressures and flows. (See below)

- What is the pump test methodology?

o We use the testing methodology outlined in the NWCG Water Handling Equipment Guide, PMS 447-1, NFES Sixth Edition, 2013. Our gauges are Grade 1A which is described in the guide.
