SECTION 010100

SUMMARY OF WORK

GENERAL

1.01 Scope: The intent of this section is to outline in a general sense the work required under this contract. It is not intended to provide detailed specifications for materials, labor and workmanship. These are covered in other sections of these specifications.

1.02 Location of Work: All project work is located within the boundaries of the Gunnison Ranger District of the Grand Mesa, Uncompahgre and Gunnison National Forests at the following location:

Long Branch Guard Station: Long Branch Guard Station buildings are located on National Forest System Road 780 approximately 2 miles south of State Highway 50 Township 47 North Range 5 East. Latitude 38°21'58.36"N, Longitude 106°24'5.70"W. Location is 2.72 miles southeast of Sargents, Colorado at a heading of 164 degrees and approximately 31 miles Southeast of Gunnison at a heading of 113 degrees.

1.03 Description of Work: The work includes demolition of facilities at the Long Branch Guard Station on the Gunnison Ranger District of the Grand Mesa, Uncompahgre and Gunnison National Forests. Work includes demolition of designated building structures (with foundations, slabs, etc.), other concrete structures, disconnecting and removal of utilities (if applicable), and removal of all miscellaneous items.

Work also includes abatement and disposal of hazardous materials per the requirements of the Colorado Department of Public Health and Environment (CDPHE). Asbestos and lead based paint testing have been performed at these sites. See attached test results.

The Contractor is responsible for locating utilities prior to any removal action. Underground utilities may be abandoned in place but shall be properly disconnected and capped/removed per applicable Code requirements.

Contractor must backfill, grade, smooth and wheel compact the ground that the buildings previously occupied, seed all disturbed areas, and rehabilitate the site to near natural conditions as directed by the Contracting Officer.

Bid Items

Long Branch Guard Station – Work at this site includes the removal of 2 buildings with all associated utilities, attached structures, and foundations. Each building site shall be restored to blend into the surrounding landscape.

The Contractor shall provide the labor, materials, equipment, and supervision to complete demolition and debris removal at these sites. The work consists of performing demolition on the designated existing buildings and related infrastructure. The work also includes asbestos and lead based paint abatement, demolition, removal, hauling off forest, and legally disposing in landfill all structures, non-native materials, and debris. Finished grade shall be contoured to match adjacent grade.

1.04 The items to be removed will be located in the field by the Contractor and approved by the Contracting Officer before removal begins.

SECTION 011900

MEASUREMENT AND PAYMENT

GENERAL

1.01

Scope: Applies to method of measurement and basis of payment for work.

1.02

Measurement and Payment:

Measurement: The quantities to be measured will be a completed and accepted lump sum unit of work comprising of all necessary materials, equipment, labor, and incidentals required to complete the job as specified herein. Method of Measurement shall be designated in the Schedule of Items.

Payment: For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field. Pay items include all work required by the contract as imposed by this contract.

SECTION 016000

USE OF GOVERNMENT FACILITIES, UTILITIES, ECT.

GENERAL

1.01

Scope: Applies to Government facilities at the worksite available for use by the Contractor.

1.02 Storage Area: Storage for Contractor's materials and equipment, if required, may be at the project site, where approved by the Contracting Officer. The Government shall not be responsible for Contractor's materials or equipment stored on Government property.

1.03 Utilities: Contractor shall be responsible for furnishing all utilities necessary to complete this job. The Contractor shall furnish and use his/her own sanitation facilities at the worksite, and comply with applicable state and federal rules, laws, codes, and regulations.

SECTION 017100

CLEAN UP AND DISPOSAL

GENERAL

1.01

CLEAN UP

A.

The Contractor shall keep the work site free from accumulation of waste materials and rubbish resulting from the work.

B.

Before final acceptance of the project by the Government, the Contractor shall remove from Government land, and properly dispose of, all waste materials and rubbish resulting from this work.

C.

If work is stopped or delayed for an extended period of time, the Contractor shall clean up the site as determined by the Contracting Officer.

1.02

DISPOSAL

A.

Unusable Excavated Material:

Unusable excavated material (such as muck and roots) shall be removed from Government Property, unless otherwise approved by the Contracting Officer.

B.

Waste Material and Rubbish:

The Contractor shall dispose of all waste and rubbish at a sanitary landfill. Landfill must be approved to accept asbestos and lead based paint as applicable. All permits and related costs associated with the disposal of waste at sanitary landfill shall be the responsibility of the Contractor.

C.

Recycling:

The Contractor is encouraged to recycle excess materials as appropriate.

D.

Washing waste material into waterways is not permitted.

SECTION 019500

MOBILIZATION

GENERAL

1.01 SCOPE: The work of this section shall consist of preparatory work and operations necessary for the movement of personnel, equipment, supplies, and incidentals to the project site, and for all other work and operations that must be performed or that cause costs to be incurred prior to beginning work on the various items on the project site.

1.03 MEASUREMENT AND PAYMENT: The accepted quantities will be paid at the contract unit price for this pay item as shown in the Schedule of Items. The Government will pay to the Contractor the total premiums paid by the Contractor to obtain bonds in the first progress payment. This payment for bonding shall not be in addition to the contract price but will be included in the bid price for Mobilization.

3.01 Progress payment will be made as follows:

A. When five percent or more of the original contract amount is earned from other pay items, 50 percent of the amount for mobilization (less bonding costs), or five percent of the original contract amount, whichever is less, will be paid in addition to the bonding costs.

B. When ten percent or more of the original contract amount is earned from other pay items, 100 percent of the amount for mobilization or ten percent of the original contract amount, whichever is less, will be paid.

C. Upon completion of all work on the project, any unpaid amount for mobilization will be paid.

D. The total of all payments shall not exceed the original contract amount for this item.

SECTION 020100

SEEDING

GENERAL

1.01 SCOPE: The work of this section shall consist of restoration work and all equipment, supplies and labor necessary to fulfill the requirements of this section.

1.02 MEASUREMENT AND PAYMENT: Payment for this item is incidental to the base bid item(s) of this contract. Minimize the disturbed area when possible to reduce the reclamation necessary.

EXECUTION

3.01 SITE REHABILITATION:

A. Soil - All disturbed areas shall be left in a de-compacted roughened state; friable, and loose to 6 inch depth. Native topsoil shall be removed from areas prior to disturbance, stockpiled and re-spread after final subgrade is achieved. Any fill required to bury in place any foundation material shall be mineral sub-soil. If fill material is required from beneath vegetated areas; existing topsoil and vegetation will be removed first and stored on site for redistribution after final grade is achieved. Conserved topsoil shall be used to amend previously non-vegetated areas where buildings were located.

B. Invasive plants - To prevent introduction of weeds, no agricultural mulch shall be permitted. All equipment entering site must be sanitized, by removing all dirt clods and vegetation debris from all areas of the equipment. Steam or chemical sanitization may be required to prevent infesting the site with invasive plants and pathogenic organisms. The USFS may treat extant weeds prior to implementation of the contract, and exclude activity from areas of current infestation.

C. Seed – Seed shall meet seed mix requirements. The seed shall be uniformly distributed at the specified rate through hand broadcasting. Seed broadcasting may take place between Sept 15 and May 15. Seed shall not be broadcast over snow deeper than two inches, and should be broadcast just prior to ground freeze up.

3.02 SEED MIX

A. Contractor shall provide a seed analysis test for each lot and should be able to provide the results. The Forest Service will not accept any seed lot that has any cheatgrass (0% cheatgrass permitted)

B. For each seed lot the vendor must provide both the “purity” and “viability” (PLS) and “noxious weed exam” lab results from the seed analysis test. Purity assesses the species you ordered and is based on a smaller sample; noxious assesses the listed noxious weed seed and is based on a larger sample. Weeds may show up in both results. These two tests shall list all weeds encountered and searched for regardless of if noxious or not (“common weed”).

C. To find where weeds appear on seed analysis results, look in each of these three reports sections;

a) Noxious

b) Weed/common weed

c) Crop/other crop

D. Seed must be “certified”

-Purity and Viability (PLS) - (assesses what you are paying for and crop/common weed)

-Noxious weed exam – (all states Noxious (except Hawaii) or Western States Noxious (only tests Western US) or Gold standard to best reveal weeds = order “bulk exam for weed and crop” = tests a larger portion of submitted sample for all weed seeds and crop seeds regardless of noxious legal status.

Forest Service personnel will review the seed test analysis of all seed lots to see if there are any concerns with any species that came up in the test results before seed is purchased and seeded. Forest Service will not accept any seed lot that has prohibited noxious weed seed and is unwilling to accept any weeds; cheat grass or other annual Brome. Forest Service would prefer 0% restricted noxious weed seed presence in any of the seed lots purchased. Forest Service has the right to decline a seed lot if a weed/crop seed is determined to be a resource concern if planted on Forest Service lands. Seed lots that have test dates for viability, Purity and weed content older than 13 months will not be accepted.

SECTION 021200

DEMOLITION & REMOVAL OF ITEMS

GENERAL

1.1 SCOPE: It is the intent of this section to outline in a general sense, the work required under this contract. It is not intended to provide detailed specifications for equipment, labor, and workmanship.

1.2 STRUCTURES TO BE REMOVED: Remove buildings, associated appurtenances, foundations, miscellaneous piping, landscaping features, rock walls, personal property, and all developed items from project site.

Overhead and underground utilities, vaults, cisterns, septic tanks, foundations and similar man-made appurtenances could be encountered at the project site. The Contractor is responsible for locating utilities prior to any removal action. Underground utilities may be abandoned in place but shall be properly disconnected and capped/removed per applicable Code requirements. Contractor shall provide as-built drawings showing locations of capped underground utilities.

1.3 To prevent introduction of noxious weeds, all equipment will be clean and free of dirt and plant material which may transport noxious weeds or seeds.

MATERIAL

2.1 Soil Materials: For this project, on site soils are suitable for backfill and finish site grading.

2.2 Commercial Backfill: Obtain backfill from a private or commercial source. Notify the Contracting Officer of the source location at least 5 days prior to delivery. Commercial backfill is subject to the approval of the Contracting Officer.

2.3 Commercial Topsoil: Obtain topsoil from a private or commercial source. Notify the Contracting Officer of the source location at least 5 days prior to delivery. Commercial topsoil is subject to the approval of the Contracting Officer. Commercial topsoil shall be loam soil free of trash, roots, sod, and rock larger than 2 inches diameter. Commercial topsoil shall contain not more than 5% rock particles (by volume) passing No. 4 sieve.

EXECUTION

3.1 Protection - The Contractor shall be responsible for the following during the life of this contract.

a. Safety and protection from injury to the contractor's work persons, public and government personnel while on the demolition site.

b. Erosion control will be completed as per Section 023000-Erosion Control.

c. Protection from fire or damages to trees and shrubbery within the demolition site.

3.2 The Contractor shall remove and dispose of all real and personal property. The Contractor shall furnish all labor, materials and equipment to dismantle, and haul off-site the structure described.

3.3 The Contractor is responsible for seeing that all materials and wastes generated during the activities of this contract are managed in compliance with Federal, state, and local environmental laws and regulations. The Contractor is responsible for ensuring all hazardous and non-hazardous materials and wastes generated during activities undertaken pursuant to this contract are segregated so as to minimize the volume of hazardous wastes. Containers shall be marked so that they are readily identified. In addition, the Contractor must ensure there is a clear audit trail for all items until the final recycling or disposal is accomplished.

3.4 Off-Site Recycling and Disposal Facilities: The Contractor shall identify each recycling and/or disposal facility, which may receive hazardous materials/wastes under this contract. Each facility must have state approval as a hazardous materials/waste disposal facility.

3.5 Contractor Qualifications: Contractors must possess the Federal, State, and/or local certifications necessary for the activities required under this contract.

3.6 Work Plan: The Contractor shall provide the Government with three (3) copies of the Work Plan for the project within 10 days of contract award. This Work Plan shall include, but is not limited to, the following:

1. A description of how the work will be performed.

2. Specific exclusions/assumptions regarding the work to be performed.

3. A listing of personnel, including subcontractor(s), working on the project.

4. Qualifications and experience of personnel and subcontractors.

5. A hazardous material/waste management plan, which includes waste identification protocol, an explanation for reuse/disposal chosen, and identification of the selected recycling or disposal facility. Documentation and certification of the facility’s ability to accept hazardous materials/wastes shall be provided as an attachment to the work plan.

6. Documentation of Hazardous Waste Operations Training, Asbestos and Lead-Based Paint Certification for on-site personnel.

7. Project specific Safety & Health Plan.

8. Project specific Emergency Response Plan.

9. Project specific Hazardous Material Sampling and Analysis Plan.

10. Project specific Quality Assurance Plan.

11. A project work schedule.

3.7 Reports

Upon completion of the project work under this contract, the Contractor shall provide two (2) hard copies and one (1) electronic copy of a Final Project Report. The Final Project Report includes:

· A report of the demolition and disposal characterization results.

· Destination and method of reuse, recycling, or disposal of all waste, including rationale for the disposal. The name, address, and State Identification Number of the site shall be included in this section of the report.

· Copies of all signed manifests, land disposal restriction forms, waste profile sheets, and permits shall be submitted to the government.

3.8 Methods of disposal from site are:

1) Salvage: The Contractor has all salvage rights for all real and personal property attached to or around the project site. Salvageable materials must be removed from public property prior to contract expiration date.

2) Demolition clean-up shall be as follows: All materials shall be disposed of at the nearest approved sanitary landfill. Landfill must be approved to accept asbestos as applicable.

3) Existing trees and shrubs will not be removed or damaged in any way by the Contractor's building removal process unless approved in advance by the Contracting Officer.

4) All demolished items shall be removed from Forest Lands.

3.9 Permits - Contractor is responsible for obtaining any permits necessary to complete the job and dispose of debris, including all permits, fees, and notifications as required by the Colorado Department of Public Health and Environment (CDPHE).

3.10 Inspection and Acceptance

1) Inspection - Inspections will be made by the Contracting Officer's Representative (COR) to insure Contractor is in compliance with the terms and condition of this contract.

Any deficiencies noted will be immediately reported to the Contracting Officer and Contractor. The Contractor shall within 2 calendar days after notification of deficiencies correct areas not in accordance with requirements.

2) Acceptance - Will be made after final inspection verifies all work has been completed to these specifications.

3.11 Payment - Payment will be made at unit price completed and accepted by the Government in accordance with the specifications and AS SHOWN ON THE SCHEDULE OF ITEMS. Partial payment may be made, at the Contractor's request. For an individual bid item upon the completion and acceptance of the individual bid item.

SECTION 023000

SOIL EROSION PROTECTION

GENERAL

1.01 DESCRIPTION OF WORK: Furnish, construct, and maintain permanent and temporary erosion and sediment control devices.

1.02 SUBMITTALS: The Contractor shall submit information on the silt fence specified.

PRODUCTS

2.01 Silt Fence: Furnish silt fence consisting of a combination of the following materials, constructed as specified.

A.

Posts: Furnish 3” diameter, (minimum), wood fence posts.

B.

Supports: Furnish 1/8” steel wire with a mesh spacing of 6”x6” or a prefabricated polymeric mesh of equivalent strength.

C.

Geotextile: Furnish geotextile with a maximum post spacing of 4’, grab strength of 125 lbf, and apparent opening of 0.02”.

D.

Height: Ensure that minimum height above ground is 30”, and that minimum embedment depth is 6”.

EXECUTION

3.01

General A.

Do not begin work until the necessary controls for that phase of work have been implemented.

B.

Before grubbing and grading, construct all erosion controls around the perimeter of the project.

C.

Install any temporary erosion or pollution control measures that are required due to negligence or carelessness, without compensation.

D.

Following each day’s grading operations, shape earthwork to minimize and control erosion from storm runoff.

3.02

Silt Fence A.

Construct silt fence for filtering sediment from runoff and reducing velocity of sheet flow.

B. Maintain temporary erosion control measures in working condition until the project is complete or the measures are no longer needed.

C. Clean erosion control measures when half full of sediment.

D. Remove and dispose of temporary erosion control measures only when the turf is satisfactorily established, and when drainage channels are stabilized.
