PART 1 - GENERAL
1.1 SUMMARY
A. The intent of this section is to explain, in general; what is and what is not included in a bid item; the limits or cut-off points where one bid item ends and another begins; and method of measurements and basis of payment for work items listed in the Bid Item Schedule.
B. Work:
1. Furnishing all labor, materials, equipment, and other incidentals necessary to successfully complete the project or any portion of it and carrying out all duties and obligations imposed by the contract on the Contractor.
C. Payment:
1. For each individual item listed here and in the Schedule of Items, payment shall be full compensation for all work related to the particular item in accordance with these specifications, as shown on the drawings, and as staked in the field.
2. Measurement and payment for contract work shall be made only for and under those pay items included in the Schedule of Items. All other work and materials shall be considered incidental or as included in the payment for items shown.
1.2 DETERMINATION OF QUANTITIES
A. The contractor shall perform, or cause to be performed, all measurement of quantities of materials incorporated into the work processes that are to be measured under the provisions of the contract.
B. Quantity Measurements:
1. The Contractor shall make all measurements for computation of quantities for all work items except those specified for payment by Lump Sum Quantity
(LSQ).
2. All Contractor measurements are subject to verification.
3. The Contractor shall submit all field notes, calculation sheets, and other data used to determine quantities.
4. The Contractor shall certify in writing as to the accuracy of the measurements and computations submitted.

a. Measurement and payment: Lump Sum Quantity (LSQ): Include mobilization of equipment and personnel to the project site. Include bonding costs within this pay item.

1. Description: Site Preparation, Demolition, and Existing Filtration Chamber
Decommissioning
a. Measurements and Payment: Lump Sum Quantity (LSQ): Includes all materials, labor, equipment, and incidentals for the demolition of the existing filtration hut, the decommissioning of the existing filtration chamber, and the preparation of the site for construction.

PART 2 - METHOD OF MEASUREMENT
2.1 GENERAL
A. One of the following methods of measurement for determining final payment is designated on the Schedule of Items for each pay item:

1. These quantities denote one complete unit of work as required by or described in the contract, including necessary materials, equipment, and labor to complete the job. They shall be measured complete and in-place.

SECTION 011000 - SUMMARY
PART 1 - GENERAL
1.1 SUMMARY
A. Manitou Experimental Forest Water System upgrade involves modifications to the existing non-public, potable water system to add a new on-demand, chlorination system.
The project involves the construction of a new chlorination chamber. A new 60 Amp underground electrical service shall be run from the lower garage building. The new chlorination system will contain appropriate filtration, Chlorine disinfection, and cross connection protection to comply with the State of Colorado Primary Drinking Water Regulations (5 CCR 1002-11), specifically Section 11.8 Surface Water Treatment Rule.
Two options for the enclosure are available for bid: a traditional framed 12’x’12 structure as detailed in Sheet 3 of the plans, and an optional bid replacement of a pre-engineered concrete structure.
1.2 LOCATION
A. Project Location: 232 County Road 79, Woodland Park, Colorado 80863
B. The elevation of this site is approximately 8,000 feet above mean sea level. The construction site experiences snowfall, wind, and cold temperatures from October to May.
1.3 ACCESS TO SITE
A. General: Contractor shall have full use of premises for construction operations, including use of Project site, during construction period. Contractor's use of premises is limited only by the Government's right to perform work or to retain other contractors on portions of Project.
B. Contractor shall always conduct his operations to ensure the least inconvenience to the government employees.
C. Confine storage of materials to areas as approved by the CO.
D. Contractor shall provide adequate signing and barricades and take necessary safety measures to protect employees during all construction operations.
E. Contractor shall minimize disturbance of all undisturbed areas.
1. Interruption of Existing Utility Service: Notify CO, 72 hours in advance of any interruption of existing utilities.

1.4 CONSTRUCTION RELATED DAMAGE
A. Construction Related Damage: Contractor agrees to pay the Government all damages and costs incurred by the Owner or caused by the Owner by reason of the Contractor’s construction activity related damage including but not limited to damage to any of the Owner’s existing electrical and water service lines.
1.5 WORK RESTRICTIONS
A. Work Restrictions, General: Comply with restrictions on construction operations.
1. Comply with limitations on use of public streets and with other requirements of authorities having jurisdiction.
B. On-Site Work Hours: Limit work in the existing building to normal business working hours of 7:30 a.m. to 4:30 p.m., Monday through Friday, unless otherwise indicated or arranged with Contracting Officer.
1. Contractor shall coordinate extended, weekend, and/or holiday hours with the Government; other work restrictions apply as enforced by the authority of jurisdiction.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by the government or others unless permitted under the following conditions:
1. Notify Contracting Officer not less than 72 hours in advance of proposed utility interruptions.
2. Obtain Contracting Officers written permission before proceeding with utility interruptions.
1.6 MEALS AND LODGING
A. Meals and lodging are commercially available in Woodland Park Colorado. Meals or lodging will not be available at Forest Service facilities.
1.7 CONSTRUCTION SEQUENCE
A. There is no specified construction sequence for this project.
B. The project shall be completed between mid-August through late October.
C. Depending on conditions, normal fire restrictions may apply to activities associated with this project.

1.8 SPECIFICATION AND DRAWING CONVENTIONS
A. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations. These conventions are as follows:
1. Imperative mood and streamlined language are generally used in the Specifications.
The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
2. Specification requirements are to be performed by Contractor unless specifically stated otherwise.
B. Drawing Coordination: Requirements for materials and products identified on Drawings are described in detail in the Specifications. One or more of the following are used on Drawings to identify materials and products:
1. Terminology: Materials and products are identified by the typical generic terms used in the individual Specifications Sections.
2. Abbreviations: Materials and products are identified by abbreviations scheduled on Drawings.
3. Keynoting: Materials and products are identified by reference keynotes referencing Specification Section numbers found in this Project Manual.

SUBMITTAL PROCEDURES
SECTION 013300 - SUBMITTAL PROCEDURES
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes requirements for the submittal schedule and administrative and procedural requirements for submitting Product Data, Samples, and other submittals.
B. See Division 1 Sections "Closeout Procedures" and “Operations and Maintenance Data” for submitting warranties, operation and maintenance manuals, and project record documents.
1.2 DEFINITIONS
A. Action Submittals: Written and graphic information and physical samples that require Contracting Officer's responsive action.
B. Informational Submittals: Written and graphic information and physical samples that do not require Contracting Officer's responsive action. Submittals may be rejected for not complying with requirements.
1.3 SUBMITTAL PROCEDURES
A. Coordination: Coordinate preparation and processing of submittals with performance of construction activities.
1. Coordinate each submittal with fabrication, purchasing, testing, delivery, other submittals, and related activities that require sequential activity.
a. Contracting Officer reserves the right to withhold action on a submittal requiring coordination with other submittals until related submittals are received.
B. Processing Time: Allow time for submittal review, including time for resubmittals, as follows. Time for review shall commence on Contracting Officer's receipt of submittal.
No extension of the Contract Time will be authorized because of failure to transmit submittals enough in advance of the Work to permit processing, including resubmittals.
1. Initial Review: Allow 5 days for initial review of each submittal. Allow additional time if coordination with subsequent submittals is required. Contracting Officer will advise Contractor when a submittal being processed must be delayed for coordination.

2. Intermediate Review: If intermediate submittal is necessary, process it in same manner as initial submittal.
3. Resubmittal Review: Allow 5 days for review of each resubmittal.
C. Identification: Place a permanent label or title block on each paper copy submittal item for identification.
1. Indicate name of firm or entity that prepared each submittal on label or title block.
2. Provide a space approximately 2 by 3 inches on label or beside title block to record
Contractor's review and approval markings and action taken by Contracting Officer.
3. Include the following information for processing and recording action taken:
a. Project name.
b. Date.
c. Name and address of Contractor.
d. Name of manufacturer.
e. Unique identifier, including revision number.
f. Number and title of appropriate Specification Section.
g. Drawing number and detail references, as appropriate.
h. Other necessary identification.
D. Deviations: Highlight, encircle, or otherwise identify deviations from the Contract Documents on submittals.
E. Additional Copies: Unless additional copies are required for final submittal, and unless Contracting Officer observes noncompliance with provisions in the Contract Documents, initial submittal may serve as final submittal.
F. Use for Construction: Use only final submittals that are marked with approval notation from Contracting Officer or COR’s email response.
PART 2 - PRODUCTS
2.1 ACTION SUBMITTALS
A. General: Prepare and submit Action Submittals required by individual Specification Sections.
1. Number of Copies: Submit one copy of each submittal, unless otherwise indicated.
CO will return one copy. Mark up and retain returned copy as a Project Record Document.
B. Product Data: Collect information into a single submittal for each element of construction and type of product or equipment.

1. If information must be specially prepared for submittal because standard published data are not suitable for use, submit as Shop Drawings, not as Product Data.
2. Mark each copy of each submittal to show which products and options are applicable.
3. Include the following information, as applicable:
a. Manufacturer's catalog cuts.
b. Manufacturer's product specifications.
c. Standard color charts.
d. Testing by recognized testing agency.
e. Application of testing agency labels and seals.
4. For equipment, include the following in addition to the above, as applicable:
a. Wiring diagrams showing factory-installed wiring.
b. Printed performance curves.
c. Operational range diagrams.
d. Clearances required to other construction, if not indicated on accompanying
Shop Drawings.
5. Submit Product Data in the following format:
a. PDF electronic file.
C. Shop Drawings: Prepare Project-specific information, drawn accurately to scale. Do not base Shop Drawings on reproductions of the Contract Documents or standard printed data, unless submittal based upon Contracting Officer's digital data drawing files is otherwise permitted.
1. Preparation: Fully illustrate requirements in the Contract Documents. Include the following information, as applicable:
a. Preparation: Include the following information, as applicable:
1) Dimensions.
2) Identification of products.
3) Fabrication and installation drawings.
4) Roughing-in and setting diagrams.
5) Wiring diagrams showing field-installed wiring, including power, signal, and control wiring.
6) Notation of dimensions established by field measurement.
2. Wiring Diagrams: Differentiate between manufacturer-installed and field-installed wiring.
2.2 INFORMATIONAL SUBMITTALS
A. General: Prepare and submit Informational Submittals required by other Specification Sections.

1. Number of Copies: Submit one copy of each submittal, unless otherwise indicated.
CO will not return copies.
2. Certificates and Certifications: Provide a notarized statement that includes signature of entity responsible for preparing certification. Certificates and certifications shall be signed by an officer or other individual authorized to sign documents on behalf of that entity.
B. Contractor's Construction Schedule:
1. The following submittal is required no later than 5 days after NTP for review and/or approval pursuant to contract provisions. The schedule shall be a Critical Path Method (CPM) schedule and shall identify long lead items and their procurement, installation activities, testing activities, and final inspection.
C. Field Test Reports: Prepare written reports, indicating and interpreting results of field tests performed either during installation of product or after product is installed in its final location, for compliance with requirements.
D. Maintenance Data: Prepare written and graphic instructions and procedures for operation and normal maintenance of products and equipment.
E. Manufacturer's Instructions: Prepare written or published information that documents manufacturer's recommendations, guidelines, and procedures for installing or operating a product or equipment. Include name of product and name, address, and telephone number of manufacturers.
PART 3 - EXECUTION
3.1 GENERAL
A. The contractor shall review each submittal and verify compliance with the contract Documents prior to submission. Any variation or deviations from the requirements shall be clearly identified at the time of submission. Any corrections or field dimensions shall be clearly shown.
B. Each submittal shall include a cover sheet with the following information:
1. Project Name, Contract Number, and Location
2. Section Number where submittal is required
3. Submittal Name/Description of Items Submitted
4. A statement that the submitted data meets the requirements of the contract documents or is otherwise noted and indicated

PART 1 - GENERAL
1.1 SUMMARY
A. Section includes administrative and procedural requirements for contract closeout, including, but not limited to, the following:

3. Operations and Maintenance Data
4. Warranties
5. Final cleaning
B. Related Sections:
1. Divisions 02 through 49 Sections for specific closeout and special cleaning requirements for the Work in those Sections.
1.2 SUBSTANTIAL COMPLETION
A. Preliminary Procedures: Before requesting inspection for determining date of Substantial Completion, complete the following. List items below that are incomplete with request.
1. Prepare a list of items to be completed and corrected (punch list), the value of items on the list, and reasons why the Work is not complete.
2. Advise Contracting Officer of pending insurance changeover requirements.
3. Submit specific warranties, workmanship bonds, maintenance service agreements, final certifications, and similar documents.
4. Prepare and submit Project Record Documents, operation and maintenance manuals, final completion construction photographic documentation, damage or settlement surveys, property surveys, and similar final record information.
5. Deliver tools, spare parts, extra materials, and similar items to location designated by Contracting Officer. Label with manufacturer's name and model number where applicable.
6. Deliver facility keys to Contracting Officer or designated representative. Advise Contracting Officer’s personnel of changeover in security provisions.
7. Complete startup testing of systems.
8. Submit test/adjust/balance records.
9. Terminate and remove temporary facilities from Project site, along with mockups, construction tools, and similar elements.
10. Advise Contracting Officer of changeover in heat and other utilities.

11. Submit changeover information related to Owner's occupancy, use, operation, and maintenance.
12. Complete final cleaning requirements, including touchup painting.
13. Touch up and otherwise repair and restore marred exposed finishes to eliminate visual defects.
B. Inspection: Submit a written request for inspection for Substantial Completion. On receipt of request, Contracting Officer will either proceed with inspection or notify Contractor of unfulfilled requirements. Contracting Officer will prepare the Certificate of Substantial Completion after inspection or will notify Contractor of items, either on Contractor's list or additional items identified by Contracting Officer, that must be completed or corrected before certificate will be issued.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
2. Results of completed inspection will form the basis of requirements for final completion.
1.3 FINAL COMPLETION
A. Preliminary Procedures: Before requesting final inspection for determining final completion, complete the following:
1. Submit a final Application for Payment according to payment requirements.
2. Submit certified copy of Contracting Officers Substantial Completion inspection list of items to be completed or corrected (punch list), endorsed and dated by Contracting Officer. The certified copy of the list shall state that each item has been completed or otherwise resolved for acceptance.
3. Instruct Contracting Officer’s personnel in operation, adjustment, and maintenance of products, equipment, and systems. Submit demonstration and training video recordings.
B. Inspection: Submit a written request for final inspection for acceptance. On receipt of request, Contracting Officer will either proceed with inspection or notify Contractor of unfulfilled requirements.
1. Reinspection: Request reinspection when the Work identified in previous inspections as incomplete is completed or corrected.
1.4 LIST OF INCOMPLETE ITEMS (PUNCH LIST)
A. Organization of List: Include name and identification of each space and area affected by construction operations for incomplete items and items needing correction including, if necessary, areas disturbed by Contractor that are outside the limits of construction.

1. Organize items applying to each space by major element, including categories for ceiling, individual walls, floors, equipment, and building systems.
2. Submit list of incomplete items in the following formats: PDF electronic file.
1.5 OPERATION AND MAINTENANCE MANUALS
A. Assemble a complete set of operation and maintenance data indicating the operation and maintenance of each system, subsystem, and piece of equipment not part of a system. Include operation and maintenance data required in individual Specification Sections and as follows:
1. Operation Data: Include emergency instructions and procedures, system and equipment descriptions, operating procedures, and sequence of operations.
2. Maintenance Data: Include manufacturer's information, list of spare parts, maintenance procedures, maintenance and service schedules for preventive and routine maintenance, and copies of warranties and bonds.
B. Organize operation and maintenance manuals into suitable sets of manageable size. Bind and index data in heavy-duty, three-ring, vinyl-covered, loose-leaf binders, in thickness necessary to accommodate contents, with pocket inside the covers to receive folded oversized sheets. Identify each binder on front and spine with the printed title "OPERATION AND MAINTENANCE MANUAL," Project name, and subject matter of contents.
1.6 WARRANTIES
A. Submittal Time: Submit written warranties on request of Contracting Officer for designated portions of the Work where commencement of warranties other than date of Substantial Completion is indicated.
B. Organize warranty documents into an orderly sequence based on the table of contents of the Project Manual.
1. Bind warranties and bonds in heavy-duty, 3-ring, vinyl-covered, loose-leaf binders, thickness as necessary to accommodate contents, and sized to receive 8-1/2-by-11-inch paper.
2. Provide heavy paper dividers with plastic-covered tabs for each separate warranty.
Mark tab to identify the product or installation. Provide a typed description of the product or installation, including the name of the product and the name, address, and telephone number of Installer.
3. Identify each binder on the front and spine with the typed or printed title "WARRANTIES," Project name, and name of Contractor.
4. Scan warranties and bonds and assemble complete warranty and bond submittal package into a single indexed electronic PDF file with links enabling navigation to each item. Provide table of contents at beginning of document.

C. Provide additional copies of each warranty to include in operation and maintenance manuals.
PART 2 - PRODUCTS
2.1 MATERIALS
A. Cleaning Agents: Use cleaning materials and agents recommended by manufacturer or fabricator of the surface to be cleaned. Do not use cleaning agents that are potentially hazardous to health or property or that might damage finished surfaces.
PART 3 - EXECUTION
3.1 DEMONSTRATION AND TRAINING
A. Instruction: Instruct Government personnel to adjust, operate, and maintain systems, subsystems, and equipment not part of a system.
1. Provide instructors experienced in operation and maintenance procedures.
2. Provide instruction at mutually agreed-on times. For equipment that requires seasonal operation, provide similar instruction at the start of each season.
3. Schedule training with Government, through CO, with at least seven day’s advance notice.
4. Coordinate instructors, including providing notification of dates, times, length of instruction, and course content.
3.2 FINAL CLEANING
A. General: Perform final cleaning. Conduct cleaning and waste-removal operations to comply with local laws and ordinances and Federal and local environmental and antipollution regulations.
B. Cleaning: Employ experienced workers or professional cleaners for final cleaning. Clean each surface or unit to condition expected in an average commercial building cleaning and maintenance program. Comply with manufacturer's written instructions.
1. Complete the following cleaning operations before requesting inspection for certification of Substantial Completion for entire Project or for a portion of Project:
a. Clean Project site, yard, and grounds, in areas disturbed by construction activities, including landscape development areas, of rubbish, waste material, litter, and other foreign substances.

b. Sweep paved areas broom clean. Remove petrochemical spills, stains, and other foreign deposits.
c. Rake grounds that are neither planted nor paved to a smooth, even-textured surface.
d. Remove tools, construction equipment, machinery, and surplus material from Project site.
e. Remove snow and ice to provide safe access to building.
f. Clean exposed exterior and interior hard-surfaced finishes to a dirt-free condition, free of stains, films, and similar foreign substances. Avoid disturbing natural weathering of exterior surfaces. Restore reflective surfaces to their original condition.
g. Remove debris and surface dust from limited access spaces, including roofs, plenums, shafts, trenches, equipment vaults, manholes, attics, and similar spaces.
h. Remove labels that are not permanent.
i. Touch up and otherwise repair and restore marred, exposed finishes and surfaces. Replace finishes and surfaces that cannot be satisfactorily repaired or restored or that already show evidence of repair or restoration.
1) Do not paint over "UL" and other required labels and identification, including mechanical and electrical nameplates.
j. Wipe surfaces of mechanical and electrical equipment and similar equipment.
Remove excess lubrication, paint and mortar droppings, and other foreign substances.

PART 1 – GENERAL
1.1 SUMMARY
A. This Section includes the following:
1. Sealing and Abandoning in Place of below-grade construction.
2. Disconnecting, capping or sealing, and removing site utilities.
3. Salvaging items for reuse by Government.
1.2 DEFINITIONS
A. Demolish: Completely remove and legally dispose of off-site.
B. Recycle: Recovery of demolition waste for subsequent processing in preparation for reuse.
C. Salvage: Carefully detach from existing construction, in a manner to prevent damage, and deliver to Government. Include fasteners or brackets needed for reattachment elsewhere.
1.3 MATERIALS OWNERSHIP
A. Unless otherwise indicated, demolition waste becomes property of Contractor.
B. Historic items, relics, antiques, and similar objects including, but not limited to, cor-nerstones and their contents, commemorative plaques and tablets, and other items of interest or value to Government that may be uncovered during demolition remain the property of Government.
1. Carefully salvage in a manner to prevent damage and promptly return to Gov-ernment.
1.4 SUBMITTALS
A. Proposed Protection Measures: Submit informational report, including drawings, that indicates the measures proposed for protecting individuals, property, and the environ-ment. Indicate proposed locations and construction of barriers.
B. Schedule of Building Demolition Activities: Indicate the following:
1. Detailed sequence of demolition work, with starting and ending dates for each activity.

3. Shutoff and capping or re-routing of utility services.
C. Inventory: Submit a list of items to be removed and salvaged and deliver to Govern-ment prior to start of demolition.
1.5 QUALITY ASSURANCE
A. Regulatory Requirements: Comply with governing EPA notification regulations be-fore beginning demolition. Comply with hauling and disposal regulations of authori-ties having jurisdiction.
B. Standards: Comply with ANSI A10.6 and NFPA 241.
C. Pre-demolition Conference: Conduct conference at Project site to comply with re-quirements as described in this Section.
1.6 PROJECT CONDITIONS
A. Buildings adjacent to demolition area will be occupied. Conduct building demolition so operations of occupied buildings will not be disrupted.
1. Provide not less than 72 hours notice of activities that will affect operations of adjacent occupied buildings.
2. Maintain access to existing walkways, exits, and other facilities used by occu-pants of adjacent buildings.
a. Do not close or obstruct walkways, exits, or other facilities used by occu-pants of adjacent buildings without written permission from authorities having jurisdiction.
B. Government assumes no responsibility for buildings and structures to be demolished.
1. Conditions existing at time of inspection for bidding purpose will be maintained by Government as far as practical.
C. Hazardous Materials: It is not expected that hazardous materials will be encountered in the Work.
1. Hazardous materials will be removed by Government before start of the Work.
2. If materials suspected of containing hazardous materials are encountered, do not disturb; immediately notify Contracting Officer (CO) and Government. Hazard-ous materials will be removed by Government under a separate contract.
D. On-site storage or sale of removed items or materials is not permitted.
1.7 COORDINATION

3.1 EXAMINATION
A. Verify that utilities have been disconnected and capped before starting demolition op-erations.

Government does not guarantee that existing conditions are same as those indicated in Project Record Documents.
C. Verify that hazardous materials have been remediated before proceeding with building demolition operations.
3.2 PREPARATION
A. Existing Utilities: Locate, identify, disconnect, and seal or cap off indicated utilities serving buildings and structures to be demolished.
1. Government will arrange to shut off indicated utilities when requested by Con-tractor.
2. Arrange to shut off indicated utilities with utility companies.
3. Cut off pipe or conduit a minimum of 24 inches (610 mm) below grade. Cap, valve, or plug and seal remaining portion of pipe or conduit after bypassing ac-cording to requirements of authorities having jurisdiction.
B. Salvaged Items: Comply with the following:
1. Clean salvaged items of dirt and demolition debris.
2. Pack or crate items after cleaning. Identify contents of containers.
3. Store items in a secure area until delivery to Government.
4. Transport items to storage area inside site office.
5. Protect items from damage during transport and storage.
3.3 PROTECTION
A. Existing Facilities: Protect adjacent walkways, loading docks, building entries, and other building facilities during demolition operations. Maintain exits from existing buildings.

B. Existing Utilities: Maintain utility services to remain and protect from damage during demolition operations.
1. Do not interrupt existing utilities serving adjacent occupied or operating facili-ties unless authorized in writing by Government and authorities having jurisdic-tion.
2. Provide temporary services during interruptions to existing utilities, as accepta-ble to Government and authorities having jurisdiction.
a. Provide at least 72 hours' notice to occupants of affected buildings if shutdown of service is required during changeover.
C. Temporary Protection: Erect temporary protection, such as walks, fences, railings, canopies, and covered passageways, where required by authorities having jurisdiction, and as indicated.
1. Protect adjacent buildings and facilities from damage due to demolition activi-ties.
2. Protect existing site improvements, appurtenances, and landscaping to remain.
3. Provide temporary barricades and other protection required to prevent injury to people and damage to adjacent buildings and facilities to remain.
4. Provide protection to ensure safe passage of people around building demolition area and to and from occupied portions of adjacent buildings and structures.
5. Protect walls, windows, roofs, and other adjacent exterior construction that are to remain and that are exposed to building demolition operations.
D. Remove temporary barriers and protections where hazards no longer exist. Where open excavations or other hazardous conditions remain, leave temporary barriers and protections in place.
3.4 DEMOLITION, GENERAL
A. Site Access and Temporary Controls: Conduct building demolition and debris-re-moval operations to ensure minimum interference with roads, streets, walks, walk-ways, and other adjacent occupied and used facilities.
1. Do not close or obstruct streets, walks, walkways, or other adjacent occupied or used facilities without permission from Government and authorities having ju-risdiction. Provide alternate routes around closed or obstructed traffic ways if required by authorities having jurisdiction.
2. Use water mist and other suitable methods to limit spread of dust and dirt. Com-ply with governing environmental-protection regulations. Do not use water when it may damage adjacent construction or create hazardous or objectionable conditions, such as ice, flooding, and pollution.
B. Explosives: Use of explosives is not permitted.

3.5 DEMOLITION BY MECHANICAL MEANS
A. Remove debris from elevated portions of the building by chute, hoist, or other device that will convey debris to grade level in a controlled descent.
B. Salvage: Items to be salvaged are indicated below:
1. Existing filtration cartridges and vessel. Contractor shall ensure filtration valves are abandoned in the closed position.
3.6 SITE RESTORATION
A. Below-Grade Areas: Rough grade below-grade areas ready for further excavation or new construction.
B. Site Grading: Uniformly rough grade area of demolished construction to a smooth surface, free from irregular surface changes. Provide a smooth transition between ad-jacent existing grades and new grades. Ensure proper adequate drainage exists sur-rounding abandoned vault (12:1 slopes across 10’).
3.7 DISPOSAL OF DEMOLISHED MATERIALS
A. Remove demolition waste materials from Project site.
B. Remove demolition waste materials from Project site and legally dispose of them in an EPA-approved landfill acceptable to authorities having jurisdiction.
1. Do not allow demolished materials to accumulate on-site.
2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.
C. Do not burn demolished materials.
3.8 CLEANING
A. Clean adjacent structures and improvements of dust, dirt, and debris caused by build-ing demolition operations. Return adjacent areas to condition existing before building demolition operations began.

2.3 CONCRETE MIXING

A. Prepare design mixtures for each type and strength of concrete, proportioned on the basis of laboratory trial mixture or field test data, or both, according to ACI 301.
B. Cementitious Materials: Use fly ash, pozzolan, ground granulated blast-furnace slag, and silica fume as needed to reduce the total amount of Portland cement, which would otherwise be used, by not less than 40 percent.
C. Proportion normal-weight concrete mixture as follows:
1. Minimum Compressive Strength: 4000 psi (27.6 MPa) at 28 days.
D. Ready-Mixed Concrete: Comply with ASTM C 94 and ASTM C 1116.
1. When air temperature is between 85 and 90 deg F (30 and 32 deg C), reduce mixing and delivery time from 1-1/2 hours to 75 minutes; when air temperature is above 90 deg F (32 deg C), reduce mixing and delivery time to 60 minutes.
E. Project-Site Mixing: Measure, batch, and mix concrete materials and concrete accord-ing to ASTM C 94. Mix concrete materials in appropriate drum-type batch machine mixer.
1. For mixer capacity of 1 cu. yd. (0.76 cu. m) or smaller, continue mixing at least 1-1/2 minutes, but not more than 5 minutes after ingredients are in mixer, before any part of batch is released.
2. For mixer capacity larger than 1 cu. yd. (0.76 cu. m), increase mixing time by 15 seconds for each additional 1 cu. yd. (0.76 cu. m).
F. Provide batch ticket for each batch discharged and used in the Work, indicating Pro-ject identification name and number, date, mix type, mix time, quantity, and amount of water added. Record approximate location of final deposit in structure.
PART 3 - EXECUTION
3.1 INSTALLATION, GENERAL
A. Formwork: Design, construct, erect, shore, brace, and maintain formwork according to ACI 301.
1. Do not Chamfer exterior corners and edges of permanently exposed concrete.
B. Vapor Retarder: Install, protect, and repair vapor-retarder sheets according to ASTM E 1643; place sheets in position with longest dimension parallel with direction of pour.
1. Lap joints 6 inches (150 mm) and seal with manufacturer's recommended tape.
C. Steel Reinforcement: Comply with CRSI's "Manual of Standard Practice" for fabricat-ing, placing, and supporting reinforcement.

1. Do not cut or puncture vapor retarder. Repair damage and reseal vapor retarder before placing concrete.
D. Joints: Construct joints true to line with faces perpendicular to surface plane of con-crete.
1. Construction Joints: Locate and install so as not to impair strength or appear-ance of concrete, at locations indicated or as approved by CO.
2. Isolation Joints: Install joint-filler strips at junctions with slabs-on-grade and vertical surfaces, such as column pedestals, foundation walls, grade beams, and other locations, as indicated.
a. Extend joint fillers full width and depth of joint, terminating flush with finished concrete surface, unless otherwise indicated.
3. Contraction Joints in Slabs-on-Grade: Form weakened-plane contraction joints, sectioning concrete into areas as indicated. Construct contraction joints for a depth equal to at least one-fourth of the concrete thickness, as follows:
a. Grooved Joints: Form contraction joints after initial floating by grooving and finishing each edge of joint with groover tool to a radius of 1/8 inch (3 mm). Repeat grooving of contraction joints after applying surface fin-ishes. Eliminate groover marks on concrete surfaces.
b. Sawed Joints: Form contraction joints with power saws equipped with shatterproof abrasive or diamond-rimmed blades. Cut 1/8-inch- (3-mm-) wide joints into concrete when cutting action will not tear, abrade, or oth-erwise damage surface and before concrete develops random contraction cracks.
E. Tolerances: Comply with ACI 117, "Specifications for Tolerances for Concrete Con-struction and Materials."
3.2 CONCRETE PLACEMENT
A. Comply with recommendations in ACI 304R for measuring, mixing, transporting, and placing concrete.
B. Do not add water to concrete during delivery, at Project site, or during placement.
C. Consolidate concrete with mechanical vibrating equipment.
D. Cold Weather Placing:
1. Protect concrete work from physical damage or reduced strength which could be caused by frost, freezing actions, or low temperatures, in compliance with ACI 306 and as herein specified.
2. When air temperature has fallen to or is expected to fall below 40 F (4 C), uni-formly heat water and aggregates before mixing to obtain a concrete mixture
033000 - 6 temperature of not less 50 (10 C), and not more than 80 F (27 C) at point of placement.
3. Do not use frozen materials or materials containing ice or snow. Do not place concrete on frozen subgrade or subgrade containing frozen materials.
4. Do not use calcium chloride, salt or other materials containing antifreeze agents or chemical accelerators, unless otherwise accepted in mix designs.
E. Hot Weather Placing:
1. When hot weather conditions exist that would seriously impair quality and strength of concrete, place concrete in compliance with ACI 305 and as herein specified.
2. Cool ingredients before mixing to maintain concrete temperature at time of placement below 90 F (32 C).
3. Mixing water may be chilled, or chopped ice may be used to control temperature provided water equivalent of ice is calculated to total amount of mixing water.
3.3 FINISHING
A. General: Comply with ACI 302.1R for screeding, restraightening, and finishing oper-ations for concrete surfaces. Do not wet concrete surfaces.
B. Screed surfaces with a straightedge and strike off. Begin initial floating using bull floats or darbies to form a uniform and open-textured surface plane before excess moisture or bleedwater appears on the surface.
1. Do not further disturb surfaces before starting finishing operations.
C. Trowel Finish: Apply a hard trowel finish to surfaces indicated and to floor and slab surfaces exposed to view or to be covered with resilient flooring, carpet, ceramic or quarry tile set over a cleavage membrane, paint, or another thin film-finish coating system.
1. Ensure Concrete is finished with proper slopes toward proposed building drains.

D. Sealing: After curing is complete, apply Eagle Natural Seal water based concrete sealer or approved equivalent. Follow manufacturer’s recommendations.
3.4 CONCRETE PROTECTION AND CURING
A. General: Protect freshly placed concrete from premature drying and excessive cold or hot temperatures. Comply with ACI 306.1 for cold-weather protection, and follow recommendations in ACI 305R for hot-weather protection during curing.
B. Evaporation Retarder: Apply evaporation retarder to concrete surfaces if hot, dry, or windy conditions occur before and during finishing operations. Apply according to
