Manitou Water System Upgrade Pre-Bid Site Visit Questions 8/11/2020

1. With the existing electrical panel being only 100 amps, will there be a new location for us to tie into and what will that distance to the new chlorination building be?

a. Electrical service to the Chlorination enclosure shall be 60 amps. Ran from the lower garage building. New enclosure location is notated on the revised drawings.

2. Will you furnish an electrical controls schematic for the project?

a. Plans for this project have been simplified to eliminate the need for an SJE Controller system. The newly specified Chlorination tank and metering pump contains a flow meter that will supply on-demand chlorination injection. The only components that are tied together are the pressure switch on the pressure tank and the VFD booster pump.

3. Will there be a layout, to scale, of the components inside the new building?

a. Major components of the system have been laid out to scale conceptually in the revised drawings.

4. Will you furnish a spec on the chlorination tanks since Unique Flo doesn’t carry them and has no spec for them? That way we can look for an approved equal.

a. Attached is the spec sheet on IPT’s baffle tank. Baffle tanks in the system must have a minimum baffle factor of 0.8. Tanks with a lower baffle factor will require additional volume by adding additional tanks. Since space is limited, this would be extremely difficult. Contractor may propose alternate solutions as long as the default design criteria is met: 25 gallons per minute, at a maximum of 1.6 mg/L Chlorine concentration, at 45°F.

5. Can you verify whether the chlorination tanks should be installed in parallel or series?

a. According to the State of Colorado Drinking Water authority, these specific baffle tanks must be installed in parallel.

6. Can we use a tap saddle instead of a tee to tie into the existing water line?

a. Yes. New plans show a tapping saddle at the waterline tie in location.

7. Since CXT only carries a 10.5’ x 12’ concrete pre-engineered building instead of the 12’ x 12’ stick frame building, can you verify whether the interior components will fit?

a. Interior components will fit into Bid option 1: the 12’x12’ stick framed building. If the

10.5’x12’ CXT building is selected, several components will need to be rearranged in order to fit properly.

8. Will this be a design build?

a. This project is not considered a Design-Build. However, the contractor will have to complete general project management tasks such as ordering of parts, working with the manufacturer’s, insuring fit, form, and compatibility of components in order to comply with the specifications and plans of the project.

Questions:

- Is there a requirement to complete an Electrical Permit for this work?

o A: No electrical Permit is required for this work unless the electrical service line is required to be run from the transformer.

- On the water main connection, is it acceptable to utilize a tap saddle rather than a Tee o A: Tap saddle is acceptable

- Contact Tanks specified are no longer produced by the manufacturer.

o A: Clarifying with Dirk.

o Baffle tank #06-04-126TMH-BAF

- Will the components fit into the 10.5’ X 12’ CXT bldg.? Need more detail on system sizing.

- A 3-phase pump is specified for the project, no 3-phase power is available.

o Specified Pump is 240V, not 3 Phase o Spreadsheet with voltage and power consumption of each power component.

- Will the contractor have to design the controls system?

o Controls system should be simple at this point. Alarm light goes off at power interruption to the pump and at low CL levels in the

- A single check valve is specified on the drain lines. Is that suitable for this application?

o A: Investigating with Dirk

- Several Part #s were unable to be found from manufacturers.

o A: Change Sample tap valve to not read “IPT”

- Is the contractor required to demo the existing electrical line all the way to the panel? Or will they need to simply disconnect either end and abandon in place.

o A: Disconnect at either end and abandon in place

- Need clarification on disconnecting and decommissioning the filtration vault meter and filter equipment.

o A: Disconnect Filter, Leave Valves open, and abandon piping

- Look into State of Colorado Regulation for placing baffle tanks in parallel instead of series.

o A: Investigating with Dirk

- There was discussion about relocating the Chlorination chamber closer to the rest of the campus to reduce the required electrical service line and trench.

o In this scenario, we would abandon the filtration hut

Plan Revisions:

- Pump spec to 25 gpm from 20

- Temp to 45°F

- Ideal residual would be 1.6 mg/L or lower

- Remove Bypass o Change to tap saddle rather than tee o Remove gate valves in ground

- Additional Ball valve in front of Filter Housings, between filters, and after filters- allows us to shut off water and replace

- Adjust ball valve drain valves to 1”

- Replace Stenner tank with Dirk’s preferred model

- Change Sample tap Model # to remove “IPT”

- Remove Ecoder from Meter

- 2-2-1 Parallel to series baffle tanks o Expand header into 3” header o 3” header going into 1.5” FNPT tees with the flow restrictor o All Parallel

- Controller Specification

- Move pressure tank to after baffle tanks (use two if it fits). Two will allow for the pump to avoid hot cycling

- Add sample tap after 11

- Pressure Switch: change to 60-80 rather than 40-60

- Last tank- provide and air release?

- Relocate receptacle close to pump

- Get rid of buried gv on front end of system- change to ball valve inside building

- Relocate closer to compound?

o Electrical requirements?

o Size serviceline o Demo existing Filtration hut
