About this file

This is Amendment 0001 to solicitation 1282B125R0006 for the Pikes Peak District Office Parking Lot Reconstruction Project, issued by the USDA Forest Service. The amendment makes several key changes to the specifications including: removing the requirement for a Stormwater Pollution Prevention Plan, reducing the paving aging requirement from 90 to 15 days prior to pavement marking, changing chain link fence mesh size from 1-3/4 inch to 2 inch, and deleting the polymer coated barbed wire specification.

The amendment includes answers to 27 contractor questions and incorporates the sign-in sheet from the December 10, 2024 site visit. Key clarifications include: proposals must be submitted via email by January 9, 2025 at 10:00 AM Central Time; a bid bond is required using Standard Form 24; the parking lot will be available for contractor use during the 60-day onsite performance period (March 1 - August 1, 2025); both PG 64-22 and PG 58-28 asphalt oils are acceptable alternatives to the specified PG 70-22; and the electrical panel for the new automatic gate is located in the building's basement. Forest Service employees will utilize off-site parking during construction.

Standard Form 24. Instructions for proper completion of the form can also be found online.

4. On the Existing Utilities site plan note 2 says “remove three overhead masts and patch roof”. Is this work included in the scope of this contract?

a. This work is already complete and is not included in this contract. Please see the note in red text on the Existing Utilities Site Plan - “ALL WORK PREVIOUSLY

COMPLETED BY OTHERS – UTILITIES SHOWN FOR REFERENCE

ONLY”.

5. Is there an existing pathway from the pull box in the parking lot to the electrical panel?

a. Yes.

6. Would the government be interested in increasing the scope of Option Item B to include replacement of the entire 37 foot length of fence rather than just installing 37 ft of 3-strand barbed wire?

a. Not at this time, please bid Option Item B to include only the work listed on the plans and in the schedule of items.

7. Would welded corners be acceptable on the man gate rather than the brackets shown on the drawings?

a. Not at this time, please bid according to the drawings.

8. Has the parking lot been core sampled to confirm the existing asphalt thickness? What is the asphalt thickness of the existing parking lot?

mailto:janice.king@usda.gov mailto:lucas.dahlman@udsa.gov

a. No core sampling has been completed to ascertain the existing thickness at this time.

9. What will be the plan for Forest Service employee and vehicles during construction? Will reconstruction of the parking lot need to be completed in phases? Can the contractor assume that the entire parking lot can be worked on in one single phase. This would require offsite parking for the building.

a. Forest Service vehicles and employee personal vehicles will be removed from the parking lot by the Forest Service for the onsite period of performance (up to 60 days). Work can be completed during this period in whatever sequencing/phasing the contractor identifies in their construction schedule. Forest Service employees may be working inside the district office and front desk will remain open to the public during the duration of construction. Forest Service employees will utilize off-site parking and the public will be directed to use street parking. Please reference Section 1.7 of the Scope of Work for more detail.

10. Are parking wheel stops included in this contract?

a. No.

11. What type of keypad is required?

a. Advantage Stand Alone Keypad, ADV1000 (or approved equal) per the project specifications Section 323113.

12. Is the intent to incorporate the keypad into the existing office security system.

a. No.

13. Does this contract include specifications for gate automation.

a. Please see Specifications Section 323113.

14. Is the intent to install a punch-in keypad or a remote controlled gate?

a. The intent is for a punch-in keypad per Specifications Section 323113.

15. Is the desire for a free exit or a keyed exit?

a. The design includes a free exit per the drawings.

16. Will water be available for construction?

a. No water or electrical is available onsite for the Contractor to use per the scope of work.

17. Is the contractor responsible for hiring a third party firm for testing and inspections?

a. Yes.

18. Will permit fees be waived from the City?

a. Unknown, please contact the city for more information regarding their permitting process

19. Will the parking lot be available for staging of equipment?

a. The parking lot will not be available for staging equipment outside of the 60 day onsite work period of performance, but within the 60 day period of performance the contractor may utilize the entire parking lot.

20. In Section 321200 – Hot Mix Asphalt Paving the asphalt mix design calls out for PG 70- 22, this is not a common oil for this area and is likely not available. Will a PG 64-22 or PG 58-28 be acceptable? This oil is readily available for this market.

a. Both would likely be acceptable oils. This specification offers “Superpave designed asphalt mixture with PG 70-22” as one mix option. However, the spec also offers “Hveem or Marshall designed asphalt mixture as approved by the Contracting Officer and/or State Department of Transportation approved asphalt concrete pavement mixture approved by the Contracting Officer” as options which would not limit oil to PG 70-22.

21. Under section 3212000 – 3.8 Surface Preparation – it talks about applying a prime coat to the subgrade. This is an outdated specification and is not common for this area. Can this specification be removed from the project documents?

a. This requirement shall remain.

22. Period of performance is 60 days, but per spec 322640.3.1.B the paving is required to age 90 days before starting marking, please clarify intent.

a. Intent is to perform all onsite work within 60 days, please disregard the “90 days” listed in this specification and replace with “15 days”.

23. Per 013300.3.2.A a Stormwater Pollution Prevention Plan is a required submittal, please provide details of what is required.

a. Please disregard the submittal requirement listed for this item. Contractor shall control stormwater during construction and prevent sediment laden stormwater runoff from leaving the site, but no formal plan is required.

24. We are interested in providing a bid for this project and would like to enquire about a site visit. Is the parking lot accessible to where we could visit at our convenience, or would we need to schedule a visit with you?

a. The pre-bid site visit was on 12/10/24 and we will not be holding another site visit to view the entirety of the project. However, since this office is open to the public you can visit at your convenience Mon-Fri 0800-1630 and will be able to see the portion of the site open to the public (the west half of the parking lot outside the gate). Please do not proceed east of the gate into the government vehicle parking area even if the gate is open.

25. We want clarification under the Specifications below: Under 2.1 Chain Link Fence Fabric#1 Mesh and wire size states 1-3/4-inch (44-mm) Mesh, 0.148- inch diameter Zinc

Coated Fabric. However, under both 2.7 Manual Rolling Gate and 2.8 Manual Pedestrian Walk Through Gate it shows the Mesh to 2 inches. **Please clarify between the 1-3/4-inch mesh or 2-inch mesh**

a. Spec 323113, Section 2.1.A.1 shall be updated to 2” mesh. Please use 2” mesh material on both chain-link fence fabric and gates.

26. Under 2.5 Barbed Wire it states dbl. twisted galvanized steel strand core wire, zinc coated steel or aluminum alloy. However, all tension wires, rail fitting, rails, and brace ends area all galvanized. **Please clarify Galvanized or Aluminum**

a. Please delete Spec Section 323113.2.5.B “Polymer Coated Barbed Wire”.

Aluminum alloy shall not be allowed.

27. I am aware that the RFI deadline has passed, but to give the most competitive pricing our electrical subcontractor needs details regarding the panel that would power the new automatic gate, is it possible to get that information along with the previous RFIs?

a. To the best of our knowledge the panel was installed in 2023 and is located in the basement of the District Office (Panel F on sheet 9 of the drawings). Conductors are shown on Keynote 12 on Existing Utilities plan (work on this sheet has been previously completed by others prior to this solicitation).
