SUBJECT: Questions and Answers, Solicitation 1282B123R0026, Mill Creek Summit Rock

Crushing, Emmett Ranger District, Boise National Forest, Gem County, R4 Idaho

Contractor Question:

1. Does this site require blasting to get the aggregates freed up to process or is it able to dig out of the bank freely?

The government has not performed a formal geotechnical investigation of the Mill Creek

Pit. Excavation of the material needed to generate and produce/process the aggregate is unclassified. The Contractor shall utilize any reasonable means and/or methods to generate the material needed for processing.

2. Is there any length restrictions or weight restrictions on this road?

The primary access route to the Mill Creek Summit Pit is via the Forest Road 618. All but the last mile of the 618 Road is under the jurisdiction of Gem County. Gem County indicated there’s no length or weight restrictions on this road. However, the 618 Road contains various curves, cattleguards, etc. and the Contractors should make their own determination of accessibility to the Mill Creek Summit Pit via the 618 Road.

3. Is there a rock excavation clause in the Contract?

No, excavation of the material needed to generate, and produce/process is unclassified. Any rock excavation is incidental to Bid Item 31401, Crush and Stockpile Surface Course Aggregate.

4. Does the crushed aggregate require plasticity?

Yes, refer to Forest Service Supplemental Specification (FSSS) 703 for plasticity requirements.

5. Is reclamation of the pit required?

Yes, the pit shall be reclaimed by sloping the pit to drain, rounding off abrupt side slopes, etc.

As indicated in the FP-14 and FSSS, Contractor shall submit a plan of operation for approval that includes pit restoration details.

6. What shall the geometry of the stockpile be? Location of the stockpile(s)?

Stockpile geometry limitations are specified in FP-14 314 and FSSS 314. The approximate locations of the stockpiles are shown on Sheet 2 of the Revised Plans.
