1. Please confirm that all structural fill used outside of the culverts and wingwalls is to be imported.

Answer: Under general notes page 2 of 15 “specifications FP14.” Under section 208 eg structural backfill in FP 14 specifications page 128 208.02 structural backfill shall conform to

704.04. Yes, it is imported and has a gradation as specified in 704.04.

2. Please provide a gradation for all structural fill.

Answer: See question 1

3. Will excess onsite materials be allowed for use as roadway embankment or must this material be imported?

Answer: See “Notes” page 4 of 15

4. The included statement of work Attachment 1 lists a completion timeline of 335 days or

September 1, 2023 while the solicitation package lists 290 days or September 1, 2023. Please clarify which is correct.

Answer: The SOW has been updated to 290 or Sept 1, 2023 whichever comes first

5. Has the government set a predetermined area which can be used for material and equipment staging and if so what are the coordinates and size of the location?

Answer: There is plenty of area for staging areas for this project in close proximity to the site.

The road shall be closed during structure replacement so we can utilize the roadway and dependent on the contractor’s operation this can be verified in the field at the time of a prework or onsite visit prior to starting work.

6. Please confirm that this project has a minority participation goal of 1.3% and female participation goal of 6.9%.

Answer: Yes. Per the DOL, the goals apply as required. See https://www.dol.gov/sites/dolgov/files/ofccp/ParticipationGoals.pdf

7. We would like to request that a pre-proposal conference be scheduled for this project.

Answer: Site Visit – Tuesday October 18th, 2022 @ 900am MST – Location - On Site – See

8. We would like to make the government aware that several precast suppliers have informed us that the culvert required for this project will not be available until June/July of 2023 due to their https://www.dol.gov/sites/dolgov/files/ofccp/ParticipationGoals.pdf mailto:lucas.dahlman@usda.gov current order backlog, this can have a direct impact on the ability to complete this project within the allotted contractual timeline.

Answer: After award, invoices and documentation will have to be provided to show order and expected delivery. Time will be adjusted accordingly.

9. Will contractors be allowed to bill for material on hand or partial material costs associated with the design and construction of the box culvert and wingwalls as they are invoiced to the contractor due to the extended material lead times?

Answer: With proper invoicing and proof of contractor payment, the culvert and wingwalls are eligible for partial payment.

10. Will the contractor be required to provide field offices and technical equipment for the owner such as phone, computer and internet services at the project site?

Answer: No

11. Please provide a detail for the wood post item to be installed as part of this project

Answer:. Type 3 object marker detail listed on page 10 of 15

12. What is the typical flow rate in CFM of the Horse Creek during rain events?

Answer: 2 year event = 74 cfs, 25 year event = 537 cfs, 100 year event = 855 cfs.

13. Please provide gradation requirements for the foundation fill.

Answer: See Page 664 of FP 14, section 701.01

14. Please provide a list of the pre-approved geotextile fabrics.

Answer: Class one geotextile as called out for on plan sheet 8 of 15, 9 of 15, 10 of 15. It is a

Separation and stabilization fabric, woven or non-woven meeting the specifications/properties listed on page 698, table 714-1. The supplier should be able to provide a list of fabrics that would meet this requirement. That is the preapproved list.
