Questions and Answers – November 16, 2022

1282A723Q0005; Temporary Services; Multiple Job Corps Locations

1. Question: The attachment “1282A723Q0005+Combined+Synopsis+Solicitation.pdf” provided on SAM.gov begins on page 3 and are noted as “Continuation Pages”. Is there an SF1449 or other document that comprises pages 1 and 2 of the solicitation?

Answer: The SF1449 is not included on the combined synopsis/solicitation, but will be included on the award document. The Schedule of Services is located on p. 36 of the Quoter’s Submission Instruction.

2. Question: Paragraph III (page 4) of the solicitation describes the application methodology applicable to Service Contract Act (SCA) covered labor categories. This methodology is unclear as described (hourly rate * coefficient rate + hourly rate + H&W = total billing rate).

Additionally, each offeror will have their own specific benefits package for Exempt labor categories. The cost associated with these specific benefit plans can and will vary significantly. Therefore, a similar coefficient methodology will not work for calculating total billing rates for Exempt positions. Please clarify the coefficient methodology for SCA and Exempt labor categories.

Answer: The employee hourly rate and any applicable H&W benefits will vary by location and will be submitted by the vendor for every Task Order. The Co-efficient rate will be a fixed rate and should be included in the Quote submitted by the vendor in response to this solicitation.

A breakdown of how the total billing rate will be calculated have been included on Page 4, Part I, Section III, Co-efficient Rate, as well as revised language to clarify how that rate will be applied.

3. Question: Paragraph IV (page 4) of the solicitation specifies minimum and maximum task order values but does not address task order durations. Can the government provide guidance on minimum and maximum task order durations that can be ordered? Also, is there an anticipated average task order duration?

Answer: Typically, the Task Orders will be issued for an initial 120 day duration. Another 120 day extension is possible via bilateral modification to the Task Order. No Task Order will be longer than 240 total working days. Occasionally a position may be needed for less time.

Part III, Basic Description, Section A, has been revised to add clarifying language on the duration of a Task Order.

4. Question: Page 5 of the solicitation specifies that the contractor must have medical liability insurance. What are the specific requirements of the required insurance coverage?

Answer: Please see Part III, Section XIII, Number 5 for additional information. FAR 52.237- 7 and applicable insurance limitations can be found on P. 6.

5. Question: Paragraph II.D of the SOW indicates that any overtime costs must be included in the coefficient “and no increase to the quoted hourly rate is applicable to OT hours”. Please provide data on historical overtime usage and/or government estimates of future overtime usage.

Answer: Part III, Basic Description, Section D on p. 13 has been revised to provide clarifying information on over-time (OT). OT is rare and should only be used in emergency situations by mutual agreement between the vendor and center. The typical position is full-time (40 hours per week).

6. Question: The position description for the Career Preparation Instructor (TABE) on page 20 is listed as an SCA Non-Exempt but is listed as a GS-9 GS Pay-Scale Equivalent. Please clarify. Additionally, a WDOL Code and Title is listed as “15090 Tutor”. However, the listed DOL code is for a “Technical Instructor”. Please clarify.

Answer: Career Preparation Instructor (TABE) and Technical Instructor WDOL Career Title changed from Tutor to Technical Instructor. GS Pay-scale Equivalent information removed from position descriptions

7. Question: The position description for the Mental Health Consultant (CMHC) on page 26 is listed as Exempt but GS Pay-Scale Equivalent is not listed. Please clarify.

Answer: GS Pay-scale Equivalent information removed from position descriptions
